GATHERING MUSIC
The Music Team led the Court in singing while we gathered for the meeting.
WELCOME
Michelle Brotherton, President of Bay of Quinte Conference, thanked everyone for being here to do the
work that has been entrusted to us. She reminded those present to identify themselves and their
Presbytery when they speak to an issue and announced that a Mission and Service offering will be taken
during the opening worship. Michelle concluded her remarks by reading “Beside a Quiet Stream” by
Penelope Stokes.
ANNOUNCEMENTS
Stevan Spicer, Chair of Business Table, made announcements re meals and special dietary needs, and the
candle on each table. He also announced that nominations for General Council Executive Clergy
Representatives are due to him by noon today. Parliamentarians are at Table 5. Necessary forms re
President-Elect and Commissioners to General Council can be obtained at the Business Table. The daily
agenda will be posted every morning.
CELEBRATION OF THE RESOURCE CENTRES
The Book Room will be open each day and Janet Stobie has a new book for sale there entitled “Fireweed”.
The President called on Linda Hutchinson and Linda Stenson to come forward and be recognized. They
were thanked for their tireless and faithful work on behalf of the Conference in providing resources, advice
and information through the now-closed Kingston and Belleville Presbytery Resource Centres. Each was
given the gift of a potted plant.
On behalf of them both, Linda Hutchinson thanked the members of the Court for their support over the
years and expressed the hope that the vision of continuing to provide resources within the Conference is
fulfilled.

FIRST NATIONS DANCING THE CIRCLE
Dorinda Vollmer, minister at Alderville, introduced Counsellor Julie Bothwell of the Alderville First Nations.
Counsellor Julie welcomed us into their territory with a drumming song, accompanied by her daughter and
grandchildren, Melissa McEwen, Cassie, Maddie, Sage, Grace, and Evelyn. They displayed the flag of the
Alderville First Nation and concluded with a smudging to purify and cleanse the air to assist us in only
speaking and thinking good news during our meeting.
Pam Hunt and Bronwen Harmen of the Local Arrangements Committee thanked Counsellor Julie and her
family for their warm welcome.
LOCAL ARRANGEMENTS COMMITTEE
Lloyd Williams, Chair, Hills and Shores Presbytery introduced Cathy Gradante and David King of the Local
Arrangements Committee. They presented a video introducing the Court to the many churches, activities
and beautiful vistas of their presbytery.
President Michelle Brotherton thanked them for their presentation.
WORDS OF CONSTITUTION
The President constituted the meeting with the following words:
“In the name of Jesus Christ, the head and cornerstone of the church, and by the authority given to me by
the Bay of Quinte Conference, I call this meeting of the Bay of Quinte Conference to order, that we may
consider any and all business that may be properly be brought before it. We come as the authentic,
beloved children of God that we are. We come to be in community, open to the Spirit. We gather to
worship, to work, to encourage, connecting with not only one another but with our God. Let us go about
this time that is ours with open hearts and minds, with a willing and grace-filled spirit.”
The Christ Candle was then lit by Karen Hilfman Millson. She invited the table groups to then light the
purple candle found on each table.
CONSENT DOCKET AND OPENING BUSINESS RESOLUTIONS
Executive Secretary, Bill Smith, noted the following correction: change 90th to 89th.
He added the following to the Opening Business Resolutions:
“That the Moderator of the United Church of Canada, the Right Reverend Dr. Gary Paterson and the
General Secretary of the United Church of Canada, Nora Sanders, be granted corresponding member
status for this 90th meeting of the Bay of Quinte Conference.”
Paul Reed requested that the motion re nominations for Clergy Representative to General Council
Executive be pulled from the Consent Docket.
The Consent Docket, as amended, was then presented to the Court.

Bill Smith then introduced a recommendation from the Sub-Executive of Bay of Quinte Conference
regarding the election of Commissioners to General Council that, on Ballot C, we elect four Ordered and
two Lay instead of five Ordered and one Lay and that on Ballot D, one Ordered and two Lay. This will
assist us in guaranteeing balance and ensure at least three places for youth.

INTRODUCTIONS
The President introduced and welcomed to the Court, the following persons:

Carolyn Brannen.
BEHAVIOURAL COVENANT
Michelle Brotherton announced that the Behavioural Covenant, which the Conference adopted in 2012, is
printed and available on each table. We are called to hold each other in love and respect as we conduct
our business.
OPENING WORSHIP
Karen Hilfman Millson, Gary Paterson and the Worship Team led the opening worship. Worship included
hymns, prayer, scripture and a sermon by Gary Paterson who focused on a metaphor: “thread of life”. He
concluded with the statement that the thread of life is a thread that follows us and never lets us go – the
thread of God, of Jesus Christ, the thread mender, the spinner.
The worship concluded with the dedication of a number of prayer shawls, which will be given out during the
weekend.

PRESENTATION AND DIALOGUE WITH THE MODERATOR
Gary Paterson welcomed questions and comments from the floor. Questions included: Where have you
been since becoming Moderator? What did you do in Cuba?
The President thanked the Moderator and presented him with a prayer shawl.
ANNOUNCEMENTS
Stevan Spicer announced the following:

Steve Spicer announced updates to the agenda.
MICHELLE BROTHERTON, PRESIDENT OF BAY OF QUINTE CONFERENCE
Michelle spoke about the theme of the conference, ‘Plugged In’, and how it ties in with the theological
reflections of Karen Hilfman Millson. She noted that Karen’s work in circle culture will help us pause in the
midst of community to reflect. We sang “I Have Called You by Your Name.”
THEME SPEAKER & TABLE GROUPS
Karen Hilfman Millson spoke of how we are a church of amazing connections, and a community. After
welcoming each other, we participated in a series of visualization exercises: what muddies up who we are
and keeps us from each other? The behavioral covenant was put on each table, and will be the basis of
how we will be in community together. Karen Hilfman Millson thanked everyone for participating because

everyone is needed in this time of change in our church. We ended by sharing blessings with each other,
our conference, and our world.
AN ANNOUNCEMENT AND A CHALLENGE
Bill Smith, Executive Secretary, announced that he had “good news and bad news”. The good news is that
three thousand, eight hundred and forty-two dollars and ninety-two cents ($3,842.92) was collected for
Mission and Service by this morning’s offering. The bad news is that he wanted to raise four thousand
dollars. He asked everyone to consider giving a little more during this afternoon’s break.
GCE NOMINATED CLERGY REPRESENTATIVES
Two members of the clergy have come forward to stand for election as the General Council Executive
Nominated Clergy representative. The Rev. Larry Doyle and the Rev. Judith Evenden each gave a speech.

COMPREHENSIVE REVIEW PRESENTATION

“That Cathy Hamilton be made a corresponding member of Bay Of Quinte Conference.” --CARRIED
Cathy Hamilton, chair of the Comprehensive Review Committee, gave a presentation that included an
update on the research that has been done, and the timeline of the Comprehensive Review to 2015. She
reported that people’s responses have been more positive than negative to “Fishing on the Other Side”.
So far they have been engaging and listening, but after this month, they will review, analyze and integrate
input from the consultations and discussions that have been held. They will share the draft
recommendations with the Executive of the General Council in November 2014, and the report will go to
the 42nd General Council in August, 2015. Warren Vollmer and the team of facilitators from across the
Conference were thanked for their work.
COMPREHENSIVE REVIEW TABLE GROUPS
Cathy Hamilton assigned questions to groups of tables for discussion. The written responses were handed
in to the business table, or submitted electronically. Michelle Brotherton thanked everyone for their
discussions and input. A question and answer session was held with Cathy, which she finished with a
prayer. Michelle thanked Cathy and the Task Group for their work. Cathy was presented with a prayer
shawl.

ANNOUNCEMENT OF VOTING RESULTS
The result of the voting was announced: the Rev. Judith Evenden was declared as the General Council
Executive Clergy Representative.

ORDER OF THE DAY: THEOLOGICAL REFLECTION
Karen Hilfman Millson invited everyone to look back over the day and see what they learned: where have
we seen the spirit moving in our midst, or seen our faith at work? She asked us to share one example with
our tablemates.
CLOSING WORSHIP
A video was shown with a theme of “I am a child of God, and I am beloved”. The second layer was
removed from the table centerpieces. Each person was asked to write “I am beloved” on paper, and lean it
against the light. We sang “Let us build a house”. Karen Hilfman Millson led the Commissioning and
Benediction, and we finished by singing a chorus of ‘Amens’.
ANNOUNCEMENTS
Michelle Brotherton announced that the Retiree’s Banquet will now be held at Bethesda South United
Church on the Danforth Road. Congratulations were extended to Myra McWilliams for attending her 41 st
annual meeting of conference. Congratulations were extended to the Rev. Peter Bartlett who has
completed his doctorate and is now the Rev. Dr. Peter Bartlett. A welcome was given to Erin Greeno, an
archivist at the national church office. Anyone with questions is encouraged to seek her out for a
discussion.
Bill Smith announced that thanks to the extra change that was given during the break, four thousand, two
hundred and twenty dollars and ninety-six cents ($4,220.96) has now been raised for the Mission and
Service Fund. He thanked everyone for their generosity.
Steve Spicer noted that more books are now for sale in The Book Room. Everyone is invited to be part of a
gathering at the Oasis Bar and Grill in Cobourg at 9:00 p.m. tonight. The Sunrise Service will be held at
7:00 a.m. on Saturday.
RETIREES BANQUET ANNOUNCEMENT
The Retirees Banquet will be held at Bethesda South United Church on the Danforth Road. After the
Banquet, a choir will entertain and presentations will be made to the retirees.
THIRD SESSION – Friday, May 23, 2014, 6:30 p.m.
RETIREES BANQUET
A banquet took place in the evening to celebrate the ministries of those retiring from active ministry. This
year’s retirees are: Don Anderson, Frank Hamper, David Jones, Richard Parker, John Parsons, Gordon

Postill, Bob Root, Nadine Mahood, and Brian Yealland. They each received a certificate of retirement and
a prayer shawl. Certificates of Long Service were also given to mark significant years in the ministry of
others.

11 and 12 of the Addendum.)
FOURTH SESSION – Saturday, May 24, 2014, 9:00 a.m.
GATHERING
The Music Team led us in singing “O For a World” and other hymns as we gathered.
OPENING WORSHIP AND MEMORIALS
The Opening Worship included the Memorials – a tribute to those who have died since our last Annual
Meeting. Those remembered were: Charles Catto, Doug Crichton, Bill Lamb, John “Jack” Spencley,
George Teskey and Colin West.
Memorials can be found on pages 4 to 7 in Volume 1 and page 12 in the Addendum to Volume 1.
Worship continued with a video and the use of gems. We were asked to remember someone we have lost
and to write on the gem something we learned from him or her. The gems were then gathered in a large
glass jar at the front of the room. We ended with a hymn.
ANNOUNCEMENTS
Stevan Spicer announced a Sunrise worship service outside at 7:00 a.m. tomorrow morning. The labyrinth
will be set up today. Expression of Interest forms are available. The Settlement report will be handed out
later today. Any changes/additions/etc. should be written down and placed in the marked box next to the
business table. The Book Room will close today at 5:00 p.m. The agenda order for committee reports was
then announced.
The Court was asked to keep Myra McWilliams in our prayers. She has had to leave the conference due to
the illness of her sister. We were also asked to keep the first responders in prayer as they fight the fire
near the 401 Highway in Oshawa. It is believed that St. Paul’s Ukrainian Church is on fire.
We were reminded that the young people would move in and out of the Court as they experience our work
and attend to their own programs.

REPORTS, PART 1
(a) Ministry Pathways and Conference Candidacy Coordinating Committee (4C)
Dorinda Vollmer presented the report on behalf of the committee. She named the members of 4C
and the Conference Assessment Board. She thanked those who were retiring.
The report continued with the introduction of this year’s candidate for ordination, Kim Falls.
Dorinda invited Kim to speak briefly to the Court.

“That Kim Falls be ordained to the Ministry of Word, Sacrament and Pastoral Care in the United
Church of Canada at the Annual Meeting of the Bay of Quinte Conference in Trinity United Church,
Cobourg, Ontario on May 25, 2014, all conditions of The Manual 2013 having been met.
The President announced that the ballots for this motion would be distributed at 2:15 p.m. today.

ANNOUNCEMENTS
A problem has occurred with the Wi-Fi hotspot and we were asked to unplug from it while the Business
Table reestablishes the connection.
GENERAL SECRETARY, NORA SANDERS
The President invited Nora Sanders to address the Court and she was introduced by the Executive
Secretary.
Nora began by thanking everyone for the invitation and saying she was honoured to be with us. She went
on to commend Bay of Quinte for exhibiting leadership in the church, especially in regard to the
Comprehensive Review Report, where our Conference had the highest return rate.
She called us to proclaim to the world that we are a church at work in the world. There is much potential
and possibility in the United Church of Canada.
Nora was thanked for her words and for her presence this weekend.
REPORTS, PART 2
(b) General Council Executive Representatives, John Young and Norma Thompson
Norma Thompson encouraged us to visit the United Church website from time to time. This year
has been challenging regarding the overall financial picture. In 2013, there was a break-even
situation in the General Fund and a modest surplus over all. However, across the country M & S
givings are declining, down $1 million in 2013, and $5 million has been taken out of the budget for
2014. Still, there is a need for fundamental financial restructuring.
John Young talked about the issue facing the Aboriginal Ministries Council – its’ relationship with
the United Church. They are now looking at how the denomination will address this.

The United Church has entered into a mutual recognition agreement with the United Church of
Christ in the U.S.A. and in the Philippines, as well as the Presbyterian Church in the Republic of
Korea. This is not a merger but rather an opportunity for ministers in these denominations to apply
for positions in the United Church of Canada and UCC ministers to apply for a position in these
denominations. Nora Sanders offered further insight into this process.
John expressed thanks to those who have attended the pre-GCE events that he and Norma have
held. It makes them better representatives of the Bay of Quinte.
In response to questions, John reported that the General Council is moving towards becoming an
Affirming Ministry. This poses challenges that are different from congregations in that it requires
office and support staff to also commit. Bruce Hutchinson is working with staff on this.
Norma Thompson reminded the Court that John’s term will end with GC 2015 when Judith
Evenden’s term will begin. Larry Doyle will be the alternate to Judith.
At this time, Bill Smith thanked Nora Sanders and presented her with a prayer shawl.

(c) Finance Committee – Part 1 – 2013 Financial Statements
Bud Justice presented the 2013 Audited Financial Statements, which are in order. He noted that
$169,000. has been set aside for Transformational Ministry and these funds are available for use
within the Conference. He also reported that the Conference has over $1 million in total assets.

REPORTS – PART 3
(d) Finance Committee – Part 2 – Statement of Income and Expenses
A question was asked about the use of the surplus and assessments. Bud Justice reported that
some of the money has been placed in a GIC. He also noted that we are no longer being
assessed bank charges. Money will be transferred in order to reduce assessments by
approximately $20,000. It is hoped that we can draw on our surplus over the next few years to
keep assessments at their current level.

are attached to these minutes as Appendix B. The Finance Report is found on pages 61 to 64 of
Volume 1.)

(e) Report of the United Church Women
Nancy Sutherland, President of the Conference UCW read from her report. She thanked the
Conference for the opportunity to raise up the work of the UCW.
(The United Church Women Report is found on pages 72 and 73 of Volume 1.)
(f) Partnering in Mission
Richard Hollingsworth introduced Carol Cunday, Stewardship Committee. Carol thanked Keith
Stam, who has worked with our Conference since 1988 and is retiring, for all his work with us over
the years.
Richard then introduced the chairs of the others committees in PIM.
 Affirming Ministries - Jim McGregor and Sue Fleming, reported that we now have 16
congregations in process, 9 affirmed and 3 more celebrations planned in June.
(The Affirming Ministries report is on page 70 of Volume 1.)
 Dancing the Circle - Pam Hart and Bronwen Harmen, announced a canoe trip with
Rodney Smith-Merkley that will travel from Bobcaygeon to Curve Lake in June with
teaching and celebration along the way.
 Rural Life/Small Church - Shelley Roberts, announced an event on June 4.
 Equity Committee – Guidelines have now been struck. They hope to have the committee
staffed soon with Jackie Harper acting as a guide and support.

(g) Supervised Pastoral Education
Nancy Lester spoke of this ministry, begun by Don and Bonnie Misener seven years ago. They
have since retired, but over 30 United Church ministers and others have participated in the
program during this time. On behalf of the Conference, Nancy offered thanks for their work. She
also thanked the Conference for supporting this work.
The SPE program will now be offered every second year with Kathy Edmunston as the new
director of the program. Kathy was then introduced to the Court.
Kathy reported she is excited about the program and her coming work in it. It is a partnership
offered by Bay of Quinte, the Canadian Association of Spiritual Care, Wooler United Church, and
Emmanuel College in Toronto. When it restarts in September, the program will take a maximum of
six students.
(h) Camping and Retreat Centres
Marilyn Parr, Five Oaks Retreat Centre, spoke to the Court about the four United Church camps
within our Conference and their activities:
 Camp Lau-Ren
 Camp Quin-Mo-Lac
 Golden Lake Camp
 Five Oaks Retreat Centre
She reported that Five Oaks has expanded its programs and is now offering overnight camps.

(i) Transformational Ministry
Larry Doyle, Chair, related two stories of transformation in our churches, one in Kawartha
Highlands Presbytery, which was facilitated by EDGE, and one in Prince Edward County, Kente
Presbytery, which was facilitated by Ed Bentley.
A learning event is planned for this fall, a “Vision Day” to be held in three places across the
Presbytery.

1.)

REPORTS – PART 4
(j) El Salvador Report
Ryan McNally introduced some of the 31 participants from the eight Presbyteries and the UCW.
He noted that $10,000 had been raised in the Conference in support of this trip. During their time
in El Salvador, the group:
 Helped build a community centre
 Acted as Ecumenical Election Observers
 Learned about the history of the country
 Offered a children’s program to the community
 Held a medical clinic
 Visited the chapel and home of Oscar Romero
Ryan invited three of the youth who participated in the trip to relate how it had affected them.
The group then sang a song that Wanda Stride had composed while they were there and the Court
was invited to join in singing the chorus.
A video of the visit was shared with the Court.
Richard Hollingsworth reminded the Court that the El Salvador trip is part of PIM and announced
that a flyer for the Fall Advance was in the Registration Docket.
BREAK
The Court recessed for a break during which a Fry Bread Sale was held outdoors.
STAFF REPORT AND STAFFING COMMITTEE
Mary Smiley, Chair of the Staffing Committee, introduced the other members: Norma Thompson, Wanda
Stride, and Jon Miller. They serve as an advisory and support to Bill Smith in his work.

Bill Smith then reported on the work of the Conference staff. They have been fully engaged in ministry by
offering workshops throughout the Conference, preaching in various churches, working with the Ministry
Pathways Project and Effective Ministries, as well as attending meetings at the General Council office.
Jackie has returned from a sabbatical. Judy is busy co-ordinating the work in the office and Nicola is giving
us excellent financial assistance as well as maintaining the website.
Wanda Stride, member of the Staffing Committee, then introduced the staff, which then entertained the
Court with their own particular version of “The Hockey Song”. Then, in answer to “Where have you been?”
Jackie, Mary-Jane and David sang their version of “I’ve Been Everywhere”, to the delight of the whole
court.
CANDIDATES FOR PRESIDENT-ELECT
Michelle Brotherton introduced the two candidates for President-Elect and invited them to speak briefly to
the Court.
Maxine Reid recounted her past experience in the wider church and committed herself to continuing to
serve the Conference if elected.
Alan Boyd also recounted his experience and spoke of “living on the scarce side of mercy”. Alan’s
statement is found on page 1 of the Addendum to Volume 1.)
The President reminded us that the vote would take place at 2:15 p.m. this afternoon.

Delegates were called back to the court by sharing worship music with the Music Team.
ORDER OF THE DAY: THEME ADDRESS 2
Karen Hilfman Millson led us in affirming exercises and explained circle culture. During times of change,
we need to stop looking back and start looking forward to future possibilities. Participants were asked to
write statements describing the ideal church for you, and what you believe God calls us to be. The ideas
were shared at the tables, before the written ideas were brought forward to be placed as offerings in large
bowls, while everyone sang “Deep in our hearts”. A Prayer was given by Michelle Brotherton.
To finish, Karen asked everyone to visualize the room as it looked this morning when we stood in a huge
circle, and to imagine Jesus as the light in the centre. She encouraged everyone to bring that light into the
world. Michelle thanked Karen for creating so many moving moments this weekend, and presented her
with a prayer shawl.
ANNOUNCEMENTS
Karen Hilfman Millson announced that since The United Church of Canada is celebrating its’ 89th
anniversary this June, a webinar of 50 minutes will be held with many wise leaders (past moderators).
Details can be found in The Observer.
Steve Spicer went over the details of how the voting will be held, and the stewards handed out the voting
cards for President-elect of Bay of Quinte Conference, the Candidate for ordination, and General Council
commissioners.
A Fry bread fundraiser is being held outside at 2:30 p.m. to support the Travelling Toward Right Relations
Canoe Trip.
The Travel mileage cheques are ready to be picked up.
Michelle Brotherton commented that the flash mob by the kids of Conference was ‘awesome’. However to
keep the kids safe, any photos of the kids can only be used during the conference annual meeting, and
can’t be posted on social media, or church websites, without asking the conference office staff first. This
will also apply to the children’s section on Sunday.
BREAK AND VOTING FOR CANDIDATES
Voting was held to choose General Council commissioners, and a President Elect for Bay of Quinte
Conference. Voting was also held to confirm the Candidate for Ordination, Kim Falls.
Fry bread was sold to raise funds for a Travelling Toward Right Relations canoe trip from Bobcaygeon to
Curve Lake that will be held June 26-28.

Bill McAuslan went over the reasons why this is a good time for change:

-current method skewing proportionality of the assessment burden.
-2014 budget removes some strain due to application of accumulated surplus
He explained that they checked how assessments are calculated in other areas, considered statistics and
checked the past five years. He outlined why this is a better method and outlined the impact of the
proposed method, both pro and con.

Bill Sheaves outlined the research that was done to determine whether the Conference office should be
moved to St. Matthew’s United Church in Belleville. The current building has heating and cooling issues;
health concerns with mold (an issue that had been remediated); and has no growth potential. Discussions
were held to outline the pros and cons of the move. It was noted that the Conference Executive has
agreed to the relocation of the conference office to St. Matthew’s United Church in Belleville.

Warren Vollmer had questions concerning the expenses for the move of the Conference office. The

ORDER OF THE DAY: THEOLOGICAL REFLECTION
Karen Hilfman-Millson presented a theological reflection. She asked everyone to think about the blessings
that are needed and to share them. As a final visualization exercise, the last layer of wrapping covering the
candles at the tables were removed so that the lights could shine free.

The closing worship included songs featuring ‘light’ in their lyrics.

Bonnie Davidson, Chair of Settlement Committee, noted a small error in her report in Volume 1 – we have
8 not 7 Presbyteries. She then reported on the national Transfer Committee meeting, which was held this
year by “live minutes”. Three candidates were placed in Manitou, Saskatchewan and Newfoundland and
Labrador Conferences. There were seven pastoral charges wanting to be settlement site. Copies of the
Settlement Report have been placed on each table and Bonnie asked that they be read and any changes
reported to her.

budget, but further checking revealed the increase would actually be $15,000.

Conference Executive to examine how we can better live in to our commitment to an intercultural
church vision through the diversity of identity and experience of our Commissioners in the future,

Both Bill Smith and Stevan Spicer assured the Court that a balance in diversity has always been a
consideration in the selection of commissioners and that we will do our best to live out this
