MEMORANDUM OF AGREEMENT
This Memorandum of Understanding (MOU) is entered into by and between the following entities: Insert name
of Juvenile Justice Department and insert School District
The contract start date is September 1, 2016 and the end date is August 31, 2017.
PURPOSE:
The MOU is for the following purposes:
1. Establish appropriate communication and understanding between the parties.
2. Define the roles of the each of the parties.
3. Facilitate the acts of all parties toward a more collaborative and uniform process for truancy cases.
AUTHORITY:
The parties’ actions regarding truancy are governed by RCW 28A.225, et. seq.
AGREEMENT:
1. We, the undersigned, agree to collaborate for the 2016-17 school year to create a coordinated approach
to reduce chronic absenteeism and involvement of truant students in court through the development and
implementation of culturally appropriate practices and evidence based services that include but are not
limited to Community Truancy Boards (CTB) and stay petitions.
2. No alternation of the terms of this Agreement and no oral agreements, unless made in writing between
the parties hereto, shall be binding.
3. Cancellation: Either party may submit written cancellation of this Memorandum of Understanding to the
other party 30 days or more prior to the date(s) of service mentioned in Item 1.
ROLES AND RESPONSIBILITIES:
_____________________________ School District agrees to:
1) Partner with the juvenile court to create CTB’s and implement them no later than the 17-18 school year.
2) Assign a school district designee to work with the Insert Court (court abbreviation) to create and
establish a Community Truancy Board (s) to address truancy concerns.
3) File necessary documentation for stay petitions.
4) Participate in the CTB Workshop series in partnership with court offered by local ESD’s (optional per
district).
5) Collaborate with juvenile court as needed to coordinate interventions for truant and chronically absent
students.
6) Utilize data to determine appropriate interventions.
7) Once established each School District agrees to jointly coordinate, participate and maintain one or
multiple Community Truancy Board.

Train districts on the process of filing stay petitions for truant youth.
Collaborate with districts as needed to coordinate interventions for truant students.
Utilize data to determine appropriate interventions.
Once the Community Truancy Board(s) is/are established insert court shall assign each school in the
School District a Truancy Probation Officer who will monitor students based on the level of concerns
and attendance for each student. The Truancy Probation Officer will
a. Offer suggestions as to possible interventions related to specific students based on individual
situations and behaviors; and
b. Assist with the flow of information in Court.
2. Process Truancy Petition from the School District (s) as per, RCW 28A.225.035. Including:
a. Preparing the necessary documents for review and signing by the School District.
b. File the petition and any additional paperwork.
c. Return the paperwork to the school for service upon the student and/or parent/guardian(s).
d. If the Truancy Unit rejects the request for a petition, they shall inform the School District by
letter that they are rejecting the request for a petition and indicate the basis for the rejection.
3. The Insert name of Juvenile Justice Department Truancy Probation Officer shall file any motions to
strike or reset a case based on the Truancy Action Plan and Attendance Intervention Agreement after
receiving the appropriate information from the School District.
4. Insert name of Juvenile Justice Department shall continue to report to the School District regarding any
further hearings, information, or other matters relating to the truancy case.
