Corporation which is responsible for the development and management of Queen Elizabeth
Olympic Park and helping to regenerate east London.
The current Executive Director of Finance & Corporate Services, Jonathan Dutton, is leaving the
Legacy Corporation to take up a new role in the autumn. We are now looking for a highly
experienced individual to lead the organisation’s Financial & Corporate Services function. The
successful candidate will be responsible for managing a diverse professional team. As a member
of the Executive Management Team you will be the key adviser on the Financial & Corporate
aspects of a range of major capital programmes as well as ensuring the commercial viability of
major events and opportunities.

Queen Elizabeth Olympic Park and the surrounding areas are recognised
as one of London’s most important regeneration projects for the next 25
years. The London Legacy Development Corporation is responsible for
delivering the transformative legacy promised in London’s bid for the
2012 Olympic and Paralympic Games.
Following the successful opening of Queen Elizabeth Olympic Park in
April 2014, we are now looking for an Executive Director of Finance &
Corporate Services.
Working as a member of the Executive Management Team you will:

Contribute to the leadership, direction and management of the
organisation and delivery of all aspects of Finance and Corporate
Services.

Provide key business advice and support across the organisation
ensuring that business priorities are aligned to strategic aims and
objectives and are financially viable.

Lead and advise on the financial management and the viability of
the long term business plan, including major capital programmes
to achieve effective and robust financial control from conception
to completion.
The Person

An excellent record of achievement at senior executive level in a
significant organisation in the public or private sector.

A qualified accountant with expertise and experience in financial
management within a high profile environment.

Relationship management experience across political, partner
and commercial organisation boundaries.

Demonstrable experience of managing financial resources within
the context of major capital programmes, large scale events and
commercial opportunities.

Overview of organisation
“The 2012 Olympic and Paralympic Games, their infrastructure and investment have created the
most important strategic regeneration opportunities in London for the next 25 years.” (Mayor of
London, London Plan, 2011)
The Legacy Corporation was set up to deliver on the regenerative promise of the London 2012
Games. Our boundary not only includes Queen Elizabeth Olympic Park, but also adjacent existing
communities in the London Boroughs of Hackney, Newham, Tower Hamlets, and Waltham Forest,
who are represented on our Board.
These boroughs, together with the Mayor, have adopted the principle of ‘convergence’ – the
shared ambition that “within 25 years the residents of the Boroughs that hosted the Olympic and
Paralympic Games will have the same social and economic chances as their neighbours across
London”. Local employment initiatives, regeneration programmes, community engagement
programmes and the location of social infrastructure are all designed to foster integration, and to
support convergence.
The development of Queen Elizabeth Olympic Park and the regeneration of the wider east London
area is also a key objective of the Mayor’s Economic Development Strategy for London, published
in 2010.

We depend on a wide variety of partners and stakeholder to achieve these aims. These include:

Qatari Diar Delancey, Lendlease, Westfield, and Inter IKEA.
Stakeholder organisations, which range from elected bodies with a formal scrutiny role (eg
Parliament and the London Assembly), to organisations representing communities of
interest or identify (from business associations, to local community organisations, to
environmental pressure groups).
Sporting bodies such as Sport England, the British Olympic and Paralympic associations,
and the national governing bodies for individual sports.

Organisation Structure
The organisation is made up of seven Directorates; Finance and Corporate Services, Regeneration
and Community Services, Real Estate, E20 Stadium, Park Operations and Venues, Planning
Policy and Decisions and Executive office.
The Executive Director of Finance & Corporate Services reports to the Chief Executive. The post
holder presents to the Board, which meets monthly and is chaired by the Mayor of London. The
Deputy Chairman, Neale Coleman, carries out the day-to-day functions of the Chairman on behalf
of the Mayor, and chairs the regular meetings of the Chairman’s Committee. Other committees
include Investment, Park Operations, and Regeneration. These are chaired by Non-executive
directors and report monthly to the main Board. In addition to presenting to the Board, they also
present to the Audit Committee, which is held quarterly.

2012 Games and the creation of Queen Elizabeth Olympic Park to develop a dynamic new heart
for east London, creating opportunities for local people and driving innovation and growth in
London and the UK.
Purpose
The Legacy Corporation’s purpose is to focus on three areas:

PARK: a successful and accessible Park with world-class sporting venues offering leisure
space for local people, arenas for thrilling sport, enticing visitor entertainment, and a busy
programme of sporting, cultural and community events to attract visitors.

PLACE: a new heart for east London, securing investment from across London and
beyond, attracting and nurturing talent to create, design and make world-beating 21st
century goods and services, and becoming a place where local residents and new arrivals
choose to live, work and enjoy themselves, and businesses choose to locate and invest.

PEOPLE: opportunities and transformational change for local people, opening up access
to education and jobs, connecting communities and promoting convergence – bridging the
gap between east London and the rest of the capital.

Role purpose
Lead and direct all the Financial & Corporate services related activities of the Legacy
Corporation, ensuring the highest standards of reporting, probity, accountability, audit and risk
management. The Finance & Corporate Services Directorate includes the management of
finance, IT, legal shared service, procurement, governance and assurance.
Undertake complex interdependent financial planning, working closely and managing
relationships with Government, Greater London Authority (GLA), Host Olympic Boroughs, and
private sector and other partners to identify and align funding sources/receipts and investment to
the redevelopment and regeneration of the Queen Elizabeth Olympic Park and venues. This
includes providing complex financial advice and direction on major capital projects and events to
ensure check and challenge financial viability and effectiveness.
Act as the Section 127 Officer (officer with statutory financial responsibilities as specified in
Section 127 of the GLA Act) of the Legacy Corporation.
Key accountabilities
•
Direct all financial management and ensure the effective use of public funds, implementing
an interdependent financial plan that identifies and aligns resources, receipts and investment
to the priorities and activities of the organisation, while securing funding that enables the
Legacy Corporation to meet its business needs.
•
Act at all times with the highest standards of professional and ethical behaviour and satisfy
public expectations of probity and accountability through audit and scrutiny.
•
Be accountable to the Audit Committee, Board, London Assembly and Mayor, attending and
giving evidence to meetings of the London Assembly and its committees as appropriate.
•
Manage the ‘accountability’ of the organisation in close liaison with GLA sponsors, reporting
as appropriate to the Chief Executive and Board. Managing the liaison with respective
agencies to ensure public accountability.
•
Act as principal advisor to the Chief Executive and the Board on all finance and risk
management issues. Develop and maintain best practice systems, and procedures which
ensure that projects and programmes are risk appraised and identified risks are effectively
managed. To include robust financial plans and challenge on major capital programmes,
events and commercial opportunities.

Determine performance indicators and targets for the delivery of all programmes and
objectives, including relevant inputs, outputs, outcomes, systems and impacts to measure
performance.
•
Reporting to the Chief Executive, consult with the GLA in leading the preparation of the
organisation’s annual Budget and ten-year Business Plan, for approval by the Board and
oversee the annual closure of accounts and preparation of financial statements.
•
Lead the financial control process of the organisation, including chairing the Change Board
acting at all times under the delegated powers set out in the organisation’s Standing Orders.
•
As part of the Executive Management Team, provide effective and professional leadership,
supporting and promoting the activities of the organisation, and contributing significantly to
the building of a high performing organisation that is fit for purpose.
•
Ensure the development of the organisation’s corporate services systems, infrastructure,
policies and practices (i.e.: programme and project management, strategy and risk
management, IT and Information Services) to meet the needs of the organisation, enhance
the efficiency and delivery of agreed priorities and ensure that all statutory requirements are
met.
•
Contribute to the development of a commercial contracting strategy in close cooperation with
other members of the leadership team, brokering deals while optimising project structures,
financing and economic returns.
•
Provide visible leadership and motivate staff to ensure that delegated responsibilities are
achieved and effective communication maintained, including ensuring on-going performance
management.
•
Maintain budgetary oversight for key areas of directorate spend, managing and planning for
expenditure over the annual horizon, providing support and intelligence to influence future
resources and budget requirements;
•
Support and maintain a culture of continuous improvement and operational excellence,
contributing to corporate priority themes and the organisation’s overall delivery aims, acting
as an ambassador for the Queen Elizabeth Olympic Park.
•
Take reasonable care for the health and safety of themselves and others and take
