FOREWORD
T
The 5th convocation marks the culmination of the ideals of
sustained hard work in pursuit of knowledge which is the oil for
the developmental machinery. The 435 passing out graduates
are standing on the threshold of participation in the nationbuilding process. They cherish to serve the nation as dependable
and competent components of the human resource capital. The
demand for knowledgeable human resource is increasing both
in the public and private sectors and passing out graduates of
BUITEMS bear the stamp of excellence in professionalism,
competence and the insatiable thirst to surge ahead.
BUITEMS has taken impressive strides in modernizing of the
facilities in keeping with the global advancement in the
application of technological innovations. The establishment of
Data Centre at the Takatu Campus is a significant feature of
progress in this direction. Similarly the introduction of the
Campus Management Solution (CMS) is a major step towards
streamlining the service and promoting access to information
through tightly integrated product suites. The availability of VideoConferencing facility at Takatu Campus is a major development
which enables the university to come in closer association with
HEC and other universities. The facility also provides access to
guidance from foreign educational sources. The Faculty
Development Program undertaken by the university in
collaboration with HEC has started yielding tangible results.
Faculty members sent abroad for MS and M.Phil studies have

Technology, Engineering and Management Sciences is
indicative of the continuous physical and academic growth.
Though young, the university is continuously engaged in
expanding the services and scope of educational programs which
are critical to the economic development of the region. The
university is offering degree programs which are directly relevant
to the economic development of Balochistan and to the emergence
of the region as a hub of advancement in modern sciences,
engineering and management. The university is growing as a
multi-campus institution with breadth and depth of concentration
on meaningful learning and productive research.

completed their programs successfully and are contributing to
the academic accomplishments at this university. It is a matter
of pride that 17 scholars from BUITEMS are pursuing PhD
program abroad and the feedback of their progress is very
encouraging.
Inspite of the financial cuts and restraints imposed by the
government, BUITEMS continues to provide quality educational
services without any hindrance. This has been possible only due
to the dedication of our faculty and the administration staff. We,
at BUITEMS, are striving to include the traits of independent
thinking, comprehensive contemplation and desire to excel in
all professional spheres.

I
It is a matter of great satisfaction that, within
a short period of seven years, the university
has established traditions of excellence, self-confidence and
competence among its students with focus on meaningful learning
and research-oriented approach. Technical education is critical
for addressing problems of under development. Science,
Technology and management skills are the weapons to fight the
challenges facing the country. It is reassuring that BUITEMS is
dedicated to imparting knowledge and skills in these specialized
areas to the students of our least developed province that needs
the most urgent and serious attention in all respects.
On this occasion, I congratulate the Governor Balochistan who
is also the Chancellor of BUITEMS. I also congratulate the parents
and guardians of the graduating students for their sacrifices
enabling them to witness this day. I hope that BUITEMS will
keep on producing professionals of excellence and the alumni
will play an effective role in the development of the province and
the country.
It should also like to advise the graduating students that the
conferment of degree on them today is not the end of the journey.
It is the beginning of a new phase in their journey along the
road of life. I hope that in this new phase of their lives, they will
conduct themselves in a manner that brings glory to themselves,
the university, the community and the country as a whole.

University of Information Technology,

encouraging and heart warming for me to
know that this university is developing and
evolving into one of the premiere
institutions in the country.
Keeping in view the prompt acceptance and
absorption of the previous graduates in the job market , it is
indeed a landmark in the history of BUITEMS, Quetta that the
5th convocation is being held and a new batch of graduates and
postgraduates is being ushered into the realm of the practical
service. I extend my heartiest greetings to all of them and hope
that they would face the challenges of the future with courage,
patience, and assurance.
On this occasion I congratulate the Governor Balochistan Nawab
Zulfiqar Ali Magsi, who is the Chancellor of BUITEMS, and Engr.
Ahmed Farooq Bazai, the Vice Chancellor, and the faculty
members. I also extend good wishes and congratulate the

Well-educated youth of a country are her greatest assets, and
they are the segment of the society on which the nation has
pinned her hopes. It is the responsibility of our youth that they
acquire the capability of thinking rationally and positively and
put in their best in the service of the nation. They are to utilize
to the maximum whatever educational facilities are at hand and
desist from indulging in time wasting and relegating activities.
This convocation is an affirmation of the development and
dedication of all the faculty members; therefore, the invaluable
services of the faculty members for the consolidation of our
intellectual and technical resources are greatly admirable. The
government of Balochistan is earnestly committed to the
promotion of higher education and will continue supporting all
endeavors which lead to the achievement of the desirable
objectives.
I offer congratulations to the passing out graduates and
postgraduates and anticipate that they would be warmly welcome

lives of universities and it gives me
immense pleasure to learn that Balochistan
University of Information Technology,
Engineering and Management Sciences is
holding its 5th convocation. I would like to
extend my heartiest felicitations to the Vice
Chancellor BUITEMS, faculty and graduating
students on this important occasion.
I'm pleased to know that BUITEMS is producing well educated,
groomed and skilled men and women who we need to bring about
change: to solve problems - the obvious ones being poverty,
injustice and economic turmoil. We need well-informed, wellrounded people to think about these problems, to dream, to
understand, to put forth solutions which are innovative. I gladly
assume that the young students at BUITEMS are coming up to
our expectations.
On this occasion I find it appropriate to share a few words of
wisdom with the passing out graduates and post graduates. I
believe that the first and the most important realization they
need is that they must choose to be successful. They must keep
in mind that when they make the decision, the responsibility
lies on them. Perhaps the most important tool they can employ
to be successful in life is to recognize that they are responsible
for the quality of their work and thus for the evaluation of that
work and finally for the result they achieve. Once they accept
their responsibility for everything they do, all other tools required
to make them successful would come into play. Finally, they
must not be afraid of hardships because as Henry Ford said,
"Obstacles are those frightful things you see when you take your
eyes off your goal".
Once
again I extend heartiest greetings to the Vice Chancellor and

I
Science, Technology, Economy and Environment are all closely
inter-linked. Technology is a tool which affects fundamental
changes on economic competitiveness, and through which the
environment can be better understood. Similarly, Information
Technology has become an indispensable process. I am sure you
have learnt to utilize all those tools during the course of your
studies at BUITEMS.
The Higher Education Commission appreciates the rapid
development of BUITEMS and is eager to support further progress
of the university, because the commission is focused on the
process of ensuring national growth through enhancement of
the quality of education at the higher level.
I congratulate the university authorities on their remarkable
performance and wish them greater success in future.

INTRODUCTION BY THE VICE CHANCELLOR

5th Convocation
UITEMS has completed seven years of
its existence and we are now
celebrating the ceremony of its fifth
convocation. In a short span of seven years,
BUITEMS has achieved the status of an
institution that stands for quality and
excellence in education and carries out its
business in a manner consistent with
standards and academic practices in vogue
at reputed institutions of the world.
Looking back at the accomplishments of
the university during the last seven years, we notice a steady
and upward development curve, depicting increase in student
strength, consolidation of faculty resources, program offerings,
international linkages, expansion of physical facilities and
intensification of co-curricular activities. Such panoramic growth
is mainly owing to the unflinching trust reposed by the intellectual
community of the country in BUITEMS. It is a proud achievement
that the student strength at the university now exceeds 3500 as
compared to our initial intake of just 90 students seven years
back. Our rise from a modest start of two program offerings to
thirty two program offerings demonstrates the vast magnitude of
advancement.
The university is striving hard to rise to a level where all the
expectations of the society for having a premier seat of learning
catering to the needs of Balochistan in reference to social,
technical and environmental aspects are met. Many new
programs have been added to its list of offerings, student body
has increased enviously, infrastructure has been enhanced and
new laboratories, classrooms, lecture theatres, seminar rooms
and facilities like video conferencing and campus management
solution have been established. Sports Complex is near
completion while a state of the art health center is ready to serve
the students and BUITEMS staff at Takatu Campus.
BUITEMS is reaching out to clientele from interior of Balochistan
through electronic and print media and plans to offer remedial

The university is aware of its responsibility for generation of
resources and is working diligently on projects aimed at provision
of better financial assistance to meritorious and needy students
and advancement of university infrastructure. The university has
streamlined its procedures. Rules and regulations governing
academic and administrative activities on the campuses are
documented for ready reference of students and staff. But, as
Alfred Tennyson said," Though much is taken, much abides", we
still aspire to continue transfusing fresh blood in all the arteries
of the university in order to update all aspects of BUITEMS in
line with contemporary requirements. May Allah help us in all
our endeavours!

Faculty development is an important aspect on which BUITEMS
has made commendable progress and presently more than 50
faculty members of BUITEMS are pursuing their doctoral and
masters degrees in reputed universities of the world and the
university has initiated efforts to develop another batch of 100
faculty members at doctoral level in order to meet the HEC
requirement of having all the teaching staff at the level of Assistant
Professor and above holding doctoral degrees by the year 2015.

procession and walk into the convocation Hall in reverse order of
seniority, The Chief Guest, Chancellor and the Vice Chancellor
will follow at the back of the procession.

Senate, distinguished guests, ladies and gentlemen!
I am honored to welcome you today to the 5th convocation of
BUITEMS, with a deep sense of gratitude and fulfillment of
our avowed promise of quality and excellence in education. The
Balochistan University of Information Technology, Engineering
and Management Sciences has succeeded in preparing 435
graduates who are capable of accepting professional
responsibilities with the power to judge the issues related to
their relevant field of study, to analyse them realistically and to
find practical solutions for them. They have, throughout their
stay at this university been encouraged to ponder over and
appreciate the different situations independently, so that they
don't have to seek support from others in their professional life.
Honorable Sir,
I am highly elated by your presence among us today and am
grateful on your taking time out of your important engagements
to participate in today's convocation. I thank you for this gesture
of patronage for a university which has struggled hard for its
coming into the proper shape. The university has constantly been
focusing on the expansion and improvement of her physical
infrastructure, her curricular dimensions and her qualitative
image. Additional blocks at Takatu Campus have been put into
service; latest facilities like the video-conferencing equipment
have been installed and modern electronic technologies like the
Campus Management Solutions have been adopted.

Our students seek to pursue higher studies at this university
with keen interest to achieve their academic goals and targets in
consonance with the currently emerging demands and the
formidable challenges ahead. We encourage our students, here,
to equip themselves with the best of knowledge and expertise to
cope with the onward rush of life in an appropriate and pragmatic
way. The element of relevance between the learning and its
practical applicability is the hall mark of our endeavors. We focus
on awakening the spirit of inquisition and innovation among our
students and their responsiveness is ensured through the
valuable guidance by our forward-looking teaching faculty.

It is a matter of pride for BUITEMS that it has been able to keep
up her forward trust by introducing three major programs of
study in the Faculty of Engineering and two programs of study
in the faculty of Life Sciences and Informatics. Public response
to such program has been tremendous and in certain cases, even
overwhelming. Our new Engineering programs are drawing
unprecedented rush for admissions as there is immense scope
of job availability in those fields in future. The programs in Life
Sciences provide optimistic clues to finding solutions against
poverty, hunger and disease.
Respected Sir,
As you witness today, there is a fair gender balance amongst
the passing out graduates. This university is serving to kindle
awareness amongst the female students about their own latent
potentials and dormant talents. They are regarded as persons of
equal capabilities and more than equal in pursuing their studies
without inhibition of gender barriers or discrimination. They are

the harbingers of a conspicuous change in the social outlook.
BUITEMS is an equal opportunity institution and a large number
of girl students constitute a signature part i.e more than 30% of
our student body.

the professional world with confidence and apply the knowledge
gained here for fruitful and creditable practical performance. The
learning process is never static; it ever goes on assimilating fresh
knowledge and more powerful luster. I believe that when you are

challenge, all your thoughts and imaginative faculties break their
bounds; your mind transcends limitations; your consciousness
expands and you find yourself in a new, great wonderful world.
Your dormant faculties and talents become alive and you discover

I am indeed very happy at being invited to preside over the Fifth
Convocation of Balochistan University of Information Technology,
Engineering and Management Sciences. Congratulations to
everyone, on being a part of today's festival. It is an occasion that
marks the stage of fruition of the endeavors on the part of the
university management and faculty, on the part of the Higher
Education Commission, on the part of the government and above
all, on the part of the industrious and dedicated students of this
university.
The stars of convocation are of course the graduating students,
so I would like to begin by offering all of them my warm
congratulations, with a special word of congratulations to those
who have received awards and medals. Behind your degrees there
are many people you should be thankful to. Before all others,
remember those who got you here. Of course you got yourself
here; no one graduates from BUITEMS without earning it. You've
had the benefit of some outstanding faculty and I know they
teach a tough curriculum. So you certainly have yourselves to
thank. But your parents got you here too. I know they caused
you all kinds of grief and you may be conscious today of the
ways in which your parents could be improved if you could slightly
remodel them. But remember that you are their pride and joy
and that they made sacrifices to make this day possible for you.
And there are others too, grandparents, and brothers and sisters
perhaps to whom you looked up, or who pushed you by looking
up to you. My congratulations to all the parents whose role in
the success of their children is bigger than what their children
usually recognize.

I'd like to remind you that your teachers, your mentors and guides,

are definitely not to be forgotten at this turning point of your
life. It is the selfless input of your teachers that polished such
fine pieces of intellect and discipline as yourselves. Without their
constant advice and supervision you wouldn't have been where

teachers sitting here. They've done a great job in refining the
raw human beings that came to them after their intermediate
studies. They are now well equipped to serve their respective
progressions and bring their country out of the problems, which
she is struggling to solve.
Balochistan University of Information Technology, Engineering
and Management Sciences. (BUITEMS) has worked very hard to
come to the point where it is right now. This institution has
constantly struggled to grow and it is the outcome of an undying
keenness to expand that the university now has additional blocks
at Takatu Campus and the most modern facilities like Video
Conferencing facility, modern technologies like Campus
Management Solutions and latest engineering laboratories. The
university has taken a number of steps to move closer to its vision
of being one of the greatest universities in the world.
The unique geo-political situation and the imminent prospects
of Balochistan emerging as the hub of commercial and industrial
activities in near future, makes it imperative for our youth to
equip them selves with the latest know-how and expertise in the
related fields. The university today stands on the threshold of
producing qualified and competent man power to meet the
demands and requirements of the coming days. Our youth are
required, not only to achieve knowledge-based excellence in their
professional fields but also to open view vistas of development for
their province and their country.

There is immense scope of growth in near future, in the form of
industrial expansion, managerial opportunities and dynamic
development in banking and insurance. We already feel the
impact of Information Technology boom, and it is heartening to
see that BUITEMS is working fast and effectively to fill the void in

this specialized area. Similarly, prospective growth in Petroleum

youth from Balochistan are going to be the first choice, at the
time of recruitment of manpower.

I am pleased to know that, at this University, there is constant
focus on research and development. The need for developing a
research culture among the faculty and the students at the
universities cannot be over-emphasized. The government is doing
much to nurture the research culture. The establishment of
linkages with renowned varsities of UK, USA and Australia has
opened new channels of research ventures.
Once again I congratulate the recipients of degrees today. They
are a source of pride to the Alma Mater and an asset for the
province of Balochistan. But getting a degree is not an end in
itself. It is rather the beginning of a new era of struggle for them
in life. I would advise them to play their role in the development
of their country with sincerity and to the utmost utilization of
their knowledge and skills in the service of mankind. You have
now the obligation of making a mark and carving a place of honor
and distinction for yourself and for your university and your
country.
