Wallace Grant Foundation Presentation – A foundation brought to New Mexico by Governor Bill
Richardson. The grant involves seven school districts in New Mexcio to assist with instructional
improvement. – School Distircts involved are Albuquerque Public Schools, Rio Rancho Public
Schools, Aztec Municipal Schools, Las Cruces Public Schools, Los Lunas Public Schools, Moriarity
Municipal Schools, and Texico Municipal Schools 2005.
ENMU Keynote Speaker for Student Teachers Final Seminar
The presentation is the final presentation before teachers enter the teaching profession. I have
made this presentation for the years 2003-2009.

Funding
Many grants have been developed and received (accumulating to several hundreds of thousand dollars) the
National Math and Science Foundation, Legislative Grants, Public Education Department Grants,
Instructional Television Grants, Laptop Computer Grants, Enhancing Education Through Technology
Grants, Federal Grants, E-Rate, Technology Grants, Wallace Grant, Reading Grants, Arts Education Grant,
Physical Education Grants and Specific Curriculum Grants for Texico Schools.
Several million dollars in Capital Outlay and Direct Legislative Appropriations to Texico Schools
Approximately $150,000 to $1.3 million per year has been received.
Legal Situations
In 18 years only two law suits at Texico Municipal Schools:
1 personnel issue
1 playground injury issue
Philosophy
Professional Philosophy- My job is not to set the philosophy of the organization, but as the chief executive
officer to make sure the Board’s philosophy is administered. The administration’s job is to possess the
skills and know the techniques and strategies to carry out the Board’s philosophy and policy. The
administrations job is to determine the direction and mapping to accomplish the Board’s philosophy.
As a superintendent of schools, the needs of the learning community and local businesses must be met.
The technical core of the organization is the teaching/learning process. This technical core for any school
district is a constantly changing target as the needs of the students, community and state laws continuously
adjust. A school district where discipline of students and staff can carry out the priorities of respect,
obedience, and truth must be used to emphasize the strengths and improve the weaknesses of the
educational institution. Collaboration and mission setting is a must to accomplish learning goals in an
institution, however, discipline of students and staff is a necessity for student learning to occur.
