Community Report
The Hillsdale County Community
Foundation is pleased to present our
2008 Annual Report, “Celebrating
Hillsdale County through Fairs and
Festivals.” We hope you enjoy this
fun and informative look at the different
celebrations that make our communities
strong. Every area of our county has a
different celebration, focusing on events
that set them apart from the rest. In
this report we celebrate those events
and those who celebrated with them.
While still economically challenged,
Hillsdale County has proven its ability
to pull together in times of struggle to
support one another and celebrate
achievements. This is what makes
Hillsdale County exceptional and
distinctive. We appreciate and applaud
the committee chairpersons and the
volunteers of each of these festivals for
their ability to provide our communities
with great entertainment at an
affordable price.
The Hillsdale County Community
Foundation continues to remain strong
financially and monitor the challenges
facing our county and is always looking
for new ways to provide support. This
past year, the Foundation provided
$28,554 in proactive grants to our
community, as well as $5,000 to
support warm winter clothing for
area families. This was above and
beyond the $337,395 we provided to
area non-profit organizations, schools,
and governmental units to assist in
the good work they are doing in our
communities. We also provided
$172,550 to area residents in support of
their educational endeavors.
On behalf of the Foundation trustees,
staff and the entire County, thank you
for helping us make a difference in our
communities. We look forward to
working with you in the coming year as
we strive to make Hillsdale County a
better place to work, play and live. For
good, for ever.

Scholarship Guidelines
The scholarship program enables donors to
assist area students in pursuing education
beyond high school. The Foundation
offers scholarships to current high school
graduates and non-traditional students,
and a majority of the awards require the
applicants to be a Hillsdale County resident.
The Scholarship
Application Process
Scholarship booklets are available each
year in October. In December, the
booklets are distributed to area high
schools and can be obtained in each
counselor’s office. Interested applicants
can apply for as many scholarships as they
wish and for which they are eligible. As
each fund has specific criteria defined
by the donor, we encourage applicants
to read each scholarship’s requirements
carefully to confirm eligibility. The
completed application must be returned
to the Foundation office no later than
March 1 each year to be considered.

number. Each of our awards is a gift from a
member of our community who believes in

Determination
Each scholarship fund has its own
selection committee as determined by the
donor of the fund. HCCF processes the
application materials for the committee
and waits for a decision. Students will
be notified of their awards either during
Class Night for graduating seniors or the
week following the area graduations for all
non-traditional students.

This past year, the Community Foundation,
in partnership with 7 other organizations,
has launched a new initiative – The
HomeTown Partnerships Program (HTP).
Through a come back/give back approach
to rural community building, HTP provides a
comprehensive strategy for long-term rural
community sustainability. This approach
goes beyond the traditional vision of
economic development. This approach has
been developed and field-tested by three
partnering organizations: the Heartland
Center for Leadership Development, the
Nebraska Community Foundation and the
Center for Rural Entrepreneurship.
HTP provides a comprehensive approach
to rural community development that
embraces four core strategies:

Pro-active grants were made to Hillsdale
County organizations in 2007-2008.
A pro-active grant is classified as a
grant that does not come through the
standard application process; rather,
the Foundation’s Board of Trustees
recognize a need in the community that
is not currently being met and makes the
decision to meet the need pro-actively.
These grants were made possible
through the Hillsdale County Community
Foundation Endowment Fund.

Until 1991, the Simpson
Foundation operated as a private
family foundation in Litchfield,
Michigan. In 1991, the Hillsdale
County Community Foundation
was formed. Through various
discussions, the Simpson
Foundation proposed to pay
administrative start-up expenses
and to commit their entire income
flow to the Hillsdale County
Community Foundation for grant
making and endowment building.
Since that time, the Simpson Foundation
has continued to add to the success of the
Hillsdale County Community Foundation.
Because of their generosity, the Foundation
has been able to operate fully off the
income from our operating endowment
fund, allowing every cent of our gifts and
contributions to impact our community.
The Simpson Foundation continues
to be a grant making organization
supporting not only the Hillsdale County
Community Foundation but other
organizations in our community as well.

The wide variety of funds held at the
Community Foundation represent gifts
of all sizes and types, made by individuals,
families, and corporations. Some the
funds were created during the donor’s
lifetime, others through the donor’s
estate or in memory or honor of a
loved one. Other funds are completely
unrestricted, giving the Community
Foundation the flexibility to respond to
current needs in our community.
Whatever the charitable purposes,
each was created according to the
wishes of the donor. The following list

complete and sumbit a simple grant application along with a few other required items.

These grants were made possible
through the Kellogg Youth
Advisory Fund. The Kellogg
YOUTH Endowment Fund is a
special endowment fund made
possible by a challenge grant from
the W.K. Kellogg Foundation. This
Fund is now a part of the Hillsdale
County Community Foundation.
Income from this Fund must be
used for projects that involve and
benefit young people under 21
years of age throughout Hillsdale
County. The Fund must be
administered by youth under
the age of 21 through a Youth
Advisory Council (YAC) whose
actions must be approved by the
Hillsdale County Community
Foundation Board of Trustees.
The first advisory council members created
the name YOUTH which stands for Youth
Opportunities Unlimited Throughout
Hillsdale. The YOUTH council was first
organized in October 1991. The YOUTH
Advisory Council has an ongoing program
for studying the assets, needs and concerns
of the young people of Hillsdale County.
They regularly identify areas of opportunity
that guide decision making regarding
grants. YOUTH is also concerned about
promoting youth volunteerism, leadership
and fund development for the future of
Hillsdale County.
YOUTH’s mission is to meet the
needs of the youth of Hillsdale County
by enhancing the awareness of
opportunities, providing information and
resources through cooperative leadership
and financial support for projects which
will improve the youth community.

New research commissioned by
community foundations projects an
unprecedented transfer of wealth from
the World War II generation and the
baby boomers to the next generation. It
is expected to be the largest transfer of
wealth in our nation’s history. A surprising
$3.71 billion is projected to change hands
within Hillsdale County alone! In the
State of Michigan and in Hillsdale County,
the transfer of assets is expected to peak
between 2025 and 2035.
With most estates in the U.S., the
vast majority of assets go to heirs. For
generations, people lived their entire
lives close to their birthplace, and as
wealth passed from one generation to
the next, most stayed in the same town
or county. This is no longer true… and
once the wealth leaves our county, it will
not return to benefit our local stores,
businesses and overall local economy.
We urge Hillsdale County residents
to consider designating a portion of
their estate, IRA and 401(k) accounts
or insurance policies to a Community
Foundation endowed fund that will ensure
Hillsdale County enjoys the long-term
benefits of this one-time opportunity.
In the next ten years, if just five percent
of this transfer could be invested at
the Community Foundation in an
endowed fund, nearly $28 million
would be gained. Endowed funds last
forever and grow over time because
the principal is never spent. Earnings

Hillsdale
are used to make grants in the name
of each fund, supporting charitable
causes and creating personal legacies
of giving in Hillsdale County. Figuring
a five percent payout, an estimated
$1.44 million could be available annually
to improve the quality of life in our
community and secure our future.
Now is the time to make sure that the
transfer of wealth is a transformative
force for good in our county. Gifts
of all sizes will add up to big benefits
this community will experience for
generations. Together, we can convert
a small portion of our wealth to make a
large difference. For good. For ever.
