Kingfield Selectmen Meeting Minutes Monday April 21st, 2014, 6:00 PM Webster Hall 38 School Street Attendance: Wade Browne, Raymond Meldrum, Heather Moody, Leanna Targett, John Dill, Raylene Tolman, Beth Luce, Mia Luce and Sarah Byrne Meeting called to order at 6:00pm Motion made by Selectman Browne to accept April 7th minutes as written. Seconded by Selectman Meldrum. All in favor. Chairman Moody asks about the status of the tax maps. AA, Targett states that a couple things are in process but waiting on a response from some companies she has called. Chairman Moody advises that the board is not ready to make a decision. She feels that we are still trying to figure out what we want. We would not convert 911 because there is a new system called G911. Selectman Wilson stated that there might be a cheaper person who is better. Chairman Moody said that we don’t know yet, we are still investigating. We have put the money aside though. Next Item is Efficiency Maine - Goings Electric has sent a proposal that we might have to act fast on. They have a deadline sometime in June. It is an Incentive program to get our light fixtures in Webster Hall up to date. The Town would be eligible for an $1896.00 discount. No decision needs to be made tonight this is the first look. The program is to fix lighting fixtures and replace bulbs with more efficient ones. The quote is for $2500. That means the Town would only pay about $700.00 Chairman Moody stated that AA, Targett is getting quotes for the installation since we don’t think that is included in the cost. AA Targett stated that she walked Cathy from Goings Electric all around the building inside and out. Selectman Wilson asked if we should target the outside lights as well. Chairman Moody says absolutely. Chairman Moody then Open bids for floors and closet/walls and closet. Floor, first bid is for $750.00. Selectman Browne states that it is with us buying the materials. Chairman Moody then opens the first bid for closet/walls it is $940.00, she states in the first bid if we do not want the inside sheet-rocked it would be $160 less, making the total $780.00 the second bid is for $1060.00. This includes supplies, labor etc. Selectman Wilson makes a motion to accept the bid for $780.00 pending he provides proof of insurance. Selectman Browne seconds motion. All in Favor. Chairman Moody asks for a motion about the floor, we have one bid. Selectman Browne makes a motion to accept the floor bid, Selectman Wilson Seconds, All in Favor. Chairman Moody then notes that there are four new highlighted budgets for the boards review. First is Recreation department. Nothing has changed. Selectman Dill states that they are asking for $3500.00 from TIF and $3500.00 from Town. Selectman Dill says we have to be careful because buses do not fall under TIF, on the other hand I don’t think the Town has any problem appropriating $7000.00 for the Rec. Department. Next budget is Wastewater and Municipal Services. The Poland Spring gray water has been moved from Wastewater to Municipal Services. $5,500.00 remains to pay for maintaining fields, which equals 1 day a week for 8 months. The last page shows our increase is only 3.43 this budget season. Selectman Dill asks if this could be lowered by $5000.00 if we took it out of abatements. AA Targett says this has been done already. Chairman Moody then moves onto new business, Sugarloaf marathon is coming up. She stated that they did not ask Mr. Keenan to use his property; however he is going to call the Mountain tomorrow. Chairman Moody states that personally she doesn’t have a problem with this. Chairman Moody stated that they will leave the road open and we will remind them about garbage. It is agreed that they also need to come and meet with AA, Targett and the Chairman this week. Selectman Wilson stated that there should be a condition to section off the field. Do not cross Trestle Ave. Selectman Moody stated next item is the road clean-up. AA, Targett has been asked again this year to discuss with board. Chairman Moody asked are we going to do the same as last year, no branches, twigs, rocks, or garbage just dirt? Selectman Dill says yes, I think we should continue what we started. I make a motion to accept dirt only. Selectman Browne seconds motion. All in Favor. Chairman Moody then recognizes Raylene to talk about different groups using the town’s tax id number for bank accounts. Chairman Moody asks is our tax id number being used in a way that it shouldn’t be? Raylene says yes, I have run across the Id number being used at the credit union. Kingfield bicentennial wanted the town to do the banking, but then decided they were going to set up their own account and not go through the Town. I told Diane that she could not set up account with our tax id, and to protect the Town I emailed the Auditor. Unless they give all control of money to the town and make accounts available to auditor they cannot use our tax id. Selectman Browne stated that he too was concerned over this when he viewed the bank statement submitted for the budget committee. Chairman Moody suggest to call Diane and offer two choices, either hand everything over or use a different ID number. Raylene says that she did discuss this with her already. Beth Luce tells the board that the only benefit to using the town’s tax id number is it helps if you are trying to get a grant. Next order of business Selectman Browne stated that he talked to AA, Targett about new employees. They should meet with us so we know who has been hired. Chairman Moody says absolutely, they should have to be confirmed at a selectmen’s meeting. AA Targett states that she can send an e-mail saying this is our new employee if that is enough. Chairman Moody says that the board should all meet, and shake hands. Selectman Browne asked AA, Targett if she looked into the Fire House loan regarding how many more years we have. AA Targett says yes, we have a rate of 3.67. Selectman Brown asks if it is still a good rate. AA Targett says yes, it is a good rate; however there is $158,000.00 left. Selectman Browne noted that the e-mail we sent out about Law Enforcement and the traffic here in Kingfield during Reggae weekend worked really well. They were ok with it. Chairman Moody: They did great. Scott and Matt Casavant will be joining us on our walk with a selectman. Everything went great no complaints. Chairman Moody then recognized Beth Luce and Sarah Byrne to speak regarding the school committee. Sarah Byrne said, I was going to call you individually, but Beth said that there was a meeting. As you know we are in budget season. School Board is talking about starting Pre –K in Phillips and Kingfield. It is a great opportunity for kids. Carrabassett has Pre-K. This is something I’m passionate about. Beth Luce states that there is a start-up upfront cost then there is a reimbursement and noted that they will get all information to the board as thy get it. Sarah Byrne stated within a year or after program is started the state starts reimbursing. Selectman Browne asks where will the money come from? Beth Luce says we are looking at alternative revenue sources. We are weighing it all out. Beth wanted to note there were some Special Ed changes and Ed tech changes as well. Beth said we just wanted to let you know what is going on, the Superintendent search is wrapping up in the next couple weeks. Sarah Byrne states that Pre-K could become mandated in the next 2 to 3 years and the question is do we want to wait till then to do something? Selectman Dill says he has heard a lot of conflicting reports on that. Beth Luce says currently the Budget is under last years. There is a daycare crisis in this Town. We are just making you aware; we want to hear from folks. Is there interest? Chairman Moody says the amount of money continuing to be spent on legal services for school is out of control. $100,000.00 in legal cost. Sarah Byrne says we are working on that. It is in the for front. We need to move forward . Beth Luce says I am sorry I did not bring budget. Selectman Moody says its fine, the old superintendent always came to a meeting and explained budget and now we are in the dark. Chairman Moody notes that May 1st is the DOT meeting we all need to try to be here for it. Chairman Moody said she would entertain a motion to go into executive session pursuant 503, confidential records and payment arrangements. Selectman Meldrum makes said motion. Selectman Browne: Seconds Motion made by Selectman Browne to accept payment arrangements and to send all foreclosed properties to Lawyer then call Keenan. Selectman Wilson Seconds. All in favor. Selectman Browne makes motion to adjourn. Selectman Meldrum seconds. All in Favor.
