City Council Goal Setting 2017
T
he Asbury City Council held
their annual Goal Setting Session
on Tuesday, November 9 at 5:30
p.m. At this meeting, the City
Council reviewed accomplishments, issues
and concerns and continuing priorities.
The City of Asbury continues to grow at a
robust pace and challenges city officials to
balance the demands of growth and impact
on infrastructure with maintaining a safe
community and environment for residents
and providing family friendly amenities.
The projects and initiative identified from
the Goal Setting and Strategic Planning
Session will be the guide in prioritizing
initiatives and funding capital projects for
the fiscal year 2018 budget. The final 2017
Goal Setting Report was reviewed at the
December 13, 2016 City Council meeting.
Top Priorities as Identified in the Goal Setting Session:

2 Storm Water Retention and Detention Ponds
3 Encourage Subdivision Development
4 Annexation Study
5 Development of Commercial Areas, Economic

Asbury Programming Room / Jan. 21, 2017 / 1 p.m.
Dash the winter blues and join us for Zootopia. The movie is
sponsored by Premier Bank and Mindframe Theaters. The movie
will start at 1:00 p.m. in the Asbury Programming Room. Popcorn
will be provided by Mindframe Theaters! Space is limited and
children must be accompanied by an adult.
This is what Zootopia is all about. In a city inhabited by animals
who have abandoned traditional predator/prey roles in favor of
civilized coexistence, uptight rabbit police officer Judy Hopps is
forced to work with charismatic fox con artist Nick Wilde to crack
a major case involving the mysterious disappearance of some
carnivorous citizens.
Sundown Mountain
Sundown Mountain / February 2, 2017
The City of Asbury is hosting a Family Ski Night at Sundown
Mountain on Thursday, February 2, 2017 from 4 pm - close. We are
excited to team up with Sundown Mountain so our Asbury residents
can experience some winter fun skiing on the slopes. We are offering
a discounted rate of $35 per skier which includes a lift ticket, ski or
snowboard rental and a lesson for children that are 9 years and older.
If you only need a lift ticket, those will be sold at $25 per ticket.
If your child is 8 years old or younger, you may contact Sundown
directly to schedule a lesson for the cost of $45 per hour in addition
to their rental and lift ticket.
Make sure your family or group signs up together! Tickets can be
purchased at City Hall in advance and we ask that you reserve your
ski or snowboard rentals at that time. All rentals will be preset to
quickly get you out on the hill for a fun night of skiing. Lift Tickets
will be distributed to paid participants between 4 p.m. and 6 p.m. on
February 2 at the Mountain Center.
Asbury Skate Night
Skate Country / March 9, 2017 / 6-8 p.m.
Are you looking for a free, family friendly event that will shake off
your winter chills?
The City will once again host our annual skate party at Skate
Country on Thursday, March 9, 2017 from 6-8 p.m. This family
friendly event includes your admission and skate rental. Please
bring proof of residency and get ready to have fun!

Tournament at Asbury City Hall in the
programming room on March 25, 2017 from
noon – 4 p.m. This action packed, rated G

into warriors heading into battle.
The tournament will be run by Video Games
ETC!. Prizes will be given for 1st, 2nd and
3rd place. Also there will be free giveaways
and promotions for video gaming. Space

Cloie Creek Park – Splash Pad
Conlon Construction was awarded the contract to complete a splash pad in the
newly developed Cloie Creek Park. Grading and stone subbase for the pad has
been installed and construction is anticipated to be completed in May of 2017 so
residents can enjoy this new recreational opportunity for Asbury next summer.

Winter 2016
The water system in Asbury will receive very important and visible
improvements in 2017. Pending Iowa DNR review and approval, several projects
will be let for bids this winter. The projects include a new well that will be drilled
over 900’ deep to collect clean drinking water from the Jordan Aquifer. The
controls and water treatment equipment for this new well will be incorporated
into the newly constructed building at Cloie Creek Park. Most visible will be a
second water tower planned to be located in Asbury Park. These projects will
ensure our community has a substantial and safe water supply for drinking and
fire protection as it continues to grow.
Sun Valley Drive East Reconstruction
Design for the planned reconstruction of Sun Valley Drive, east of Springreen
Drive, is well underway. Pending public input and City Council review and
approval, the project will be let for bids in January with a contractor selected in
February. Construction will include replacement of the water main, upgrades
to the storm sewer network capacity and a new, uniform curb and gutter street.
Work will likely begin in April or May 2017 and can be expected to take the
majority of the summer months to complete.
Hales Mill Road Reconstruction
The long awaited reconstruction of Hales Mill Road, near the north corporate
limits, is expected to be completed in 2017. The project was originally partnered
with a larger effort by Dubuque County. However in 2016, the County Board of
Supervisors reprioritized projects County-wide and their Hales Mill Road project
was reduced to only a rehabilitation asphalt mill and overlay north of Asbury.
The City is now moving forward independently to reconstruct the short segment
between Autumn Drive and Brook Hollow Drive. This full replacement will
widen the roadway to 37’ in width, add curb and gutter, and sidewalk to match the
remainder of Hales Mill to Asbury Road.
Wedgewood Pond Rehabilitation
The goal of the project is construct a pond capable of improving the quality of
the water leaving the pond and flowing south to Catfish Creek as well as creating
a natural area capable of sustaining diverse aquatic life.

to Firefighter of
the Year Ryan
Scherrman
Ryan, his wife Tiffany, and their daughter
live in Asbury. Ryan has been with the
Asbury Fire Department since March of
2014. Since then Ryan has become certified
as an EMT and also obtained his Firefighter
I Certification. Ryan has been a very active
and enthusiastic firefighter always looking
for a challenge. Congratulations Ryan!

Racing Association
The City of Asbury is a proud recipient
of a Dubuque Racing Association Grant.
The City of Asbury was awarded $5,000 to
fund the City’s Safety Camera Initiative.
The goal of the safety camera initiative is
to improve safety and deter crime in the
community. This project is Phase I of the
City’s camera initiative.

SNOW Reminders STORMWATER
Run Off Reduction
Snow Emergency: During snow events, the snowfall may
require the City to issue a Snow Emergency. When a Snow
Emergency is issued, residents are required to park on the odd
numbered side of the street during odd numbered days and the even
numbered side on even numbered days. If your vehicle is found
parked on the wrong side of the street during a snow emergency,
you will be issued a citation for a $10 fine. If the vehicle is not moved
during the emergency, it will be towed away at the owner’s expense.
Snow Emergencies are issued in order to give snow removal crews a
chance to clear the streets.
Please assist the city crew in snow removal by removing all vehicles
and trailers from city streets.
Shoveling Sidewalks: It is the responsibility of the
property owner to shovel their sidewalk and keep it clean of snow
and ice. The property owner has up to 48 hours to remove snow
and ice from their sidewalk. Failure to do so could result in the city
assessing the property owner for the cost to have the snow and/or ice
removed from their sidewalk.
It is also unlawful for anyone to throw, push or place
any ice or snow from a private property, sidewalks or
driveways onto the street.

The storm drain system, including overland flowage in your
easement, can easily be overwhelmed when there is more
stormwater runoff than it is sized to handle. This can result in
neighborhood flooding.
Neighborhoods and neighbors working together can reduce
stormwater run off. Two simple steps go a long way to keep rain
where it falls; redirect downspouts to vegetated areas in your yard
and rebuild soil health.
Downspout Direction: Downspouts pointed to
impervious areas, such as driveways or walkways generate a lot
of stormwater run off. This results in a deluge of runoff reaching
the storm sewer system quickly and may cause localized flooding
in the street. Direct downspouts so rooftop runoff is infiltrated
into the ground rather than quickly draining into the street or the
nearest storm drain.
Soil Health:
There is nowhere for water to go when soil is
compacted. This results in more runoff and a soggy backyard, which
takes a long time to dry out. It may also result in a constant battle to
grow vegetation. Reduce compaction so more rainfall is soaked up
where it falls rather than flowing through and possibly overwhelming
backyard easements.

1. Reservations will be taken for two reservation
periods for each day. The first reservation
period will be for the period from 9 A.M. to 3
P.M. The second reservation period will be for
the period from 4 P.M. to 10 P.M.
2. Reservations will be taken by the City Clerk’s
Office after January 1 for the reservation
period beginning May 1 and ending October
31. Reservations must be made no less than
three (3) days prior to the requested date.
3. Reservations will be on a first paid-first
served basis.
4. Charges for the reservations will be as
follows:
a. $50 charge for each reservation period
and the pavilion must be left clean and
picked up and any picnic tables moved are
returned to their original location.
b. $90 charge for an all day reservation period
and each pavilion must be left clean and
picked up and any picnic tables moved are
returned to their original location.
5. Reservations will only be made for up to the
maximum number of people the City states
a pavilion holds. If the group is larger than
the number of people that a pavilion holds,
then the reservation must be made for both
pavilions. If only one pavilion is available, no
reservation can be made.
a. The Wagner Pavilion holds a maximum of
65 people.
b. The Sullivan Pavilion holds a maximum of
50 people.
