Synthetic Turf Replacement Scheels Overland Park Soccer Complex Overland Park, KS November 18, 2016 ADDENDUM #1 This addendum forms a part of the Contract Documents and modifies the original Bid Documents and Project Manual dated October 25, 2016. CLARIFICATIONS: 1. The project is a “tax exempt” job. The City of Overland Park will supply tax exempt certificates to the successful bidder. 2. The anticipated award date will be after the City Council Community Development Committee, January 4th meeting. 3. Time is of the essence for this project. Two schedules have been offered to proposers. Minor modifications can be made as long as 9 fields are available during the summer schedule, and 11 fields are available during the spring and fall schedule. Liquidated Damages are defined in the specifications. 4. This project is considered a Proposal and there are numerous documents that must be submitted for consideration. The scoring criteria is included in the RFP Documents. 5. A sample of the existing rubber has been tested and the particle size analysis is attached. The Owner has attempted to take a representative sample form the fields, but does not guarantee that all infill in all of the fields will be identical. 6. The pre-bid sign in lists are attached. 7. The Plan Holder List is attached. 8. The high use aspects of the field were discussed with the intent of making everyone aware that the new turf must be extremely durable. 9. All of the fields will be the same size. 11 of the 12 fields are being enlarged. The goal anchors that exist on these 11 fields will need to be moved. They are currently in a +/-6” PVC tube with a cap (with turf glued to it) allowing play over the top if the goal is removed and the field is cross striped. The tube is embedded into the subgrade and concrete anchors into the sub-grade. The existing anchors may be salvaged and re-used if they can be removed without damage. If the existing tubes and anchor assemblies are not re-used, a similar anchor and tube shall be re-constructed. The new tube can be PVC or an irrigation valve box, as long as the assembly can be covered with artificial turf and is anchored to the subgrade and can be played over the top of. 10. The only lines that will be present on the field will be tufted, no inlays will be allowed. These will consist of the perimeter of the field and the mid-field line. All other lines will be painted by the Owner. The Owner would like to paint some of these lines during the infill process (so more fiber than rubber is painted), but will not delay the project in any way. 11. In cases of discrepancies between items in construction documents, Owner or his representative, shall have the right to choose whichever alternative best fits the project, at no additional cost to the Owner. CHANGES TO PROJECT MANUAL 1. INVITATION TO BID – Remove INVITATION TO BID in its entirety and replace with the attached Invitation to Bid. Additional turf types can be submitted as alternates as part of a single submittal. 2. Section 32 2200 Infill Artificial Turf – Remove item 1.5.A.2 Boxed Sample of turf with infill. 3. Certified Conformance Surveys: Contractor will hire an independent Surveyor, licensed in the State of Kansas to perform Conformance Survey of the finish gravel on each field. Federal, State and local taxes shall not be included with the Bid. Subsequent to the award of the construction contract, the City will obtain from the State of Kansas a sales tax exemption certificate number. The sales tax exemption certificate will permit the Contractor to purchase materials for incorporation into this project without paying sales tax, provided that the Contractor furnishes the certificate number to the material supplier. 7. CHANGES IN THE WORK Changes in the work shall be as established in the Contract Documents. If bidder is found guilty of a violation of the Kansas Acts Against Discrimination under a decision or order of Owner that has become final, bidder shall be deemed to have breached the present Agreement and it may be canceled, terminated, or suspended in whole or in part, by Owner. Bidder shall include the provisions of paragraphs A through E above in every subcontract or purchase order so that such provisions shall be binding upon all subcontractors and vendors. 9. The undersigned hereby proposes and agrees to substantially and/or finally complete the work or segments of the work on or before the scheduled dates listed in Section 01010Summary of Work, and to pay as liquidated damages the corresponding amount stipulated in Section 01010-Summary of Work for each consecutive calendar day thereafter that the work or segment of the work remains substantially and/or finally incomplete in accordance with the Contract Documents. This provision shall be applied, and the daily liquidated damages amount(s) shall be calculated separately as to each substantial and/or final complete date stated. 10.
