Offer more rental property management seminars to benefit Center City landlords
(focusing on crime awareness, property maintenance, and applicant screening)

Support the rehabilitation of two vacant residential properties by the Housing Association
and Development Corporation, to be sold as affordable units to first-time homebuyers

Support the reactivation of the city’s housing rehabilitation program

Continue implementation of homeownership assistance programs (Live Near Your Work,
CDBG+HOME)
PHYSICAL IMPROVEMENTS AND DESIGN

Complete nine additional façade improvements through the residential and commercial
façade program

Continue to install pedestrian-scale street lighting along Turner Street (up to Tenth Street)

Provide grants for street improvement initiatives by local neighborhood groups and
residents

Assist in maintenance of trees in the public right of way in Center City
PUBLIC SAFETY

Support the increased deployment of Allentown Police Department uniformed officers on
bicycles and pedestrian patrol

Support the Allentown Police Department’s youth development programs (Youth Police
Academy and LIFE)

Offer alternative streetlighting for interior blocks in Center City through the Beacon
Block program
ECONOMIC DEVELOPMENT AND EMPLOYMENT

Support the development of literate and workforce-ready citizens through additional ESL
classes for Center City residents at The Literacy Center

Support small-business development through the Start Your Business Program

Support the development of new retail businesses in Center City Allentown through year
two of the Retail Mosaic program
COMMUNICATION AND PUBLIC ENGAGEMENT

Engage neighborhood residents through participation on the Upside Allentown steering
committee and sub-committees

Provide funds to community organizations for a variety of neighborhood-based activities
including: neighborhood-based streetscaping; farmers’ markets; workshops on financial
literacy and leadership; block parties; neighborhood meetings; house tours; and many
others

Continue the development and implementation of a multi- media marketing campaign to
promote Center City

Maintain a web presence for Upside Allentown
ARTS AND CULTURE

Implement an Arts & Culture Plan for Center City and Allentown.
EDUCATION

Assist in improving credentials of childcare service providers in Center City.

Assist in the improvement of activity programming of summer learning initiatives for
children and youth in Center City.
