Rule Book Changes for 2016-2017 league year

Official Team Manual Changes from Last Book
Throughout the book changed Venue from The Riviera to The Westgate and the
titles of Championships from APA National Singles Championships to APA
Poolplayer Championship and APA National Team Championships to APA World
Pool Championships. There is the United States, Canada, Japan, and now China.
We are also working on Taiwan and other areas.
Page 5 – Put “Common Sense Must Prevail in Red, Bold, Underlined Typeface”
Page 7 – Changed ,if needed, to (if needed) in middle of the page
Table of Contents – Changes to wording, added sections
Page 12 – Explains addition of China
Page 13- Includes “weekly fees” in the sentence of “The Team Captain must also
collect membership dues and weekly fees to be forwarded to Local League
Management on a timely basis.”
Page 16- Adds “You may sign up or renew online through poolplayers.com , or”
eliminates the word “please” from old book and continues with “give your
membership dues…” near the top of the page.
Page 17- adds “with the approval of the APA” to the 2nd sentence under Local
Bylaws. Adds a sentence “Local Bylaws may also contradict portions of this
manual, especially in the General Rules Section, but only with the approval of the
APA.” Before the last sentence of the Local Bylaws section.
Page 18- Adds “Doubles Divisions” to Other Formats
Page 22- Change of Exceptions to Exception in the Age Requirement Section
Page 23- Section 4 Letter A Capitalizes the word League in the phrase League play
Page 25- Section 5 Letter B Changes the word Board to BOG for Board of
Governors. Also, added is a sentence on the very bottom of page 25 “If a third
party is asked to watch a shot, the call will stand and cannot be disputed.”
Page 26- Letter D- The following is added to this section “You will lose your right
to protest if you refuse to continue the match or make no attempt to resolve the
issue through negotiation and/or compromise.”
Page 26- Section 7- The Title of the Section is changed from an “Or” to an “&”
Page 27- Section 8 Last sentence is changed to read, “The penalty for falsifying a
player on your roster will be suspension and/or disqualification of each member
of the team(s) determined to be involved in the falsification.”
Page 27- Section 9 Changes “Loser pays is not acceptable unless both players
agree” to “Loser pays is not acceptable.”
Page 28- Section 11 In the first paragraph of Coaching. It adds (except in 9 Ball)
after “giving advice on which ball to shoot”
Page 31- Section 15 Added sentence “Teams that allow an unpaid player to
compete in a team match will be held accountable for the unpaid APA
membership fee of $25.”
Page 31- Section 15 Changed the word “sometimes” to “may” and “sometimes”
to “often” when referring to new players skill levels’ note.
Page 32- Section 16 Added sentence “You can download a copy of your
membership card from members.poolplayers.com”
Page 32- Section 18 Totally Reworded this Section CANNOT CHANGE TEAMS “You
may not change teams within a division during a session unless approved by the
League Operator, and then only once during the first four weeks.
Page 32- Section 20 Totally Reworded this Section TEAM MATCH PLAY “You may
only play once in a team match unless otherwise stipulated in the Local Bylaws”.
Page 32- Section 21 Totally Reworded this Section HOME LOCATIONS “Teams may
not change Home Location during a session unless the location closes, the
location requests it, or the League Operator approves the move.”
Page 33- Section 23 5th paragraph 2nd sentence changed to “Not only is this
considered good sportsmanship, but this practice ensures fewer discrepancies on
the two scoresheets.”
Page 35- Section 26 changed word “good” to “fair” chance in 2nd sentence
Page 36- Section 29 Changes the word “that” to “THE ENTIRE” and adds the word
“individual” between “subsequent” and “matches” in the final sentence. THESE
CHANGES MAKE A BIG DIFFERENCE! READ THIS SECTION AGAIN CAREFULLY!!!
Page 38- “How the Wild Card Team is Selected” - change from “they gave up more
than 5 forfeit points” to “unless they forfeit more than five individual matches”.
Page 39- The example of when 3 teams are tied has changed: The loser is in 5th Place; the winner is
matched against Team #5. The loser of this second tie-breaking matchup is in 4th Place, and the winning
team assumes 3rd Place. If teams are tied and they did not play each other during the regular session,
the winner will be determined by who earned the most points in the last week of the regular session
unless otherwise stipulated in the Local Bylaws. Example: Teams #4 and #7 finish tied for 3rd Place.
These two teams did not play each other during the session. Looking back at the last week of regular
session play: Last Match of Regular Session: Team #4 won 7pts Last Match of Regular Session: Team #7
won 6pts Team #4 would be declared the winner. Had both teams earned the same number of points
during the last week of the regular session, their point totals from the week prior would then be
compared in order to determine a winner. Continue with this approach until the tie is broken
Page 40- In the section “For a player to participate in Session Playoffs” - they
have added a 2nd sentence, “Local Bylaws may stipulate additional requirements
for playoff eligibility”.
Page 42- Under “Regular Shooting Cue” – Added sentence, “You may not “break
down” your Regular Shooting Cue to perform a jump shot.”
Page 45- Section 1 Lagging – Added sentences, “Players are discouraged from
using the cue ball during the lag. Insisting upon lagging with the cue ball is
considered a sportsmanship violation to be reported to the League Operator.”
Page 45- Section 2 Racking – Added sentence, “The loser of the lag and/or the
loser of any subsequent game is the person who racks.”
Page 46- Section 3 Breaking- The word “and” is in bold faced type print when
discussing an illegal break.
Page 47- Section 4 After the Break Letter D, Totally Reworded, “A ball is pocketed; it is
still the breaker’s turn and he continues shooting the category of balls he just made.” Letter E, the
following words are added to the rest of the sentence, “become his category for the remainder of the
game.”
Page 49- Section 7 Pocketed Balls in note 2 the word “considered” has been
added between “are” and “pocketed”.
Page 50- Section 10 Fouls Letter B Added sentence 2nd to last on page, “If the
outside party cannot determine which ball was struck first, such as a simultaneous
hit, the call goes to the shooter.” Letter D, added sentence to paragraph, “Unlike
simultaneous hits between object balls, if the cue ball strikes the rail first or
appears to hit both the rail and ball simultaneously, then it would be a foul unless
either the cue ball or object ball went to some other rail.” Letter G, added
sentence, 2nd to last of section, “If during the course of the shot, another ball
stops in the position previously occupied by the accidently moved ball, the
opponent must place the accidently moved ball, in an ethical manner, as close as
possible to its original position.”
Page 52- Section 11 Letter F, the word “forfeited” has been changed to “lost”.
Page 60- Section 9 The Fees Section, The word “unusual” has been changed to
“nonstandard”.
Page 60- Section 10 Team Captain’s Signature Block, phrase “shown in the
Running Total block” to (available in the “Running Total” block)
Page 62- Section 1 Changed to “the entire team match” from “for that League
match”. THIS IS A BIG CHANGE – READ CAREFULLY!
Page 63- Section 4 added “and 20 points in playoffs/Higher Level Tournaments.
Page 66- Section 8 Pocketed Balls Note 1: If a ball which has been hanging in a pocket for more
than a few seconds suddenly falls in, it is to be placed back on the table where it was The 9-Ball League
66 In 9-Ball, a foul on a legal break is ball-in-hand anywhere on the table. originally sitting. Once a ball
has stopped all motion, it cannot move again without outside forces affecting it. So, if it falls in a pocket,
it is to be placed back on the table where it was before it fell. Note 2: It occasionally happens on tables
with small pockets that two balls become jammed in a pocket and are leaning over the edge of the slate
to some degree. They are off the playing surface and are considered pocketed. Drop them in and
resume playing the game unless the pocketing ends the game.
Page 68- Section 11 Scoring In the middle of Example 3 added, “and the other
object ball is recorded as a dead ball.”
Page 68- Statistics updated 76% of males and 73% of females
Page 74: At the very bottom, “Exception” is bold type faced print
Page 77: A letter is added to explain that in Masters 8 Ball the pocket for the 8
Ball can be called instead of marked.

Page 93: Team Names and Team Shirts: Sentence added to end of section, “For
more information on team names, please refer to poolplayers.com.”
Page 94: Travel Assistance Policy: APA’s policy is that the Local League awards travel assistance
to the team advancing from the Local Team Championship to the APA World Championships held each
August in Las Vegas, Nevada. The travel assistance fund paid by the Local League is not prize money and
should not be considered prize money. Travel assistance is to offset some or all the expenses incurred by
the team in traveling to and participating in the World Championships. The travel assistance fund is to
be split equitably among the team members going to Las Vegas. Proof of travel arrangements is
required. World Championship qualified teams that do not intend to participate in the Event are not
eligible to receive Travel Assistance; in this situation, a runnerup team will now be eligible to receive
Travel Assistance and compete in the World Championships. In addition, if one or more players on a
qualified team choose not to attend the Event, those team members will not be eligible to share in the
Travel Assistance and awards.
Page 99: Definition of Object Ball, added sentence, “The cue ball is not an object ball.”
