FIELD FOR A PERIOD OF 3 (THREE) YEARS WITH A PROVISION OF
EXTENSION BY ANOTHER ONE YEAR.)
The Draw of Lots (Lottery) for selection of eligible groups (a group consists of 5
nos. of bowsers) of 12KL Bowsers for further processing as per tender norms against
above mentioned tender shall be held as per the following schedule:
Date: 26.04.2016
Time: 9:00AM onwards
Venue: Office premises of Contracts Department, Duliajan.
2.0 The list of groups eligible for the lottery & the number assigned to each eligible
group to be considered in the Lottery may be seen in the OIL’s website www.oilindia.com. The same is also displayed on the Notice Board of Contracts Department,
Duliajan.
3.0 Bidders may see the rules for the Lottery at the Notice Board / Office of the
undersigned prior to the Draw of Lots.

DEPARTMENT, DULIAJAN FOR HIRING OF 12KL BOWSERS
(REF. E-TENDER NO. CDI9317P16 for HIRING OF SERVICES OF 12 KL CAPACITY AND 20 KL
CAPACITY BOWSERS (TANKERS) FOR TRANSPORTATION OF CRUDE OIL/ CONDENSATE
FROM VARIOUS OIL'S FIELD LOCATIONS IN ASSAM FIELD FOR A PERIOD OF 3 (THREE)
YEARS WITH A PROVISION OF EXTENSION BY ANOTHER ONE YEAR.)
This is for general information to all concerned that the following rules will be applicable for the above
noted Draw of Lots:
1.0
Lottery Nos. have been allotted to the eligible groups (a group consists of 5 nos. of bowsers) within the
range “01” to “36”.
2.0
The allotted Nos. is of two digit.
3.0
There will be two tombola cages:
3.1
“Cage-A” will contain digits from “0” to “9” (total ten tombola balls) for drawing out the digit in the
“unit” place.
3.2
“Cage-B” will contain two nos. of digit “0”, two nos. of digit “1”, two nos. of digit “2” and two nos. of
digit “3” (total eight tombola balls) for drawing out the digit in the “tens” place.
4.0
Procedure for Draw:
4.1
First the digit in the “unit” place will be drawn from “Cage-A”. The digit coming out will be for the unit
place (within 0 to 9) which after recording will be put back into the cage. The digit coming out, say 3, means the
digit in the “unit” place is 3.
4.2
For the digit in the “tens” place, draw will be done from “Cage-B” in a similar manner and after recording
the number (within 0 to 3) will be put back into the cage. The digit coming out, say 2, means the digit in the “tens”
place is 2.
4.3
After drawing this, a two digit number will be found which will be assigned the “Priority Number”. From
the above illustration, the number thus arising is 23.
4.4
The eligible group (a group consists of 5 nos. of bowsers) bearing the first number thus selected would be
assigned as Priority No. “1” and will be considered for further processing. Draw shall be continued similarly for
selecting Priority No. “1” to “30” in that order.
5.0
Redraw: Redraw for all the digits will be done in the following instances:
(i)
If the number found is “00”.
(ii)
If the number is found to be greater than “36”.
(iii)
If the number found is a repeat number.
6.0
The number drawn shall only be announced during the lottery.
7.0
Draw of Lots (Lottery) will be done by a member from the public present at the time of Lottery and
the person drawing the same will be required to put his/her signature against the number drawn by him/her.
A person drawing the lottery will be required to draw 02 (two) Nos. of eligible groups as described above.
8.0
Audio and video recording of the proceedings of the lottery shall be done depending on the availability of
such system.
9.0
Subsequent award of contract and hiring of the required services shall be guided as per terms & conditions
of the tender.
