WCCCC Awarded a Proclamation
by Chester County Commissioners

presentation and introduced Greg Prowant and
Terry Bruno. WCCCC is grateful for the
continued support from both the Chester
County Planning Commission and the Delaware
Valley Regional Planning Commissions who
helped supply the grant monies for the Future
Focus Study and continue to work with us to
proceed with initiatives from our study.

June public meeting at the Public Safety
Training Facility in South Coatesville. As part
of that meeting, they highlighted the Western
Chester County Chamber and, in particular, the
Future Focus Economic Development Study
and its related initiatives including the Western
Chester County Council of Governments.

Fare Increases for TMACC Public Transportation
September 10 will be a very special
breakfast event organized by our
Regional Planning Committee as part of
implementing our Future Focus Study.
Partnering with us will be the PA/NJ/DE
CCIM Chapter, an organization of
commercial brokers, developers and
investors.
With the current base line fares in place for six years, the Transportation
Management Association of Chester County (TMACC) will raise transit
fares by $0.25 on its bus routes, the Coatesville Link, Coatesville Link
Evening Service and SCCOOT, effective July 1. Seniors who are 65 and
older who possess a valid PA Senior Citizen Transit ID Card will continue
to receive free bus service and will not be affected by TMACC’s fare
increase.

The Coatesville Link serves communities west of Coatesville to Parkesburg.
It provides service between Regency Park in Coatesville and Exton Square.
In addition to the fare increase, the Coatesville Link route will be revised to
better serve residential neighborhoods and increase travel time reliability.
The new Link route will access the 1st Avenue corridor from Lincoln
Highway to Modena Road to serve the neighborhoods of South Coatesville
Borough.
The Brandywine YMCA and the Freedom Village retirement community
will become “on-demand” Link service. Commuters wishing to travel to
and from these locations must contact TMACC’s vendor, Krapf Coaches, to
schedule trips.
TMACC Executive Director P. Timothy Phelps said “We believe these
measures will result in quicker travel times, more satisfied customers and
increased ridership.”

Chester County Planning Commission Unveils County-wide Transit Ride Guide
The Chester County Planning
Commission in partnership with the
Chester County Human Services
Department, Chester County
Department of Community
Development, and county transit
agencies have released a “Ride
Guide” to educate Chester County residents on available
transportation services in Chester County. Chester County
is served by four public bus providers, two rail providers, a
county-wide paratransit system and taxi service in select
locations of the County. The Ride Guide was created as a
one-stop resource to inform and direct transit users to the
appropriate transit options that address their particular
transportation needs.

Harcum College Coatesville Enables Area Residents
to Earn Associate Degrees

A new member of WCCCC has been “doing good” in our area for
five years.
Harcum College has been offering evening classes in Coatesville at
6th and Lincoln Highway since Spring 2008. With the growth of the
program, they have expanded to include the Graystone Mansion in
the Lukens Historic District. These accelerated classes are
convenient for working adults interested in completing their
associate’s degree. More than 60 students currently participate in
the Coatesville program; many are non-traditional age students. Two
dozen students have graduated since 2010.
To create the program for students, Harcum College partnered with
the Institute for Leadership, Education, Advancement and
Development (I-LEAD). To bring the program to our area, Harcum
and I-LEAD partnered with Life Transforming Ministries (LTM).
There are 10 such partnerships throughout southeastern
Pennsylvania, which extend Harcum’s reach into communities well
beyond its Bryn Mawr campus.
“These sites go into the communities to reach people who did not
think college would be a part of their lives. Since starting our first
partnership site in 2005, a total of 310 students have earned their
associate’s degree through the program,” noted Dr. Denise
Beauchamp, Executive Director of the Continuing Studies
Department for Harcum College.

“The format is ideal for working adults,” noted Bill Shaw, executive
director of LTM, past president of WCCCC and a current WCCCC
board member. “We strive to make the program attainable as well as
affordable, so every student attending a partnership site like ours
receives a generous Harcum scholarship.”
Beauchamp is quick to credit the success of the Coatesville program
to Shaw and LTM: “The LTM staff, including 2011 graduate Portia
Graham, markets the program, recruits students and retains students.

Beauchamp observed that some nontraditional students have even
faced obstacles such as unemployment and homelessness at some
point in their lives. “Often our students are responsible for extended
family members as well. They juggle family and work. Now they
are adding school to that list of responsibilities. By partnering with
community based organizations like LTM, Harcum creates
opportunities for its students to access support services, which gives
them the added guidance they need to succeed. There is such a
transformation that takes place with our students from that first
inquiry through to graduation. We see them at graduation, in their
cap and gown, their heads held high. They are confident and ready
to move to that next level: a new job, a promotion or furthering
their education,” states Beauchamp. “We encourage them to
continue on for their bachelor’s degree and provide transfer and
career guidance to assist them. We also remind them that they will
always be a part of the Harcum family and can call us at any time
for information, a letter of recommendation or just to talk.”
In May of 2013, the Coatesville program graduated eight students,
and all but one are already enrolled in the next phase of their higher
education. We are very proud of our students and what they have
accomplished.
The students benefit by achieving a higher education level and
increasing their job qualifications. What Chamber members may not
realize is the program can benefit the local economy.
“Just recently, Whole Foods made the decision to locate a new store
in the Lehigh Valley. They indicated that a primary factor in their
decision to choose the Lehigh Valley over other locations in our
region had to do with the levels of educational attainment in the
Lehigh Valley,” Shaw said. “Increasing the educational attainment
levels in Western Chester County can lead to many related positive
results.”
This program offers many opportunities for Chamber members to
participate and make a difference in a student’s life. We invite you
to mentor a student, be a guest speaker or even become an adjunct
instructor.

Given Amy’s experience, professional expertise and in
depth understanding of the Chamber’s operations and
activities, she is an excellent addition to our staff.
WCCCC has grown from 88 members in 2002 to more
than 300 members making Amy’s employment a critical
strategic move for our Chamber. I welcome her passion
about WCCCC, which will allow us to better serve our
members.
Amy currently is enrolled full-time at Penn State World
Campus finishing the business degree she started 27
years ago through this online program. Previously, she’d
worked for Fulton Bank for seven years starting as a
teller and working her way to branch manager.
