Quantity Surveyor
SECTION 1  OVERALL PURPOSE OF THE JOB
The Quantity Surveyor role is to provide a professional and consistent estimating and pricing
service to support the operations of the Property Maintenance business.
The Quantity Surveyor will also work closely with other managers and team leaders to them
provide their customers with cost effective solutions that provide the required level of
service, while enhancing the asset and meeting long term asset management principals

Win contracts/works that will enable Property Maintenance to
meet or exceed its revenue targets
Undertake the following for all estimates:
o Collect and assess relevant contract documentation
o Obtain supplier and subcontractor prices
o Develop job construction methodology and estimate
costs
o Prepare and collate all non-price information and
attributes

Manage tender process, including pricing, quotations and
associated submission requirements.

Utilise effective pricing methods, strategies and develop
work methodologies to provide a competitive advantage.

Provide consistent pricing/estimates that meets both internal
requirements and external expectations.

Compile attributes for pricing submissions as may be
required.

Accurate record keeping for any tenders, quotations and
estimates processed with appropriate filing

Ensure that all tenders/pricing are well researched and
based on accurate information and methodology to ensure
that stated margin will be achieved and that the price is
market related

Ensure that the CCL Project Management System is
accurately updated throughout each aspect of the project
phases.

Review won projects and identify letting gains/losses, risks
and opportunities

Provide a clear and concise handover of project information
to the delivery team ensuring all relevant details are
available to facilitate smooth delivery to the project plan

Assist the Delivery and Service Manager in forecasting short
term and midterm resourcing requirements to ensure that the
right resources are available at the right time.

Assist the delivery team throughout as required and respond
to any opportunities to improve performance and mitigate
risks

Carry out a project audit for each project undertaken or as
directed by the Delivery Manager

Where required, assist the Project Management in reviewing
the project delivery to facilitate performance in all areas

Assist the Project Management in reviewing the project and
financial and work task performance and identify and report
on opportunities to improve performance in all areas

Carry out analysis and maintain records of tender & pricing
statistics.

Maintain links with industry organisations, suppliers and
subcontractors

Pass on any relevant information, technological
advancement or process which may assist City Care in
developing the business or achieving better financial results

Ensure memberships with appropriate associations or
organisations to enhance the status of City Care within the
Industry

Obtain and monitor and market movements and information

Develop and maintain strong client relationships

Liaise with clients to develop a mutual understanding of
expectations and establish desired levels of service to be
delivered under prevailing contract conditions.

Develop and maintain excellent relationships with clients
through personal contact to improve current contract
performance and maximise the possibility of securing future
profitable work

Client satisfaction as demonstrated through repeat work,
work extensions and/or customer feedback
Monitor priced work expenditure in accordance with the
quoted price, discuss and provide variations with the client
and project management and provide pricing accordingly


Assist the Delivery Manager and/or Property Maintenance
Manager to develop, implement and manage approved
strategies for achieving budgeted revenue targets

Assist in the forecasting of projected workload and
identification of trends and issues that may affect our
performance.

Assist other areas of City Care in providing rates and
estimate support as agreed by the Property Maintenance
Manager

Ensure that City Care’s H&S policies are complied with at all


Maintain City Care’s high standard of service delivery

Ensure the successful implementation of approved company

standards, and the way we do business

To assist in maintaining a sub-contractor, suppliers and
materials library.
Where required, assist the Administrator in maintaining the
contractor accreditation database by providing any new or
modified subcontractor accreditation related information.


Assist in the regular review of subcontractor performance
and capability

Ensure the implementation and maintenance of approved
contract and company Quality assurance procedures
Ensure new opportunities are passed on to the Manager,
Property Maintenance


Proactively attain knowledge of new industry methods or
processes and apply to situations where applicable.

Work with management staff to continually improve the way
we do business.


EXPERIENCE
 A minimum of 5 years’ experience working in a building related trade is the
minimum pre-requisite, with at least 3 of these years being in New Zealand. QS
experience from tender response, budget setting and monitoring, progress
reporting, program oversight, progress claiming, variations, cost validation/look
back.
