MINUTES OF THE REGULAR MEETING OF THE SCHOOL BOARD INDEPENDENT SCHOOL DISTRICT 271 Bloomington, Minnesota March 9, 2015 I. ROLL CALL Pursuant to due call and notice thereof, and there being a quorum present, the School Board of Independent School District 271, was called to order by Chair Maureen Bartolotta at 7:00 p.m. on March 9, 2015, in the Arlene Bush Board Room at the Educational Services Center, 1350 West 106th Street, Bloomington, Minnesota. Members Present Maureeen Bartolotta, Chair; Nelly Korman, Clerk; Tom Bennett, Treasurer; Dick Bergstrom, Jim Sorum and Dawn Steigauf. Member Absent Ric Oliva, Vice Chair. APPROVAL OF THE AGENDA Dick Bergstrom moved, Tom Bennett seconded, approval of the agenda. Motion carried unanimously. IV. RECOGNITION OF STUDENTS/ STAFF/PUBLIC Oak Grove Middle School will be presenting “The Sound of Music” March 19-21 with a performance for senior citizens on March 18. Co-directors Bryan Blessing and Shawn Stelton invited the public to attend. Student actors performed a musical selection from the production. Jefferson/Kennedy High School State Nordic Ski Meet Tamer Mische-Richter, Kennedy High School, finished 5th at the state Nordic Ski meet. Coach Jack Collis also highlighted Tamer’s win at the Section 3 race and his 2nd place in the Metro West Conference championships. Tamer is captain of the all-state team and he has been selected to represent the mid-west on the Junior National Ski team. Jefferson High School Competition Cheerleading Team 1st Place State and 3rd Place at Nationals Team Members are: Hannah Bach, Madeline Berg, Raquelle Bourgeois, Rachel Brown, Hanna Brua, Risa Cobb, Makenze Coleman, Karsten Gonzalez, Jalyn Hamilton, Ellie Hofstedt, Jasmine Jackson, Kennedy Kommer, Jordana Machado, Madeline Maiwurm, Allison Maney, Mya Matzke, Morgan McCollow, Paige Obermeyer, Hanna Page, Gabrielle Peery, Madeline Saldin, Tayler Shupe, Lauren Simonet, Caitlyn Tanner, Kaitlyn Thayer, Saydee Warren, Hayley Wheeler, Jaimie Wolner and Orlandrea Woods. Page 2, Minutes, March 9, 2015 Minnesota Scholastic Art Awards Minnesota Scholastic Art Awards recognizes Minnesota’s young artists and offers scholarships to graduating high school seniors. The competition is open to all Minnesota students in grades 7-12. This year’s competition drew over 2,900 individual and portfolio entries from across the state. Jefferson’s Nicole Jacobson and Kennedy’s Sara Aamot received Gold Key Awards for their works, and Kennedy’s Travis Jackson, Anne Nelson and Samantha Tarnowski received Silver Key Awards. Gold and Silver Key Award winners were recognized at a ceremony held at the University of Minnesota’s Weisman Art Museum. Special Recognition – Life Saving Measures Jefferson Principal Kevin Groebner highlighted Dave Mousel, Dean of Students, and Judy Belmore, School Nurse, for their extraordinary personal actions in saving the life of one of their fellow staff members, Char Colbert. Ms. Colbert, the parking lot attendance at Jefferson, expressed her sincere gratitude for their efforts stating that she would not be here today if it had not been for their quick actions. V. PART A 1. Board Business Minutes Personnel Items 2. Field Trips Approval a. Minutes of the Regular Meeting of the School Board on February 23, 2015. b. Licensed Personnel: Retirements, Resignations, Employments. Administrative Personnel: Changes of Status. Classified Personnel: Retirements, Resignations, Employments, Changes of Status. RESOLVED, that the School Board of Independent School District 271 approves field trips as per the attached list (on file). 3. Contracts/Agreements TIES Internet a. RESOLVED, that the School Board of Independent School District 271 approves the Master Services Agreement with TIES to provide internet services at all sites effective July 1, 2015. This agreement is for a term of three years with option for two one-year extensions. Student Teaching b. RESOLVED, that the School Board of Independent School District 271 Luther College approves a Student Teaching Agreement with Luther College. The Agreement will be in effect from March 9, 2015, to June 30, 2018. HTC Classrooms c. RESOLVED, that the School Board of Independent School District 271 approves the renewal of an Occupancy Agreement between the Board of Trustees of the Minnesota State Colleges and Universities on behalf of Hennepin Technical College and Independent School District 271. The Occupancy Agreement is effective from February 18, 2015 through May 27, 2015. Dick Bergstrom moved, Tom Bennett seconded, to approve Part A Items in accordance with all of the written material submitted to the School Board. Motion carried unanimously. PART B Bid Award/Jefferson Roof Replacement Dick Bergstrom moved, Tom Bennett seconded, that the School Board of Independent School District 271 accepts the McPhillips Bros. Roofing, St. Paul, Minnesota bid of $722,000 to re-roof Jefferson High School and approves the contract to accomplish this work. Motion carried unanimously. This project is identified in the State and School Board approved Alternative Facilities Plan. Funding for this project is from the Alternative Facilities Fund. The contract was reviewed by our district attorney and insurance agent. Bid Award/Jefferson & Westwood Alt Facility & Security Projects Jim Sorum moved, Dick Bergstrom seconded, that the School Board of Independent School District 271 accepts the following bids for facility projects at Jefferson High School and Westwood Elementary School: 1. Northland Concrete and Masonry, Burnsville, MN bid of $25,300 2. Northern Light Steel Fabrication, North Branch, MN bid of $15,365 3. Kellington Construction, Minneapolis, MN bid of $167,735 4. Carciofini, Burnsville, MN bid of $8,150 5. ValPro Windows, St. Paul, MN bid of $49,349 6. RTL Construction, Inc., Shakopee, MN bid of $63,369 7. Grazzini Brothers, Eagan, MN bid of $23,650 8. And rejects all bids for one project scope: Roofing and Flashings. (Bids in this scope did not meet the criteria needed to complete scope and/or were higher than budget. Construction Management Company, Kraus Anderson, believes by rejecting these bids and soliciting quotes, the District will receive better pricing and meet criteria). Motion carried unanimously. This project is identified in our 2015-16 Alternative Facilities and Security Improvement Plan and consists of updates, repairs and replacements including: masonry, steel, roofing, mechanical, electrical, paint, sealants, drywall, flooring, fire protection and windows at Jefferson High School and Westwood Elementary which total $662,374. Funding for these projects are from the Alternative Facilities Fund and Capital Projects Levy. Our attorney and insurance agent have reviewed the AIA A132/CMa standardized contract which will be used with each contractor. Funding for these projects are from the Alternative Facilities Fund and Capital Projects Levy. Page 5, Minutes, March 9, 2015 District Group Insurance Vendors and Rates 2015-2016 Tom Bennet moved, Dawn Steigauf seconded, that the School Board of Independent School District 271 approves the vendors and rates for District group insurance for the 12-month period from July 1, 2015 to June 30, 2016, per the attached memo (on file). 1. PreferredOne – Third Party Administrator for Self-Funded Health Insurance 2. PreferredOne Insurance Company (PIC) – Reinsurance for Self-Funded Health Insurance 3. Fairview – Employee Assistance Program (EAP) 4. HealthEquity – Health Savings Accounts Provider 5. Delta Dental – Third Party Administrator for Self-Funded Dental Insurance 6. VOYA – Long-Term Disability (LTD) Insurance 7. VOYA – Life Insurance 8. Corporate Health Systems, Inc. – Benefits Consultant 9. EyeMed Vision Care – Voluntary Vision Program 10. UCare – Medicare Supplement FURTHER BE IT RESOLVED, that the School Board of Independent School District 271, per its organizational meeting of January 12, 2015, authorizes the Superintendent, or his designee, to execute documents within the authorized budget as appropriate to the daily operations of the school district. Motion carried unanimously. This Board motion follows the move in 2010 to consolidate Board motions regarding District group insurance. The attached memo (on file) provides the specifics of the recommended resolution, as well as significant background information. Due to HITA bill requirements, vendors and rates must be approved before district contribution levels and premiums can be finalized. Resolutions for premiums and contribution levels will be brought to the Board on March 23, 2015. Recommended by Office of Human Resources, Labor Management Committee, District Benefits Consultant, Administrative Council, Office of Business Services and District Legal Counsel. Policy 452, Jury Duty Dawn Steigauf moved, Dick Bergstrom seconded, that the School Board of Independent School District 271 approves the first reading of Policy 452, Jury Duty. Motion carried unanimously. Policy 452 addresses procedures for district employees who are summoned for jury service. As part of an ongoing review process, the aforementioned policy has been reviewed and changed to reflect all employees who are summoned for jury service. Policy 510.3, Activities & Other Student Fees Tom Bennett moved, Dick Bergstrom seconded, that the School Board of Independent School District 271 approves the second reading of Policy 510.3, Activities and Other Student Fees. Motion carried unanimously. Page 6, Minutes, March 9, 2015 The first reading of Policy 510.3 was approved by the School Board as presented on February 23, 2015. Policy 533, Wellness Jim Sorum moved, Dawn Steigauf seconded, that the School Board of Independent School District 271 approves the second reading of Policy 533, Wellness. Motion carried unanimously. The first reading of Policy 533 was approved by the School Board as presented on February 23, 2015. Policy 455, Recognition of Service Upon Separation Nelly Korman moved, Dick Bergstrom seconded, that the School Board of Independent School District 271 approves no change to Policy 455, Recognition of Service Upon Separation. Motion carried unanimously. The District wishes to express its appreciation to long-service employees upon their separation from employment. Policy 455 sets forth guidelines for the recognition of service. As part of an ongoing review process, this policy has been reviewed and determined that no change is necessary. No further School Board action is needed. VII. BOARD MEMBER REPORTS Dick Bergstrom reported on the Intermediate District 917 Board meeting at which the Board went over the question of leasing a new building for one of the programs; a new building has been found. He also attended the PTSA Council meeting at The Works and visited the Transportation Center. The Board’s Legislative Committee (Nelly Korman, Tom Bennett and Dawn Steigauf) attended the MSBA Joint Legislative Conference. They reported on 2015 legislative focuses discussed, break-out sessions they attended, and their visits to Bloomington legislators. Nelly Korman also attended the March 6 AMSD meeting at which legislative issues was a topic. Jim Sorum indicated the Superintendent Evaluation Committee will meet on March 16 at 6 p.m. to review forms for use in completing the Superintendent’s 2014-2015 evaluation. Dawn Steigauf highlighted meetings and activities including: Valley View Elementary Cheetah Rally which included student recognitions, Oak Grove Elementary Reading month celebration of accomplishments—thanks to Culver’s for providing the custard; the District Diversity Advisory Council did not meet due to conferences; the PTSA Council meeting included an update on Family Engagement and conversation on summer programs—new this year for parent awareness is that there is no busing from one program to another. Maureen Bartolotta attended the Community Education staff awards event held March 5th. Honorees included the following recognitions: Normandale Community College for the Community Partner Center for Experiential Education; Support Staff—Judy Harrington and Shelley Mattson; Staff Members—Cassie Merhar and Bill Rasmussen; Education Leader—Alex Locke; Program—Family Literacy Academy. She also reported on the Bloomington United for Youth meeting. There is a Teen job Fair at Civic Plaza on May 12, 5:00-7:30 p.m. Page 7, Minutes, March 9, 2015 BUY is a sponsor of the Box City Vigil being held May 8 at 5:30 p.m. at Oak Grove Presbyterian Church parking lot. The purpose of the event is to raise awareness regarding homelessness. Registration information is on the BUY website. There is an MSBA regional breakfast hosted by the Bloomington School Board on Tuesday, March 17, at 7:00 a.m. at the Educational Services Center. VIII. SUPERINTENDENT’S REPORT There is a School Board Professional Development session on March 16, at 6:30 p.m. TeamWorks President Dennis Cheesebrow will be the facilitator. The topic is Operational Oversight. The School Board is hosting a Legislative Forum on Saturday, March 21, at 8:00 a.m. at the Educational Services Center. The public is encouraged to attend. The forum will be televised on BEC TV. The Education Foundation of Bloomington is hosting the Chip in for Schools Golf Tournament on the afternoon of July 29 at Dwan Golf Course. The golf tournament is a fundraiser that helps to support student scholarships and stipends. Tom Holton, Executive Director of Community Services for Bloomington and Richfield Public Schools, has announced his retirement effective at the end of the school year. Mr. Holton has served the District for 14 years. IX. OTHER None. X.
