Martin Drew questioned the executive session on LTV. He spoke about his ongoing issues
with LTV. He feels that they are being bias towards him. He asked Councilwoman Overby
as liaison to the Anti-bias Task Force why she hasn't been able to do something for him.
He spoke about their lease. He says that Southampton Town does there meetings
themselves.

Topics
Bids - Jeanne Carroza
Jeannie spoke about upcoming bids to award and to notice, all to be done at Thursday's
meeting.
B.
Montauk Traffic Study/Lighting/Taxi Parking
It has been recommended that additional lighting be placed on existing poles in this area.
The fixtures would be dark sky compliant. They spoke about an area for taxis. Also traffic
patterns in the area. A discussion of putting 6-8 parking spaces near the BNB was
discussed. The one way street is off the table at this time. They will try something with
cones temporarily to see if it helps.
Bonnie Brady spoke on her concerns with the proposed plan. She does not believe that
closing the circle to create a taxi stand is a smart decision. She does not agree with the
lighting additions and the parking suggestions.

The taxi parking area was also questioned.
Lorraine Creagan says that some ideas are good and some not so good. She agrees with
Bonnie that everyone should be able to speak on the subject and put in their opinions and
ideas. The word needs to get out to the entire community. She questioned traffic and
parking in the area of the Sloppy Tuna also.
Tom Muse says that taking the subject slow is a good idea. He is looking forward to the
traffic study meetings in September. He encourages signs to help out the new situations.
Residents must change their way of life for 3 months of the year. Don't take away our way
of life year round to support the summer.
Martin Drew wonders if these changes would be codified. He questioned UBER in the town.
He once again brought up the subject of LTV and airing all the CAC meetings so the citizens
can follow what is go on.
Sarah Conway asked if there are any other parking changes proposed for Montauk. See
thinks that there should be more permit only parking areas in Kirk Park. Fourteen spots are
not enough. She would be against lighting in the western section. She also spoke about
the IGA exit and signage in the area. She also spoke about the cinder blocks in the Sloppy
Tuna area.
Bonnie Brady says the plans and ideas should be posted on the website for all to comment.
The word needs to be put out.
Martin Drew says riding a bike might be a solution.

Outdoor Dining Pilot Program Legislation
Sylvia Overby spoke about how this issue arose. Michael Sendlenski explained the proposal.
This will be a pilot program for this year. This would allow current restaurants with proper
certificates of occupancies for restaurant use. It would not be for delis or take out food
businesses. It will allow restaurants to have outside dining on a portion of the sidewalk in
front of these establishments. Six feet of unobstructed sidewalk must be available. There
will be no umbrellas allowed in the outdoor seating areas. He explained the proposals.
There will be no alcohol allowed in the outdoor areas. A proposed law will be drafted soon.
Bonnie Brady does not like walking through the dining areas in the downtown area. She
does not think six feet of sidewalk is enough. Garbage is another issue in her mind.

Lorraine Creagan explained her point of view on the subject.
Martin Drew says what is good for the goose is good for the gander. The sidewalks are for
people to travel, not to add to seating. This is a bad plan. Scrap it now.
D.
PSEG Pole Replacement Project
This is a continuance of a prior meeting. PSEG is asking for an answer from the town on
what the town would like to do. They will not use composite material due to cost. We can
either replace or not. We can tell them we have problems with the materials the poles were
treated with or the size. They could opt out of East Hampton all together. The only
problem is this will not help our communities with future storm outages.
Board members weighed in on the issue and their concerns. Overall even though the
choices are not the best, they decided it would be wrong for them to decide not to move
forward with the project. It could be another 85 years before the power company decides
to replace old poles again.
Sarah Conway questioned the composite pole and what areas they are being used. She also
questioned underground lines.
The Amagansett PSEG area at the train station was also questioned and spoken about. The
court case was in the utilities favor and the town is challenging.
Martin Drew asked how many taxpayer dollars are being used to fight the issue. He thinks
give it up.

Liaison Reports
Peter VanScoyoc spoke about a meeting to take place at Second House regarding putting
the building on the Historic Registry and restore it to it's original condition. He spoke about
responses to the Coastal program. Fort Pond House uses for public use were discussed.
Sylvia Overby met with David Lys and discussed a lease for the Amagansett Life Saving
Station building and property. EHSHCAC met and discussed real estate signs, EECO farm
membership concerns, Hamlet studies.

Fred Overton spoke about the campsite issue that was previously proposed. They board is
in agreement to move forward. Deer Management Committee spoke about signage
concerns, warnings of deer in the area with speed carts, speed was a major concern. They
also spoke about public service announcements and possible bumper stickers. The also
spoke briefly about deer fencing. Zach Cohen met with Ann Glennon to discuss fencing and
the ARB to discuss signage. The SCAC discussed the rental registry, Amagansett Affordable
Housing units, Liz Mendelman spoke about the Springs School Board budget. The
committee also discussed a study on the quality of live for those in Springs.
Larry Cantwell states that there are just shy of 2000 rental registries to date. He thanked
the building department for their role and the people for complying. The ACAC will have a
discussion on the Affordable Housing Complex proposed in there hamlet.
V.
Executive Session, Airport Leases, LTV, Personnel, CPF
A motion was made at 12:04 p.m. by Councilman VanScoyoc, seconded by Councilwoman
Overby, to go into executive session.
