Junction Road compound
NorthConnex is a nine kilometre tunnel that will link the M1 Pacific Motorway at Wahroonga to the Hills M2
Motorway at West Pennant Hills, removing around 5,000 trucks off Pennant Hills Road daily.
The tunnel motorway includes interchanges to the north and south to accommodate connections at either
end of the project. When complete in 2019, it will link Sydney’s north to the orbital network and enable travel
from Newcastle (M1) to Melbourne without a single set of traffic lights.
NorthConnex will also boost the state and national economies by providing more reliable journeys and
shorter travel times for the movement of freight.
The Junction Road compound was approved as part of the
Environment Impact Statement (EIS) for the NorthConnex
project. The compound is a temporary facility to support the
widening of the M1 Pacific Motorway and will be used to
provide site amenities for construction site personnel and also
used for the storage of material and equipment. It is expected
the compound would be in place for approximately three
years and will be removed when construction is complete.
After work is complete, the area will be revegetated and
rehabilitated in accordance with the project deed.
The compound will provide parking for up to 50 light vehicles
with staff accessing the compound via Coonanbarra Road
and Carrington Road, Wahroonga. Access by heavy
vehicles would be required during site establishment and
demobilisation; however, heavy vehicle movements are
anticipated to be relatively low during construction activities.

Environmental Management
Environmental controls have been put in place to minimise the potential impacts on the local community and environment from
construction activity. These controls, summarised below, are outlined in the Construction and Environmental Management Plan
(CEMP) and its sub-plans, available on the NorthConnex website.

Table 2: Outline of control measures being implemented at Junction Road Compound
Potential impact
Control measures
Noise
• Construction work on the surface will be limited to standard construction hours of Monday to Friday 7am6pm, Saturdays 8am-1pm , except when approval is granted for working outside these hours .
• Any works outside of standard hours will be notified separately to the community
• Vehicles will be fitted with non-tonal reversing beepers
• Equipment and vehicle engines will be turned off when not in use
• Noise generating equipment such as; generators will be located as far away from project site neighbours
as possible.
• Water carts, sprays, sprinklers and dust curtains will be used to suppress dust when needed
Air quality (dust
and emissions)
• Equipment and vehicle engines will be well maintained and turned off when not in use to minimise
emissions
• Controls such as wheel washes and shaker grids will be used to minimise dust or mud tracking
• Weather conditions will be monitored and construction activities adjusted as necessary to minimise dust
generation.
Traffic, pedestrian
and road safety
• Safe pedestrian access around worksites will be maintained and signposted
• Traffic control personnel will be stationed at the site entrance at all work operating hours assisting
pedestrians across the entrance
• Traffic controllers will direct traffic into the site when heavy vehicle movements are taking place.
• All hazardous substances will be stored in accordance with the suppliers instructions
Storage of
hazardous
substances
• Bund and spill management kits with ability to contain a minimum of 110 per cent of the volume of the
largest stored container
• Storage areas located away from natural or built drainage lines to minimise the likelihood of pollutants
entering any adjacent watercourses in the unlikely event of a spill or leak escaping the bunded area.
