PERFORMANCE INDICATORS 2ND QUARTER 2010/11 PURPOSE OF REPORT CORPORATE OBJECTIVES To report to Members on the Performance Indicator outcomes of 2010/11. Value for Money – ‘Investing and Innovating in Key Service.’ IMPLICATIONS • Legal • Finance The Council is required to report under a series of Performance Indicators under the provisions of the Local Government Act 1999. There are no additional finance implications. • Staff There are no additional staffing implications. • Risk Management Failure to collect and report Performance Indicator data will mean the Council is not meeting its duties under the 1999 Act. Processes are on place to collect and review these performance indicators on a monthly basis. Risk is therefore Green. ACTION REQUIRED To consider the draft 2010/11 second quarter performance indicator statistics and identifies any issues. Performance Indicators 2nd Quarter 2010/11 Members will be aware that the overall monitoring of performance in relation to the Highways operations is undertaken by Essex County Council, however there are two Local Performance indicators that measure the recovery of parking charges achieved. The table below gives details of the current status of the indicators at the end of the 2nd quarter of 2010/11 and provides a comparison for the same period last year. Following thereon, Members are advised that the shortage of Civil Enforcement Officers (CEO’s) has resulted in much of their activity being complaint led rather than routine checks and the circumstances around the issue of this type of PCN’s are more open to challenge and therefore reduces the recovery rate, however it is anticipated that the level of performance will improve as the shortage of CEO’s is currently being addressed. Similarly the number of support staff who recover outstanding debt is being increased. RECOMMENDED that Members consider and note the draft 2nd quarter 2010/11 performance indicator statistics. DECIDED: 3 Highways Panel 9.11.10 4. EXTENDING PARKING TIMES ALLOWED FOR RESIDENT PARKING PERMIT HOLDERS IN NORTH RD AND NORTH RD AVENUE BRENTWOOD (Appendix 1) PURPOSE OF REPORT CORPORATE OBJECTIVES IMPLICATIONS Legal Finance Staff Risk Management Asset Management Health & Safety Equality & Diversity ACTION REQUIRED To inform Members of a request to extend parking times for residents’ parking permit holders from 6.0pm to 9.0pm Monday to Friday . Our Borough - Enhancing and protecting our environment There are no particular legal issues other than the normal requirements for traffic regulation orders and other highways legislation as appropriate. Overall finance of this Agency activity is a matter for Essex County Council to determine as Highways Authority. An estimate of the likely cost is contained within the report. There is a resource implication in respect of staff producing the relevant orders, changing the signage and enforcing the restrictions later into the evening. Residents in other roads are likely to request similar changes. There are no additional asset management implications. All schemes covered by the CDM regulations have a Health and Safety file established in compliance with those regulations, and this file covers all the legislative requirements. There are no equality and diversity implications. Members are requested to decide whether they wish to extend this parking restriction. A resident from North Road Avenue has requested that additional parking provision is provided for residents in those roads as indicated in Appendix1. The resident advises that as the current resident parking scheme ends at 6.0pm Mondays to Saturdays, drivers who are not resident parking permit holders commence parking on these roads from 6.0pm leaving no space for resident parking permit holders returning from work. Currently, none of the resident parking schemes of this nature in the Borough continue beyond 6.0pm. Whilst extending this restriction until 9.0pm could be enforced by existing civil enforcement officers in these roads, it will set a precedent for the Borough and almost certainly lead to further requests being made in the future and the expectation from residents that the extended time will be enforced. Any night time enforcement will incur additional overtime costs requiring investment in the enforcement process. Highways Panel 9.11.10 4 The cost of the proposal shown in Appendix 1, if approved, is estimated at £1500 and would need to be met from the Essex County Council Locally Determined Budget when funds become available. Members will be aware that funding this year is particularly difficult and that formal consultation is unlikely to take place this year. Members' views are requested. DECIDED: 5. OFFERING MULTI-STOREY CAR PARK AT NO CHARGE FOR LIGHTING UP BRENTWOOD AND DURING THREE SATURDAYS LEADING UP TO CHRISTMAS. PURPOSE REPORT OF For Members to consider whether they wish to offer the Multi Storey car park at no charge on three Saturdays leading up to Christmas and for the ‘Lighting up Brentwood’ event. Traditionally the Council has offered the Multi Storey car park at no charge for the ‘Lighting up Brentwood’ event and on three Saturdays leading up to Christmas. As well as this being a good will gesture to the community it also encourages local trade. Christmas Lead up The three Saturdays leading up to Christmas for consideration are the 4th,11th and 18th December. It is estimated that the loss to the Council in parking Highways Panel 9.11.10 5 charge income would be £4500.00 Lighting up Brentwood Lighting up Brentwood is taking place this year during the early evening of Thursday 2nd December. Offering this car park at no charge after 4.0pm on this occasion is estimated to cost in the region of £600.00 from the loss of car parking fees. Members' views are requested. DECIDED: 6. DISCOUNT FOR RENEWAL OF RESIDENT’S PARKING PERMITS AND SEASON TICKETS BY ELECTRONIC PAYMENT OF For Members to consider authorising a discount for renewal of resident’s parking permits and season tickets made by electronic payment. To decide on the recommendation to apply the same discount for the renewal of resident’s parking permits and season tickets which existed for direct debit payment methods. A discount used to be provided for renewal of resident’s parking permits and season tickets by direct debit. This resulted in a discount from £34 to £24 for residents parking permits and £5 per month for season tickets. Direct debit payment method was removed and will be replaced soon by electronic payment for renewals. The Off Street Parking Places Order therefore needs to be amended to allow this change. Whilst the Council is making the changes to this Order in respect of the VAT increase it would involve no extra cost to make this change at the same time. Highways Panel 9.11.10 6 RECOMMENDED that the Panel agrees to reinstate the discounts referred to in the report in respect of renewal payments made electronically and to amend the “Off-Street Parking Places” Order and associated processes. A number of decisions are required regarding areas of expenditure and these are highlighted in the report. The format is used County wide to provide a thorough and clear report on the projects currently being progressed by Essex County Council. Enquiries pertaining to any of these areas should be directed to the West Area Highways Office (details above). Any road traffic accidents should be reported to the emergency services in the first instance. Any highway emergency Icy roads, flooding, obstruction on public highway, fallen trees, street lighting etc should be reported to the West Area Highways Office. Sewer blockages should be reported to the relevant Water Authority Dangerous structures and public safety The County Council is responsible for ensuring that the highway is kept safe. This includes responsibility for structures. However, if these are owned by a third party then there are limits to what the County Council can do. Walls Generally, any boundary wall to the Highway is the responsibility of the adjacent landowner. However, if the wall is supporting the Highway or land adjacent to it, the County Council may be responsible for its maintenance and up keep. Bridges (general) ECC is responsible for most bridges carrying a road, but there are some privately owned structures. Bridge strengthening The County Council carries out annual programmes to assess the load carrying capacity of bridges. If a weak bridge is identified, measures are taken to strengthen it or alternatively a weight limit restriction may be imposed. Road markings and signage red routes The County Council does not have any plans for Red Routes. The County Council is responsible for road markings and signage. Highways Panel 9.11.10 12 APPENDIX 2(ii) Maintenance programme and structural surveys ECC as Highways Authority undertakes route surveys into the condition of its principal roads, non-principal roads and footways. Flooding (drains and gullies) The County Council is responsible for dealing with flooding problems on the highway. However, the reasons for the flooding may be the responsibility of a third party, e.g. an adjacent landowner or the Environment Agency. Licences and permissions The County Council, along with District, Parish and Town Councils is responsible for issuing licences and permissions to undertake works or placing items in the Highway. The main areas where the County Council has responsibility are skips; scaffolding licences; drops and drop kerbs for driveways, banners, hoardings and signs. Vehicle crossings Applications can be made directly to the West Area Highways Office. In some cases, planning permissions will be required depending on the classification of the road. Applications for disabled bays All applications are made through Occupational Therapy – Social Service ECC (contact details below), who shall forward it to the West Area Highways Office. ECC is responsible for introducing weight limits on bridges and roads where necessary. Weight limits With regard to abnormal loads, ECC are a statutory consultee. The enforcement of weigh restriction traffic regulation orders falls to ECC Trading Standards (contact details below) and can also be enforced by Essex Police. ECC is also responsible for making traffic orders and shares responsibility for enforcing these orders with the Police, District/Borough Councils and ECC Trading Standards. Enforcement The enforcement of parking traffic regulation orders falls to the District/Borough Council The enforcement of weigh restriction traffic regulation orders falls to ECC Trading Standards (contact details below) and can also be enforced by Essex Police. Gritting Highways Panel 9.11.10 The County Council is responsible for taking reasonable steps to keep the highway free from snow and ice. In Essex this duty is discharged mainly by salting (gritting) roads before frosts. However, only approximately 40% of the highway network is treated in this way. ECC work with other local authorities to provide gritting to areas with heavy footfall. 13 APPENDIX 2(ii) Snow clearance Lighting and traffic lights In times of heavy snow the County Council endeavours to clear the roads and pavements as quickly as possible in accordance with their policy. Operations are controlled carefully to ensure that areas of greatest risk are treated first. The County Council is responsible for maintaining the majority of street lighting on the majority of roads in the County. District and Parish Councils can also provide and maintain streetlights. Provision of traffic lights and their operation and maintenance is a County Council role. Traffic signals (permanent) Should any faults occur, please contact the West Area Highways Office Temporary Traffic Lights Should you need to use temporary traffic lights for works you are planning to carry out then contact the West Area Highways Office Verges The majority of verges which are within the boundary of the Highway are the responsibility of the County Council, but local arrangements for their maintenance have been made in some areas with District and Parish Councils. Safety Cameras All cameras and the provision of new camera sites are the responsibility of the Essex Camera Partnership (contact details below) Road Safety The Road Safety Service aims to inform and educate all classes of road users to avoid having crashes and to reduce the number of people being killed and injured on the roads. Education, training, publicity engineering and enforcement all have a role to play in casualty reduction. School Crossing Patrols The County Council provide school crossing patrols (lollipop ladies and men) to help pupils and adults at places where it can be hazardous or difficult to cross the road. National guidance and the ECC Speed Management Strategy control the provision of traffic calming. Traffic Calming The Essex Police (contact details below) are the enforcing authority for all existing speed limits. ECC is responsible for the setting of speed limits, in accordance with local and national guidance. Speed Limits Essex Police (contact details below) is responsible for enforcement of speed limits. When a new road is built as part of an estate, the County Council would adopt the road for maintenance once it is satisfied that it is in good condition and meets ECC criteria for adoption. There are still a small proportion of roads in the County that are not maintainable by the County Council. Highways Panel 9.11.10 16 APPENDIX 2(iii) CAPITAL FUNDING TRAFFIC MANAGEMENT IMPROVEMENTS Safer Roads Programme Injury/Accident Cluster Sites (Collision site remedials) Signing Speed Limit Review £33,550 £11,500 The safer roads improvement programme is collated from historical injury accident data. Those sites with the highest number of treatable injury accident patterns are prioritised within the budget. As this budget is data-lead, no influence on those schemes can be made. In previous years, this budget allocation has also supported schemes under the headings ‘Sites of Concern’ and ‘Area Identified Safety Schemes’ where Members have made requests for traffic improvements or low cost remedial action to improve the safety of highway users. Due to pressures on budgets within the current financial year, no allocations of these types have been made available. Public Rights of Way Improvements £77,000 This allocation is also provided through two funding sources; Department for Transport (DfT) Grant and Essex County Council (ECC) funding. The distribution of this budget is condition and policy driven: Essex Highways Maintenance Strategy 2008 Winter Service Plan Policy and practice notes Safety inspections and service inspection Condition surveys Performance indicators This Panel will have no direct influence on this budget allocation. Passenger Transport Improvements Bus infrastructure upgrades £115,702 Schemes under this budget allocation are selected using criteria published in the “Road Passenger Transport Strategy”, a document in support of the Local Transport Plan, and are developed jointly by the Essex County Council Passenger Transport Team and the Area Offices, in cooperation with bus operators and based on survey data. The programme includes improvements to facilities on particular routes and installation or replacement of bus shelters. The Brentwood Panel, Members and the public can provide information on locations where it is felt that improvements can be made so that these are highlighted to the team and ensure that they are considered for inclusion in a future programme. Once the programme has been confirmed, this Panel will have no direct influence on this budget. However recommendations can be presented to the budget holder, if the Panel can show that a route or location is of a higher priority than one already identified. Highways Panel 9.11.10 17 APPENDIX 2(iii) Safer Journey to Schools Highway Works £13,000 Passenger Transport Improvements also includes ‘Safer Journeys to School Highway Works’. Working in conjunction with schools to improve the safety of pupils and families on their journeys to and from school, this can include improved signage, cycle facilities, signing and lining, road markings and pedestrian guardrails. This Panel has no influence of this budget allocation as the works are identified through close liaison with the Schools. Community Initiative Fund £34,000 This is a budget provided by ECC, an allocation of £1 million has been provided across the County. Applications are received from Parishes and constituted bodies for works identified by them; Officers assess feasibility and provide outline cost estimates for the works, ensuring that they fall within the budget allocation for schemes (in 2009/10 this allocation was £25,000, but increased to £50,000 in 2010/11). Once it has been confirmed that the scheme meets this criteria a judging panel, consisting of the applicants, then sits in each District or Borough. A decision is then made on which schemes can then go forward for implementation within the budget allocated to each District or Borough. For 2010/11, four Districts/Borough applied for very small value projects, which meant that the remaining Districts/Boroughs received budgets of £104,500, rather than an even split of £83,333. This Panel has no influence with this budget allocation. Highways Panel 9.11.10 18 APPENDIX 2(iii) REVENUE FUNDING These are primarily reactive work (i.e. pothole repairs or gully emptying) The budget allocations are applied on a formulaic approach, based on road length, population and large town influence, followed by a moderation exercise involving the District Managers to address any know pressures. This Panel has no direct influence on these budgets however, can raise Officers attention to any locations that they feel are of importance and of a ‘reactive’ nature so that a decision can be made to action it, in line with current policies and standards. This Panel does have influence on the following allocations: Locally determined budget (Highway Rangers and Local Highway Panel determined schemes) £129,275 The Locally Determined Revenue Budget is a fund made available to those Districts in which a Local Highway Panel has been formed. It enables them, within a finite budget allocation, to carry out the Highway Rangers service and to implement schemes of importance within the community. Landscaping trees (determined by the Local Highway Panel) £5,000 In addition to the Locally Determined budget, the Cabinet Member for Highways and Transportation has also identified £5,000 of funding for the replacement of trees. This Panel is able to determine where this funding is used, when provided with a list of locations that meet the specified criteria. Highways Panel 9.11.10 19 APPENDIX 2(iv) BOROUGH OF BRENTWOOD LOCAL HIGHWAY PANEL – 9 NOVEMBER 2010 REPORT BY AREA HIGHWAY MANAGER – ESSEX COUNTY COUNCIL Purpose of report • • • To provide Members with a report on current highway projects within the Borough of Brentwood. To provide sufficient information on schemes so that decisions on local priorities can be made. Members are invited to offer suggestions and requests for future works. Background A programme of Capital works for 2010/11 has been implemented. This report will provide details of the programme with the status of the schemes. Members are asked to consider the schemes Borough-wide and suggest schemes that might be considered for possible inclusion in a future programme of works. Maintenance Addendum A, page 28, details the Capital Maintenance Programme. Members will be pleased to note that all schemes are now complete. Traffic Improvements The following are schemes that were started in 2009/10: • • • • B186 Warley Hill, Warley safety improvements to the mini roundabout and zebra crossing – These works are now planned for a start on site on 15 November. The pedestrian crossing improvements at The Green Dragon – These works are complete The substation on Eagle Way – Encouraging initial discussions have taken place with Officers and Natural England. Details are still being finalised for the design of the substation. Concerning the works associated with the VAS sign, an application is being resubmitted to EDF and Officers anticipate that a response should be received by the end of December so that works can proceed and be completed by the end of the financial year. The puffin crossing on Queen’s Road, Brentwood – The bellmouth works and resurfacing are complete. Minor works to the street lighting and the provision of additional guardrails are still to be completed by County Council’s Partner SA2000. Officers are liaising with them, to progress this as quickly as possible. High Street and Crown Street Members raised concerns at the last Panel meeting about parking enforcement and disabled bays at the above locations. ECC Officers have submitted the application to the Department for Transport (DfT) and at the time of writing have not received a response. Officers are actively chasing the DfT for comment. Highways Panel 9.11.10 20 The Capital traffic schemes set for the Borough of Brentwood are detailed within Addendum B, page 29. . Safer Roads Improvement Programme Within Brentwood, two locations were identified for the 2010/11 programme, both on the A128, one at it’s junction with Costead Manor Road and the other at it’s junction with Doddinghurst Road. Officers have received estimates for these schemes and they currently exceed the initial budgets. Officers are now looking at ways to reduce the costs to ensure that implementation can be achieved. Signage for speed limit review The review within the Borough on speed limits to ensure that they are within the guidelines set by the Department for Transport (DfT) circular 1/2006 and the new ECC Speed Management Strategy is on going. As reported previously to the Panel, all historical requests and any future requests for speed limit changes received by Officers will now be logged and assessed under this Speed Management Strategy review. Passenger Transport Improvements Route 81/82 As reported previously to the Panel, the Passenger Transport Improvements programme has been affected by Government’s efficiency saving announcements. Since the last Panel meeting, Officers have tried to secure additional funding for the current financial year to ensure that the scheme can go ahead in its entirety, before the end of March 2011. Officers will provide a verbal report at the Panel meeting. As previously reported to the Panel, it is proposed that the road humps within Long Ridings Avenue and Woodlands Avenue only, shall be replaced with speed cushions. The consultation has commenced by letter to the residents of the roads affected (some 486 properties) on 13 September. Of the responses received so far, there is overwhelming support for the proposal as shown below. Officers are currently liaising with the Contractors prior to agreeing a start date in November/December this year. Following the formal advertisement of the proposal on 1 September, two objections have been received. The basis of the objections is that there is concern over the adverse effect the proposal will have on shops in this area and their customers. However, the purpose of the proposal is to enable the buses that currently use this area to turn round, to do so safely and without obstruction. The current restriction of ‘No stopping 7 am to 7 pm except buses’ is not enforceable as buses do not actually stop in this location. The existing restriction does not permit vehicles to stop, even to load or unload. The proposal of ‘No waiting at any time’ would permit loading or unloading and therefore be beneficial to both shop owners and customers. Officers believe that the proposals would benefit shop Highways Panel 9.11.10 21 owners and customers, as well as provide a more appropriate and enforceable waiting restriction for this area. (See Addendum C, page 30) . Objection summary: Address 8 Sussex Road Objection Will have an adverse effect on local shops. Buses should turn around further up Warley Hill. The island should be relocated. 23 Conifer Avenue Concerning the Telematics (Real time passenger information), the Outline Business Case has been approved by all three boards and an Official Journal of the European Union (OJEU) notice will be issued within the next few weeks. The tender is for an Automatic Vehicle Location system for buses. Ultimately, the proposal is for all of the buses in Essex, Southend and Thurrock to be fitted with Electronic Ticket Machines (ETM) that are GPS and real time enabled and have a Smartcard function. The information from GPS tracking of these ETM’s will not only supply real time information but also monitor punctuality, automate the capture of passenger and journey information and provide traffic flow information. Although the current supplier will not support the signs once they reach 10 years old, it is not intended to replace the on-street signs but to specify that the new provider replace the internal workings to give them a new lease of life. Highways Community Initiative Fund (HCIF) Members will note from the last Panel meeting that funding was allocated to two CIF schemes; the installation of village gateways on Station Road, West Horndon, and junction improvements at Swallows Cross. The proposal for village gateways in Station Road West Horndon have now been designed and submitted to the Contractor for estimates to be agreed, with a view for a possible start date on site in December. The estimate for the Swallows Cross improvement have now been received in the sum of £36,119, which exceeds the original estimate. Officers are now looking at ways to reduce the costs in order that implementation can be achieved. Highway Localism Initiative Tree Replacement £5,000 In addition to the Locally Determined budget, the Cabinet Member for Highways and Transportation has identified £5,000 for the improvement and enhancement of local communities through the planting of trees. Since the last meeting of the Panel, Officers have liaised with the BBC Arboricultural Officer to draw up a list of possible locations, below. The trees that are to be planted shall be a like-for-like replacement; in that if a Silver Birch was historically removed, a Silver Birch shall be planted. However, in some instances this may not be the case to ensure that those trees that are to be planted are native, non-fruiting and most appropriate for the locations, as determined by the Aboricultural Highways Panel 9.11.10 22 Officer. The trees planted shall be ‘standard’, in that they shall be 10-12cm in girth and stand approximately 2m high. The costs stated below include stakes and tying. The planting season is November to March, so Officers would recommend Members discuss the proposed locations. A number of locations to the value of £620.10 need to be removed from the list, as the current proposals exceed the allocation of £5,000. Once a decision on which locations are to be removed and approval from the Panel has been granted, arrangements can be put in place for these to progress as quickly as possible. The Locally Determined Revenue Budget is a fund made available to those Districts and Boroughs in which a Local Highway Panel has been formed. It enables them, within a finite budget allocation, to carry out the Highway Rangers service and to implement schemes of importance within the community. The budget allocation provided to the Borough of Brentwood for 2010/11 is £129,275. a. The Highway Rangers The Rangers essentially work to the requirements of the Local Highways Panel, carrying out day-today maintenance tasks such as clearing untidy areas, sign cleaning, removing unlawful signs, street clutter and many other minor, yet important tasks to improvement the local environment. Within Brentwood, the Rangers have been cutting back vegetation around traffic signs, cleaning and repainting street name plates, cutting in grips where necessary. They have been in Stondon Massey, Mountnessing and Warley so far. They are currently in the Hutton area. The programme for the rest of the year is as follows. At the meeting of the Panel on 27 October 09, Members approved a list of sites as Priority 1 for implementation should funding become available. From the list that was presented at the Panel at this time, schemes were incorporated into the current Capital Programme discussed earlier. Sites that could not be included are presented to Members. Officers would ask that the lists of Priority 1 and 2 sites (pages 32 and 33) are approved by Members, in preparation for the next financial year so that once funding has been approved Officer can compile a programme of works. Highways Panel 9.11.10 26 Traffic improvements So that Members have an overview of the traffic requests received by Officers, Addendum E, page 38 provides the ‘Reserve Lists’ of all Traffic Improvement and Traffic Regulation Order (i.e. waiting restrictions) requests received historically. Any speed requests are now being logged and assessed under the Speed Management Strategy review discussed earlier in the report. Rollason Way and Wharf Road At Members request, Officers have liaised with the developer of the above roads concerning the concept of a Traffic Regulation Order being placed on the roads, particularly as the road is not yet adopted. The development is still progressing and as such, the road will not be completed to an adoptable standard until all major works and plant have been removed from site. Adoption of highways is not a planning issue and therefore cannot be controlled by condition. The Highway Authority (ECC in this case) cannot force developers to put roads forward for adoption. Additionally developers currently dictate the time when they wish to discuss adoption. This may be take place on completion of all the works, as mentioned earlier. Therefore, the adoption of the roads is reliant on the activities of the developer and the completion of the highways, in line with ECC criteria for adoption. This may take at least 18 months. Another factor of the request made by Members is that the site is not of full occupancy. Consultation is a legal requirement during the process of investigating a traffic regulation order, of the type requested. Thus, this legal requirement cannot be met, until such time that occupancy has increased. Conclusion Members are invited to discuss the report and put forward any comments pertaining to current works and programming. Members are also requested to comment on proposals put forward. The on street parking along this section of Pastoral Way causes vehicle approaching Warley Hill to be on the wrong side of the road and has caused difficulties with the passing of vehicles and led to a number of observed ‘near misses’. The Ward Member's concerns and those of the Parish Council are that the junction is dangerous due to its historic layout. Officers of this Council, the County Council, the Parish Council and the Ward Member recently met at the site to review the concerns raised. It was evident that the majority of traffic entering from Old Church Road into Church Road encouraged by the very shape of the junction, do not slow down leading to the risk of collisions with traffic on Church Road. It is the case that Church Road is signed as the major road with Old Church Road controlled with ‘give way’ markings forming a very acute junction leading to difficulties for a driver observing to the right. However, Essex County Council has indicated that no 43 Highways Panel 9.11.10 reported injury accidents have been reported during the 5 year period between 11th October 2005 to 10th October 2010. The appendix shows an improved junction arrangement which will remove any unnecessary risk from the existing layout and creating a parking area for the adjacent properties in the redundant length of carriageway. The cost of the proposal contained in the appendix if approved, is estimated at £15000 and would need to be met from the Essex County Council Locally Determined Budget when funds become available. Members will be aware that funding this year is particularly difficult and construction unlikely to take place in this financial year. If Members are minded to approve the proposal then the scheme will be placed in the list of Traffic Improvement Requests awaiting ECC funding. Members' views are requested. Overall finance of this Agency activity is a matter for Essex County Council to determine as Highways Authority. There are no additional staffing implications, as the work would need to be carried out from existing staff resources. There are no additional risk management implications. There are no asset management implications. All schemes covered by the CDM regulations have a Health and Safety file established in compliance with those regulations, and this file covers all the legislative requirements. Following the formal advertisement of the proposal which took place on 1st September 2010, 2 objections have been received. The basis of the residents’ objections is that they are concerned over the adverse effect the proposals will have on themselves. The displaced vehicles will be forced to park further into Westbourne Drive which will simply cause a similar problem to the remaining residents. Occasionally there are issues with non-residents parking in the road but the proposed restrictions are not a solution to this occasional problem and would also have a detrimental effect on the value of their properties. 46 Highways Panel 9.11.10 Members’ views are requested as to whether to proceed with the proposal in its current form or to take no further action on the proposal, as any extension of the proposal would require additional funds which are not currently available. Would only shift the problem further along the road. House value would also suffer as a result of restrictions. Proposed restrictions are not a solution.
