Reporting formalities for ships in the European member states
On 20 October last the new EU Directive 2010/65/EU on reporting formalities came into force.
The provisions apply to ships arriving in and departing from ports in the European Union. It
repeals Directive 2002/6/EC. The purpose is to simplify and harmonize the administrative
procedures in maritime transport by making the electronic transmission of information
standard
and
by
rationalizing
reporting
formalities.
It targets the national maritime authorities of the member states who will be obliged to
accept all FAL forms for the fulfilment of reporting. They also have to accept electronic reports
and their transmission via a single window no later than 1 June 2015. So paper formats will
no longer be accepted after 1 June 2015. Ships exempted from reporting formalities continue
to be exempted. Also obliged is that reporting should be done at least 24 hours in advance if
the voyage time is more than 24 hours. If less the master, or the one authorised by the ship
operator, provides the reporting formalities at the time the ship leaves the previous port.

is
as
follows;
April
2012;
Member
states
adopt
and
publish
their
respective
law
June
2013;
Commission
reports
on
the
functioning
of
the
directive
June 2015; Member states to accept electronic reports and single window transmission
June
2015;
Member
states
cease
to
accept
paper
FAL
forms
At that stage, all information shall be reported only once through a single window that must
link SafeSeaNet, e-Customs and other electronic systems and shall be available to member
states
and
various
competent
authorities.
In fact, the Directive brings under one roof a number of different EU legal acts that require
the reporting from ships -like for dangerous goods, waste and residues, a harmonised ship
pre-arrival security information form- and the international FAL forms. A third category (“any
relevant national legislation”) includes information to be provided in accordance with national
legislation, be it that also this information must be transmitted electronically.

Primorsk Port Information Guide
The latest Port Information Guide to be completed and at the same time the first Russian
port that participates in the IHMA Nautical Port Information project is the Port of
Primorsk. Primorsk is the largest oil exporting Russian port in the European part of
Russia. All tankers calling at Primorsk are under foreign flags. Alexandr Surikov, Harbour
Master of the Port of Primorsk says he hopes that captains bound for his port or any
commercial body will find this information useful and that he is at their disposal any time
for any additional question. Capt. Alexandr Surikov also is the Webmaster of the IHMA.

Commission Starts Consultation on Stricter Rules for Sulphur Levels in Marine
Fuels
The European Commission is launching a public consultation to review legislation on the
sulphur content of certain types of liquid fuel. The review aims to align EU law with the
new stricter international standards on the sulphur content of marine fuels adopted by
the International Maritime Organisation in 2008. Ships are one of the leading sources of
sulphur dioxide (SO2) emissions in the European Union. SO2 has been recognised for
decades as a major cause of „acid rain‟ and air pollution. More recently, it has been
recognised that these emissions contribute to the formation of secondary inorganic
aerosol
gases,
fine
particles
which
are
harmful
to
human
health.
The Commission is required to report on the implementation of existing EU legislation
and consider certain amendments, especially those aimed at further reductions of air
pollution from international shipping. It therefore invites the views of all stakeholders on
areas where it proposes changes, in particular alignment with international standards,
improving enforcement and clarification of existing requirements. The public consultation
will run until 5 January 2011. Interested stakeholders are invited to participate by filling
in the online questionnaire. EHMC will prepare a joint contribution, harbour masters at
the same time can reply individually.

Q&A
The question to the IHMA members from the Chief Harbour Master of Transnet, South
Africa, has had a lot if replies. He asked if the use of ETOPS is still being continued in
ports, now that OCIMF has recommended discontinuing the practice of deploying ETOPS.
The document that outlines the OCIMF position in this, as well as the positions from
many
other
ports,
are
on
the
IHMA
site.
Other recent questions were about regulations for providing tug assistance to container
vessels with length overall above 330m, the use of mechanical assistance when mooring
and the determination of acceptable limits for swell at berths, causing vessels to roll. See

Pavel Zakharchenko
Newest member on the regional board of EHMC is Capt. Pavel Zakharchenko, 50 years
old and holder of an Overseas Master Certificate of Competency and a Diploma of
Engineer-Navigator, issued by the RussianNovorossiyskMaritimeAcademy in 1983.
His seafaring service from 1983 till 2006 included 11 years at the position of Captain on
seagoing vessels. After this period Pavel Zakharchenko was assigned the Harbour Master
of the port of Novorossiysk from 2006 till 2008. In 2008, after the state administrative
reform in the Federal Agency of Maritime and River Transport, he was assigned the First
Deputy Harbour Master of the Port of Novorossiysk on maritime safety and has been
performing these duties since then.

EHMC Seminar 2011
Please note down the date of next EHMC Seminar; 7 April 2011, London and the UKHMA
Seminar the day before; 6 April. The traditional technical visit on the Friday morning will
be a most interesting visit to the Port of London Authority at Gravesend , notably to the
PLA‟s Port Control Center, pilotage and VTS simulators, hydrography service and oil spill
response
vessel.
