where are the victims of human trafficking?

The 2013 Trafficking in Persons Report says that despite all the best efforts of OUR
government and that of governments around the world, and hundreds of millions of
dollars spent, the number of actual confirmed victims was about 46,000 persons.

WHY ARE WE SPENDING HUNDREDS OF MILLIONS OF DOLLARS LOOKING FOR PHANTOM
VICTIMS OF HUMAN TRAFFICKING WHEN THERE ARE SO MANY MORE UNAMBIGUOUS VICTIMS
OF VIOLENCE, THE MAJORITY OF WHOM ARE VICTIMS OF DOMESTIC VIOLENCE?
Why does Bradley Miles, the chief executive of the Polaris Project, a non-governmental organization which
receives MILLIONS OF TAXPAYER DOLLARS to document human trafficking (take phone calls from
‘potential victims’), continue to state that the report brought attention to the “appallingly high rate” of global
human trafficking, when clearly the ‘appallingly high rate’ of victims is not high at all? In the US alone, there are
hundreds of thousands of REPORTED violent rapes and sexual assaults as well as incidents of domestic
violence... how is ‘46,570’ confirmed victims an ‘appallingly high rate,’ compared to the really appallingly high
rate of rapes, sexual assaults, domestic violence and other forms of violence against women?
