Executive Summary
Piscataqua Region Estuaries Partnership (PREP) with
assistance from the UNH Survey Center was responsible for
the development and deployment of the survey, essentially
a partnership between research and outreach interests. The
data are being used for many purposes including context
and background information on Watershed Ecosystem
Services for the National Science Foundation supported
statewide project “Ecosystems & Society.” Additionally, it is
being used as a much needed baseline understanding from
which social indicators will be developed to be monitored
alongside PREP’s environmental indicators going forward.
The following report will describe the survey and detail
summary findings from the report as well as some of the
interesting analyses. Extensive appendices include the
survey instrument and data tables that we hope will be of
use to other researchers and policy makers. The raw data are
also available for further review and we hope that this will
spur further analysis and discussion.
How New Hampshire residents use and value water
resources is a question that many researchers, managers,
and citizens are interested in understanding more
completely. Additionally, identifying residents’ behaviors
and habits in relation to non-point source pollution sources
(lawn fertilizer, stormwater management) and overall
water quality and quantity are important. Understanding
residents’ behavior guides a more cost-effective targeting of
outreach and education efforts and helps evaluate whether
efforts to improve these behaviors are making a difference.
The NH & Piscataqua Region Water and Watersheds Survey
was a telephone survey of randomly selected adults in the
state of New Hampshire with an oversample of towns in
New Hampshire and Maine that fall within the Great Bay
Watershed and sought to answer some of those questions. It
was conducted in September 2013 but the planning for this
survey has been underway for some time. The partnership
between the Center for the Environment at PSU and the
New Hampshire Statewide1 Results
• Forty two percent of respondents (42%) are connected to city water and sewer and 57% have their own septic
systems and water.
• Seventy six (76%) take care of their own lawn while 22% hire a lawn care service and 2% do not have a lawn
• Thirty three percent (33%) spread a chemical weed killer or fertilizer
• A majority of residents (58%) indicate that they know actions on their property can have an impact on overall
water in the community.
• Seventy percent (70%) agree that they would be willing to pay higher water and sewer fees to improve the
cleanliness of the lakes, rivers, streams, and bays in their community.
• Eighty three percent (83%) agree that they would be willing to take action to reduce storm water pollution,
especially if it would help keep water and sewer bills down.
• Eighty percent (80%) understand the connection between clean water resources and economic stability of
their community.
A majority of New Hampshire Residents are concerned with several water resource issues,
including flooding, providing safe drinking water, and levels of pollution in our water bodies.
• Seventy two percent (72%) are concerned with the cost of providing safe drinking water.
• Sixty one percent (61%) are concerned with the cost of their sewer bills or maintaining septic systems.
• Eighty seven percent (87%) are concerned with the cleanliness of drinking water.
• Ninety percent (90%) are concerned with the level of pollution in local streams, rivers, lakes, and bays.
• Ninety two percent (92%) are concerned with the cleanliness of water for fish and wildlife.
• Ninety one percent (91%) are concerned with the availability of clean drinking water in the future.
• Seventy five percent (75%) are concerned with public access for recreation in streams, rivers, lakes, and bays.
• Eighty two percent (82%) are concerned with contaminants, such as mercury, in locally caught seafood.

start of a much-needed investment in building a body of
knowledge regarding the uses, values and behaviors of New
Hampshire and Piscataqua Region residents in regards to
water resources. We will be working on several initiatives,
including outreach/education, indicators, and geographic
visualization of select results. It is our hope that this survey
will serve as a stepping-stone to further investigation and
implementation of actions To further the discussion we offer
the following recommendations:
CUltural Water Resource Services
used and enjoyed by New Hampshire’s
Respondents
Our waterways provide many benefits to users-from life
sustaining drinking water to aesthetic and spiritual values.
We asked New Hampshire residents about what cultural
benefits (which include recreational, aesthetic, spiritual,
and other, sometimes, intangible benefits) they appreciate.
Specifically, we asked respondents to indicate what they and/
or their family like to do in and around the state’s water bodies.
The responses were extensive and included approximately 30
unique activities, with the most popular being swimming,
boating, fishing, and kayaking, as represented by this word
cloud (courtesy of wordle.net).
Researchers
• Further investigation into the identification of ecosystem
services trade-offs (will be explored through the
Ecosystems & Society Project)
• Exploration and more specific research conducted using
willingness to pay techniques to better address preferable
actions and solutions.
Resource Managers
• Use as baseline to develop measurable social indicators
that can be reported upon and tracked for regulatory
permits and monitoring

Overall, results indicate that there is a general awareness
among New Hampshire and Piscataqua Region respondents
of a connection between individual and community
level actions and quality of water resources. A majority
of respondents believe that high quality water resources
support the economic wellbeing of their community. The
data in the report is vast and varied and can and should
be utilized by a wide array of partners, including but not
limited to researchers, resource managers, municipal
decision makers, educators and outreach professionals and
local, state and federal regulators. This survey is just the

Introduction
The Need to Assess how New Hampshire Residents Use
and Value New Hampshire’s Water Resources
In recent year’s several research efforts sought to inquire
about certain aspects of New Hampshire’s water resources
from various groups. In 2008, the UNH Survey Center
and Weston and Sampson, supported by New Hampshire
Department of Environmental Services (NHDES),
conducted a survey of decision makers/elected officials
in conjunction with water planning activities undertaken
at that time. While the audience of this survey was more
specific than the scope of ours, we did consult with experts
at NHDES prior to administering the survey and even
incorporated several similar questions. Planning for New
Hampshire’s water future is ongoing and we hope this report
and data are useful to these efforts.

In December 2012, the Water Sustainability Commission
issued the report, “New Hampshire Lives on Water,” which
was the culmination of extensive study and public input
on New Hampshire’s water related challenges. The report
identified the following major water challenges New
Hampshire is currently facing and will encounter in the
next 25 years as: 1. Changing patterns of land use and water
use; 2. Impacts of changing precipitation and temperature
patterns; 3. Aging and inadequate water infrastructure; 4.
Information needed to manage water differently; and 5.
Financial and political limitations. The Commission hoped
that their work would be the catalyst for future endeavors
and recommended focusing on education; infrastructure
investment; future-focused management; and data and
monitoring.2 We were inspired and motivated by this
Commission and the research and findings here contribute
to both education and data/monitoring by revealing
important social perspectives as well as the baseline for
social indicators that can be monitored going forward.
New Hampshire’s Coastal Watershed
In addition to querying a random sample of the entire
state, we also questioned an oversample in the Piscataqua
Region. The motivations for this oversample are numerous.
Population and development is particularly significant
in New Hampshire’s coastal watershed with a population
increase of 19% from 1990-2010. The 2013 State of Our
Estuaries Report published by PREP shows that 12 out of 16
environmental indicators are in a negative or cautionary state.
Of particular concern is the increase in impervious surface,
the loss of eelgrass and oysters, nutrient concentrations
and loads and the levels of dissolved oxygen in tidal rivers.
All of these indicators are directly impacted by land use
and therefore are embedded in not only environmental
conditions but also in social and policy landscapes. Solutions
to address these degrading conditions, such as improved

The state of New Hampshire is well known for its high quality
of life. Services provided to us by our natural resources,
such as clean water and air, and recreational opportunities
that spur tourism (to name a few) are known as ecosystem
services and they contribute significantly to the wellbeing of
the state’s economy and society. However, New Hampshire
is facing changing population demographics and economic
development patterns. Land use changes associated with
population growth are already affecting ecosystem services,
including water supply and water quality.

wastewater and stormwater infrastructure, low-impact
development and green infrastructure are multi-faceted,
at times expensive and rely on buy-in and habit change
from residents, taxpayers and policy makers. To extend
the strategy employed by outreach partners in messaging
and communications to those who are going to implement
solutions a baseline understanding of their knowledge,
awareness, concern and political will is necessary.

environment. In order to know those choices and the
reasoning behind them it was determined that qualitative,
social data must be collected and analyzed alongside the
quantitative, scientific data.
PREP’s goals and mission are laid out in the 2010 Piscataqua
Region Comprehensive Conservation and Management
Plan. Out of 82 action plans, 76 contain some output related
to outreach, advocacy and education to a general and/or
specific audience. In order to deliver the most cost-efficient
and effective outreach outputs a baseline understanding
of residents’ current level of awareness, understanding
and action is necessary. In January 2012, PREP convened
a Social Science Advisory Committee (SSAC) made up
of ten members that included university researchers and
social scientists from UNH and PSU, regional planning
commission staff, local town planners and administrators,
citizens and PREP staff. Input from this committee was used
in the development of the survey.
The issue of non-point source pollution and wastewater
management has been of particular interest in the coastal
watershed of New Hampshire due to the United States
Environmental Protection Agency’s permitting process for
wastewater treatment plants and municipal stormwater
systems. Partners in outreach and education (e.g. university
extension, non-profit organizations, town conservation
commissions and local river committees) struggle to identify
the effectiveness of their outreach campaigns and materials.
Money is being spent to educate but overall as a community
of practitioners there has been very little understanding
about the knowledge gaps in target audiences. This survey
aims to close that gap in understanding and bring insight
to outreach efforts in a more cost-effective and targeted
manner.
These priorities fit right in line with those of the statewide
project “Ecosystems & Society,” which is being funded by the
National Science Foundation and conducted by researchers
and scientists throughout the State, including the authors
on this report from Plymouth State University. One
component of this project is to better understand how New
Hampshire’s residents use and value watershed ecosystem
services. However, there is a shortage of statewide data on
such perspectives. Thus, a partnership between research
and outreach formed and questions were added and edited,
with the help of other researchers and stakeholders, to meet
multiple goals all while providing a current snapshot and
laying the ground work for future in-depth case studies.
Survey Development
Partnering to Collect Social Science Data
The Piscataqua Region Estuaries Partnership (PREP) has
been monitoring a set of environmental indicators from its
inception in 1995. Since its first State of the Estuaries Report
in 2000 up to its most recent report in 2013 PREP and its
Technical Advisory Committee has provided the greater
Piscataqua Region watershed including the Great Bay and
Hampton-Seabrook estuaries with vital, unbiased and
straightforward scientific data regarding the region’s water
quality and overall environmental health. This data has been
the resource and support for decision making and policy
setting in the region at the local, regional and state level. The
data has been natural science based looking at indicators
measurable by quantitative, ecological data collection.
Recently, PREP and its partners have become keenly aware
that to deal with the situation of non-point source pollution
in the watershed requires addressing both environmental

The New Hampshire towns included in the oversample are: Barrington, Brentwood, Brookfield, Candia,
Chester, Danville, Deerfield, Dover, Durham, East Kingston, Epping, Exeter, Farmington, Fremont,
Greenland, Hampton, Hampton Falls, Kensington, Kingston, Lee, Madbury, Middleton, Milton, New Castle,

hire a lawn care service and 2% do not have a lawn
Adult respondents in the NH & Piscataqua Region Water and
Watersheds Survey were interviewed between September
20 and September 29, 2013. Each selected respondent was
called by a professional UNH Survey Center interviewer from
a centrally supervised facility at the UNH Survey Center.
Telephone calls during the field period were made between
9:00 am and 9:00 pm. In total, Survey Center staff received
responses from 406 New Hampshire residents in 316 towns.
The oversample included 210 randomly sampled respondents
from towns within the watershed, including those in Maine.
Due to the fact that individuals living in the Watershed had
also been interviewed for the statewide sample, the total
population for the oversample was in excess of 300.
• Thirty three percent (33%) spread a chemical weed killer
or fertilizer
• Twenty nine percent (29%) have property with some form
of water on it (pond, river, lake, etc.)
• Twenty percent (20%) obtain their household drinking
water from an aquifer, 18% from a stream, river, or lake
and 44% from a private well. Interestingly, 18% do not
know where their household drinking water comes from.

• A majority of residents (58%) indicate that they know
actions on their property can have an impact on overall
water in the community.
Response Rates
• Seventy percent (70%) agree that they would be willing to
pay higher water and sewer fees to improve the cleanliness
of the lakes, rivers, streams, and bays in their community.
For the statewide survey, interviews were completed with
406 randomly selected adults in New Hampshire from a
sample of 2,453 randomly selected telephone numbers. For
the oversample survey, interviews were completed with 210
randomly selected adults in the Piscataqua Region of New
Hampshire and Maine from a sample of 1,479 randomly
selected telephone numbers. Using American Association
for Public Opinion (AAPOR) Response Rate 4, the response
rate for the NH & Piscataqua Region Water and Watersheds
Statewide Survey was 31% percent and 25% for the
oversample. These response rates are well in line with those
of similar surveys.

Results from the statewide sample provide interesting and
important insight into how New Hampshire respondents
use and value our water resources, including what they
are concerned with and what behavior they are willing to
modify in order to maintain and enhance the quality of
our water resources. The following results represent the
view of statewide respondents while the subsequent section
will touch on the findings from the Great Bay Watershed/
Piscataqua Region. Please see the appendices for a copy of
the survey instrument and extensive data tables. We are
happy to share the raw data upon request.

In an effort to understand support for particular
solutions that have been proposed to meet some of the
water resource challenges we face in New Hampshire,
residents were asked to comment on their level of
support for the following initiatives.

This section was prefaced by the statement:
“There have been a number of different options and ideas
presented in recent months by town and city leaders and
state and federal legislators that aim to help reduce the water
pollution coming from storm water, fertilizers, and waste
waster treatment plants. It’s important to know what the
citizens and tax payers feel about these options. Please tell
me if you support or oppose the following ideas, or if you
don’t know enough to say.” 5
Boating, swimming, fishing, kayaking, walking,
hiking, camping, wildlife watching, snorkeling,
canoeing, hanging out, golfing, enjoying the
view, hunting, bbq/picnicking, photography,
snowmobiling, rafting, rock climbing, sunbathing,
playing with dog, waterskiing, lakehouse, tubing,
participating in beach activities, windsurfing,
surfing, ice skating, and surfing
As a follow up to the question concerning support for
alternative de-icing options, we asked respondents who
indicated they supported the initiative if they would be
willing to pay an annual fee of $15 for this alternative road
treatment and sixty four percent (64%) agreed. This shows
that sometimes there is support for an initiative but when it
comes to paying for it, not all supporters are willing to take
that next step.

More Detailed Analysis of the Data
There were 317 respondents for the representative
oversample of the Piscataqua region, with 77% from New
Hampshire and 23% from Maine. This proportionality
adequately represents the area of watershed divided between
the two states. The oversampling produced the following
survey results:
While there are many detailed analyses that can be conducted
with this data, we thought the following were particularly
interesting for a preliminary report. Further analyses are
planned for future projects.
NH Willingness to Invest in Cleaner Water Programs
• Ninety percent (90%) of region residents were concerned
with the level of pollution in local streams, rivers, lakes,
and bays (n=317)
Respondents were asked how strongly they would agree
to pay more for water or sewer if it would increase the
cleanliness of local waters. Responses were grouped by the
source of their household drinking water; public, private or
unsure of source. Because of possible confusion from the
specific question that inquired about source of water supply,
we used responses to question that asked if individuals were
connected to public sewer or had a private septic. This has
been shown to be a reliable indicator of water source.7
• Eighty-seven percent (87%) would be willing to take
action to reduce stormwater pollution, especially if it
would help keep water and sewer bills down (n=306)
• Sixty percent (60%) claim to not use a chemical fertilizer
or weed killer on their lawn, with 34% indicated using the
products (n=309)
• Seventy percent (70%) would agree to paying higher water
and sewer fees to improve the cleanliness of the lakes,
rivers, streams, and bays in their community (n=301)
• Overall, 68% of respondents are willing to pay more for
water services to improve the cleanliness of local waters.

Water Quality and Economic Stability
Stakeholder Values and Concern for
Water Quality
Most respondents (49% strongly agree, 31% somewhat
agree) believe that the economic stability of their community
depends on the cleanliness of its waters. This is important to
note when considering responses from questions regarding
a respondents’ concern with a specific water issue, or their
willingness to contribute to fixing an issue. More than half
of those surveyed (31% strongly agree, 39% somewhat
agree) would pay more for sewer and water fees, if it would
improve the cleanliness of water bodies. Similarly, a majority
of respondents would agree to take action to reduce storm
water pollution (50% strongly agree, and 33% somewhat
agree).
Carrying out cross comparisons of responses may further
specify correlations between results. Knowing that a
majority of respondents believe that local economic stability
is linked to local water quality, it may be expected to find
an associated high level of concern for issues that threaten
water quality. Of those that strongly agree in the economic
importance of water, 73% are very concerned and 18% are
somewhat concerned about the level of pollution in local
waters. Those that strongly disagree that economic stability
depends on local water quality, only 37% and 16% are very
concerned or somewhat concerned about water pollution.
The number of New Hampshire residents surveyed that own
property with a lake, pond, or bay, or include a portion of a
river or stream, was relatively low (29%).

A similar trend is found among respondents that report a concern for water quality for fish and
wildlife and the accompanying level of support for reduction of chemical fertilizer use. Of those
who strongly support a campaign for low or no use of chemical fertilizers, 78% are very concerned
and 18% are somewhat concerned for water quality for wildlife. Of those who somewhat support a
campaign for reduction of chemical fertilizer use, 58% are very concerned, and 35% are somewhat
concerned for the cleanliness of water for fish and wildlife.
We asked individuals if they agreed or disagreed with the following statement:
“What I do on my property or in my yard doesn’t have much impact on the overall
clean water in the community?” Their responses, split by water source, are displayed
in the following graph.

Survey results show that 90% of both New Hampshire and Piscataqua region respondents
are either very or somewhat concerned about the level of pollution in local streams, rivers,
lakes, and bays.

Septic Systems
Leaky septic systems can provide nutrients into watersheds as non-point sources. In the Piscataqua
region, 88% have pumped their septic systems within the last 5 years in comparison with 78% of
statewide respondents. It is also important to note that 16% of statewide respondents and 7% of
Piscataqua region respondents replied that they were uncertain when their septic system was last
pumped. Septic system failure is typically a result of lack of awareness of the need for maintenance.
Stormwater Issues
Piscataqua region respondents agreed more strongly with the following statement than the state
respondents (60% vs. 23%). “I would be willing to take action to reduce stormwater pollution…
especially if it would help keep my water and sewer bill down.” This noticeable difference in opinion
may center on the predicted increases in rate-payer costs for wastewater treatment upgrades in the
Piscataqua region.

This is also very interesting when compared to the relatively
similar responses to the idea that personal land use practices
impact the community’s clean water (Piscataqua: 43%; NH: 39%).

Overall Public Interest Level
• Issues related to flooding, including building in flood
plains and the draining of water after storms and
associated contaminants, especially those from lawn
maintenance, faulty or missing private septic systems and
agricultural activities, running off into water bodies
How much do respondents care about “water use and
water quality” as described by the respondents to our
survey? Overall, more respondents agree that the economic
stability of their community depends on the cleanliness
of local waters. This translated into responses concerning
water pollution, chemical fertilizer uses, and willingness
to contribute to projects which may improve water quality
levels. While these results suggest interest for water quality
issues in New Hampshire, another indicator is the number
of respondents who are willing to participate in a follow-up
interview. A majority of New Hampshire respondents (69%)
and 71% of Piscataqua region respondents are willing to
discuss this issue further, suggesting that water interests are
of statewide significance.
• Introduced and invasive species, including milfoil
• Quantity and availability of water
• Maintaining quality of water in a cost-effective manner
• Water borne illnesses, especially E. Coli
• Emerging threats to water quality including
pharmaceuticals
• Dumping of waste into our water bodies
• The taste and smell being suspect and leading individuals

Additional Water-Related Concerns
Expressed by New Hampshire Respondents
• Providing for mixed uses (i.e. recreation) while still
protecting water quality in reservoirs
In an open-ended question we asked respondents to indicate
specific water related concerns. While most indicated there
were no additional concerns they wanted to mention and/
or further articulate upon, more than one quarter of the
statewide respondents indicated some concern. These
spanned a wide range of issues but some of the most
mentioned include:
• The impact of salt use on roads and subsequent runoff
into waterways
• The importance of protecting source water
• Maintaining public access
• Cost of water, i.e. water rates going up
Some of these issues represent ongoing water related concerns
and others may indicate emerging areas that should be on
the radar of regulators, researchers, and decision makers.
• The presence of natural and introduced chemicals,
especially chlorine and fluoride in treated water and

Conclusions, Recommendations
and Next Steps
We’ve included a copy of the survey instrument and extensive
data tables in the appendices. Acknowledgements and some
of the technical details of the survey follow. We are happy to
share the raw data as well.
Overall, results indicate that there is a general awareness
among New Hampshire and Piscataqua Region respondents
of a connection between individual and community
level actions and quality of water resources. A majority
of respondents believe that high quality water resources
support the economic wellbeing of their community. The
data in the report is vast and varied and can and should
be utilized by a wide array of partners, including but not
limited to researchers, resource managers, municipal
decision makers, educators and outreach professionals and
local, state and federal regulators. This survey is just the
start of a much-needed investment in building a body of
knowledge regarding the uses, values and behaviors of New
Hampshire and Piscataqua Region residents in regards to
water resources. We will be working on several initiatives,
including outreach/education, indicators, in-depth case
studies and geographic visualization of select results. It is our
hope that this survey will serve as a stepping-stone to further
investigation and implementation of actions. To further the

WEIGHTING OF DATA

The data have been weighted to account for known biases of
telephone surveys. The data in the NH & Piscataqua Region
Water and Watersheds Survey are weighted by the number of
adults and telephone lines within households to equalize the
chances that any one adult would be selected for inclusion.
The data are also weighted by respondent sex, age and region
of the state (statewide) or state of residence (oversample).
• Exploration and more specific research conducted using
willingness to pay techniques to better address preferable
actions and solutions.
Resource Managers
• Use as baseline to develop measurable social indicators
that can be reported upon and tracked for regulatory
permits and monitoring
When conducting any type of survey there is always the
potential for some for of bias whether it be non-response
or response bias. We utilized a professionally conducted,
random survey to help reduce bias, however we cannot force
individuals to stay on the phone to answer questions. Given
this reality, it is important to remind readers that our sample
represents those that agreed to stay on the phone and answer
our questions.
Educators and Outreach Professionals
• Use as guidance for developing outreach messages in
order to better target gaps in knowledge
• Employ as support for fundraising efforts for campaigns
and efforts

The NH & Piscataqua Region Water and Watersheds Survey,
like all surveys, is subject to sampling error due to the fact that all
residents in the area were not interviewed. For those questions
asked of five hundred (500) or so respondents, the error is
+/-4.4%. For those questions where fewer than 500 persons
responded, the sampling error can be calculated as follows:
