INTRODUCTION
This report presents key statistics on the business transacted in the Ninth Parliament.

CHAPTER 2:
PERFORMANCE OF THE NINTH PARLIAMENT
The Ninth Parliament enacted 103 Bills, adopted 172 Reports, 205 resolutions, debated
149 ministerial statements, concluded 30 petitions and had 34 questions for oral
answers responded to as presented in Figure 1. In addition, Members of Parliament
made 45 statements/personal explanations in the House, and 432 questions were
asked during the Prime Minister’s time. During the term, 17 oaths were administered
to Members arising from by-elections and appointment of Ministers from outside

The analysis of different business activities is summarised in the following sub-sections:-
2.1 Number of Sittings
The Ninth Parliament held 475 Plenary Sittings. In the First session, Parliament held
94 sittings, 103 sitting in the Second session, in the Third session 98 sittings, 98 sittings
in the Fourth session, and the Fifth session held 84 sittings as presented in Figure 2
below.

Bills Passed
The Ninth Parliament considered and passed 103 Bills into law. The First session
considered and passed 11 Bills, 16 Bills were passed in the Second session, 19 Bills in
the Third session, 22 Bills in the Fourth session and 35 Bills in the Fifth session1 as shown
in Figure 3.

The Income Tax (Amendment) Bill, 2016 was returned to Parliament for re-consideration
on the last sitting.

2.3 Resolutions Adopted
The Ninth Parliament considered and adopted 205 resolutions. In the First Session
Parliament adopted 42 resolutions, 24 in the Second session, 49 in the Third session,
and 47 in the Fourth session and 43 in the Fifth session as shown in Figure 4.

2.4 Reports Adopted
The Ninth Parliament debated and adopted 172 reports. The House adopted 25
in Figure 5.

Petitions Considered and Concluded
The Ninth Parliament considered and concluded 30 petitions. In the First session
Parliament considered and concluded one petition in the Second session, six
petitions were considered and concluded, in the Third Session 16 petitions were

2.6 Ministerial Statements Debated
The Ninth Parliament debated and considered a total of 149 Ministerial Statements.
The highest number of Ministerial Statements were considered in the Fourth session
accounting to 32%, followed by First session (24%), Third session (21%) and the lowest
number was 13% and 10% in the Fifth session and the Second session respectively
as shown in Figure 7.

2.7 Statements by Members of Parliament
The Ninth Parliament received a total of 45 statements by Members, 15 in the First
four in the Fifth session as presented in Table 1.

2.8 Questions for Oral Answer Responded to
In the Ninth Parliament, 34 Questions for oral answer were responded to. In the First
session, seven questions were responded to, nine in the Second Session, six in the
Third Session, eight in the Fourth session and four in the Fifth session as shown in Table
1.

2.9 Prime Minister’s Time
The Prime Minister’s time was implemented in the fourth session of the Ninth
Parliament. Since then, 432 questions were asked by Members and responded to
by Rt. Hon. Prime Minister and other Ministers during the Prime minister’s time. Three
