Apologies: Three were received. 1. Welcome Justine Greening MP (JG) introduced herself and explained the reasons behind the need for the Thames Tideway Tunnel. JG added the group had been meeting for the last five years and had worked through a lot of proposals over those years in order to ensure lasting benefits were included and above all, that work would be as non-disruptive as possible and that the river would be used as much as possible. JG said tonight’s meeting was the start of the next phase, to enable problems to be tackled hopefully before they arise. JG thanked everybody who had been involved over the last few years for taking time out on behalf of the community, and also welcomed newcomers. 2. Introduction of Tideway Representatives Ben Green (BG) introduced himself and advised he was joined tonight by many of his Tideway colleagues. He advised the minutes from the meeting would be sent out to everybody who supplied their email address and will also be posted on Tideway’s website. Action: Yvette Hewlett (YH) to send out minutes and presentation. 3. Tideway to explain the purpose of the working group BG gave a presentation which started with the purpose of these meetings and what is hoped will be achieved. 4. Tideway update presentation - including: Putney Embankment Foreshore; Barn Elms; Community Investment and Relations Tom Brown (TB) continued with the presentation, explaining the specifics of the scheduled work timetable at Putney Embankment Foreshore. Question from resident: Will the Thames Clipper be staying in operation? TB advised the Thames Clipper will be staying in operation. Tideway may need to limit barge movements at certain times. Question from resident: Are there any proposed parking changes for the embankment? TB confirmed as part of Tideway embracing the ‘more by river’ approach, welfare units will be berthed on Putney Pier, which will cause less of an impact on the land. This has allowed Tideway to reduce the hoarding area and more parking spaces will be retained than originally planned. Question from resident: Will noise monitoring take place? TB confirmed both air quality and noise monitors have been installed in the last few weeks at the slipway and further monitors will be installed at the site. TB confirmed it is important for Tideway to leave sections of the river free for rowers to continue to use. Tideway is currently in discussions to move moorings along the river in order to leave separation between Tideway work and rowers turning. Question from resident: Is there a risk of vibration damage to buildings close to the river? TB confirmed the risk is very low and full assessments will be carried out if necessary. There is a process where particular properties are identified and Tideway will survey any buildings that are identified as possibly being at risk. If any damage is caused, Tideway will pay the cost. Question from resident: How many lorries will go past per day? TB confirmed that there will be between 3 - 4 lorries travelling down Glendarvon Street between 10.00 and 15.00 per day. Question from resident: How many times does the slipway currently get used and why does a temporary one have to be built? BG advised a temporary like-for-like slipway will be installed whilst Tideway is using the area for the main works. Chris Stratford (CS) added that he has spoken to the three main users of the site and it was agreed some years ago that the slipway would be replaced whilst work was taking place. Question from resident: Will the slipway be reinstated back to how it is now? TB confirmed the slipway will be reinstated back to its current condition. CS added the large cobbles at the top end will be removed and stored and then reinstated when the works have finished. Chris North (CN) continued with the presentation and moved onto the Barn Elms site. He advised that the Barn Elms Sports Centre Changing Room work was due to start in April 2017, with the aim to finish by Christmas 2017. JG added that the Barn Elms site is no longer a main tunnel drive site, as originally proposed. This was due to the engagement with the group over the last few years. Question from resident: We were told all material brought up from the shaft would be taken away by river. How will the material get from the shaft to the river? CS confirmed that removal of material by river was planned when the site was proposed to be a main tunnel drive site. Now that it is a smaller site, the shaft will only be 6 metres in diameter so a lot less material coming out. There will be 8-10 lorries per day accessing the site. Question from resident: Are any paths going to be closed due to the work? CS confirmed there is no intention of closing any paths. CN continued with the presentation and confirmed the development of the new changing rooms facility will be Tideway’s first deliverable legacy at this site and the facility will remain fully open throughout the work. Question from resident: Will The Boathouse continue to operate? CN confirmed it will continue to operate. BG continued with the presentation which moved onto air quality and noise monitoring. BG confirmed that noise and air quality measurements are being taken before work starts, in order to establish a baseline that will then be used to establish limits that should not be exceeded throughout the duration of the works. Measurements will continue to be taken throughout the duration of the works. Putney Embankment Foreshore and Barn Elms Working Group Minutes OFFICIAL Page 3 of 6 OFFICIAL Question from resident: Does mitigation for air quality and noise monitoring include secondary glazing? BG confirmed that as part of noise assessments which include assessing the type of work that will be carried out, a baseline level is established. This assessment identifies Trigger Action Plans (TAPs) properties, where it is believed that no matter how well work might be done, a disturbance may be caused. Tideway has written to the properties identified in order to offer TAPs before the work starts. These TAPs include secondary glazing, amongst other mitigation measures. The resident advised he has never received a letter regarding TAPs and BG advised the reason would be that only the properties close to the site which have been identified as being possibly affected would have been contacted. However, if the resident is concerned and wishes to apply for TAPs, he could apply to Tideway as a ‘special case’, which would be considered by an independent panel. BG added that Dan Webster (DW) was present at the meeting to discuss any further noise and air monitoring issues / questions. Question from resident: Does work have to be done to road sewers as part of the project? BG confirmed no work will need to be done to the road sewers. The project will redirect sewage from the Combined Sewer Overflows (CSOs) into the new tunnel, rather than allowing sewage straight into the river, which is what happens at present. Tom Lane (TL) continued with the presentation and gave an overview of Tideway’s aims with regard to skills and employment. Question from resident: How many workers are anticipated to be at Putney? TL confirmed 40-50 workers will be at the site at peak times. Question from resident: How will workers be transported to the site, will there be parking on site? TL advised there will not be any parking on site and workers will be using public transport. Tideway is currently investigating the possibility of a mini-bus / travel plan. Patrick Kelly (PK) continued with the presentation, which moved onto Community Relations. PK confirmed he is trying to be pro-active and meet as many people in the community as possible over the next few months and years. He is looking at a community investment programme to see what Tideway can assist with locally and is currently liaising with local schools, etc. He is open to suggestions and would welcome information on where help might be required. PK confirmed he is the link between Tideway’s 24/7 Helpdesk and the project team and therefore any issues that are logged with the Helpdesk will be sent to him to manage. He hopes these meetings will continue on a quarterly basis. Question from resident: Are complaints about works to be directed through PK? If so, a telephone number should be made available. PK confirmed Tideway has a 24/7 Helpdesk (08000 308080) and that cards containing this number will be made available at the end of the meeting. CS added that once work starts, Information Sheets will be issued to local residents and businesses two weeks in advance of each stage of work. These Information Sheets will also be placed on the website. Question from resident: I live behind where the temporary slipway will be, why have I not received a letter regarding noise and vibration? Putney Embankment Foreshore and Barn Elms Working Group Minutes OFFICIAL Page 4 of 6 OFFICIAL PK advised he would obtain the resident’s details after the meeting. All residents living within 100m of the site will have Information Sheets delivered to their properties, but he would add her details to the email distribution list. Question from resident: Who receives the Information Sheets currently? PK confirms these will go out to residents within a 100m radius of the site once the work starts. Question from resident: Is there any compensation planned for residents during the disruption? PK advised people can apply for special cases via the Helpdesk, which will then go through an independent process. The Independent Advisory Service (IAS) is also available to speak to about compensation queries (via the Tideway Helpdesk). There is also a process in place should any business suffer loss of earnings. Question from resident: What assurances are there that the construction timeline will be adhered to? BG advised Tideway’s original overall scheme had a timeframe of 7 years. Over the last year this timeframe has been challenged with the contractors and the aim is to now complete the project up to two years earlier. JG advised these meetings will be held regularly and she will always follow up local issues and will continue having separate meetings with Tideway to raise specific issues. She is trying to ensure the right things are in place so that when work takes place, she can give Tideway her concerns and things can be raised face-to-face at these meetings. The project is very much needed to ensure the long-term benefits of a clean river. JG is interested in gathering ideas on how the group wishes Tideway to work with local schools and within the community. CS asked how regularly the group would like the meetings held. JG believes every three months would be ideal. CS mentioned this would mean the next meeting being at the end of December, so maybe end of November / early December would be better for the second meeting. Action: Tideway to arrange next meeting for late November/early December. Question from resident: A resident mentioned to CS that when these meetings were first discussed, it was suggested that a Council Planner should be present. CS confirmed a representative from Wandsworth BC was present. Question from resident: A resident suggested that maybe one voice from the community could collate the views and issues and relay these directly to PK and vice versa. PK agreed. PK asked for people to leave their email address on the registration form in order to receive the presentation from tonight along with the minutes. Question from resident: Will BREXIT affect Tideway’s funding at all? Mark Corben (MC) confirmed that fortunately, all the money for the project has already been raised and Tideway is a private sector company. Tideway is confident that BREXIT will not have any impact on the project. JG asked that any questions, thoughts or ideas after the meeting be emailed to herself or PK. 5. CS confirmed meetings are being taken and will be distributed in due course and placed on the website under both the Putney Embankment Foreshore and Barn Elms site pages. JG asked that when the minutes are sent, can hard copies or links to documents be given, including broader details and the Helpdesk telephone number. Action: YH to include link to Tideway construction pages with minutes and presentation, along with Helpdesk telephone number. CS advised if anybody wants to know about the project, there is lots of information on the website - www.tideway.london. 6. Date of next meeting Thursday, 24 November 2016.
