The role of Lutheran Social Services is to offer help, healing, and hope to children in treatment centers and foster homes, to seniors experiencing difficult transitions, to those in financial and emotional crisis, and to the victims of natural disasters. And to provide our services in a timely manner. Today, not tomorrow. Tomorrow, rather than next year. This past fiscal year [April 2009 through March 2010], your contributions and commitment made it possible for Lutheran Social Services to give hope, shelter, and a helping hand to thousands of children and families throughout Texas. Combined with a visionary board, amazing staff, and loving volunteers, LSS was able to make an impact well beyond the walls of our offices, senior facilities, and treatment centers. It was a productive and dynamic year for our organization. Today, as LSS faces the future with reduced State revenue, we are being asked to do more with fewer resources. The need for private support becomes a critical factor in guaranteeing that our work continues in its full scope. Mull, Chair, LSS Board of Directors Children’s Services: It’s About the Kids Can a mother forget the baby at her breast and have no compassion on the child she has borne? Though she may forget, I will not forget you! See, I have engraved you on the palms of my hands. ―Isaiah 49:15-16a Foster In Texas (FIT) Providing stable, loving homes for the more than 900 children in LSS foster care who have been removed from their biological homes requires exceptional families and dedicated staff. Meeting the demand for foster homes qualified to care for primary medical needs children, sibling groups, and teens continues to be our greatest challenge. To alleviate this need and to recruit and serve more foster homes, LSS opened new offices in Bryan-College Station and The Woodlands-Conroe area. Adoption – Here & Abroad We believe adoption is “a match made in heaven.” Adoption is the outcome we often pray for as we consider the best interest of the child, alongside the families whose lives we so closely touch. Since the 1940s, LSS has placed more than 7,400 children in adoptive homes. We first became involved in international adoptions in the 1960s, and this past year LSS explored some possibilities for expanding our international adoption outreach into new countries. The results of that exploration will come to fruition during the 2010-2011 year. Our domestic adoption program applies to Texas only. LSS helps families adopt children through the Texas Department of Protective and Family Services foster care system, the Heart Gallery of Central Texas, and Wendy’s Wonderful Kids™, the signature program of the Dave Thomas Foundation for Adoption. LSS also coordinates adoption plans through our Unplanned Pregnancy Services, providing individual counseling, support, and resources to help birth parents explore their choices. In 2009 LSS facilitated 202 domestic adoptions and 61 international adoptions, treated 491 children in three residential treatment centers, and provided emergency shelter to 311 children. Residential Children’s Treatment Centers – From Tough Times to a Brighter Future Our residential treatment centers provide safe havens for children who need a fresh start and renewed hope. Here, those kids are given a place to heal from the past. Their physical, emotional, and educational needs are met, and for many it is the first time, the first place, they have ever felt truly safe. At the centers, the children receive on-site education through Trinity Charter Schools, and participate in activities that range from athletics, fine arts programs, dance classes, field trips, and community-centered programs. • Bokenkamp Children’s Shelter, located in Corpus Christi, is an emergency shelter that houses 80-85 unaccompanied refugee children (from infants to teens) from Central and South America. Separated from their families in often tragic circumstances, these children receive medical assistance, case management, counseling, bilingual education and computer skills, help searching for family members, and spiritual support. • Krause Children’s Center, located just outside Houston in Katy, serves troubled boys and girls aged 11 to 17. Most of the children have been removed from their homes due to extreme physical, emotional, and sexual abuse. In an environment of trust and hope, they begin their road to emotional and spiritual wellness. 1 Residential Children’s Treatment Centers (continued) • Nelson Children’s Center in Denton provides residential treatment and special programs for more than 100 severely emotionally disturbed girls and boys (ages 6 to 15) each year. Opportunities for individual enrichment include family counseling, structured activities and a voluntary spiritual care program. • New Life Children’s Center in Canyon Lake is a home in the hill country for young girls (ages 11 to 17) who are survivors of physical, emotional, and sexual abuse. Funds raised this past year have made the construction of a new 20-bed dormitory possible, with a move-in date scheduled for fall 2010. BeREAL (Ready, Educated, Accomplished Leaders), a pilot program in New Orleans, was officially launched by LSS in early 2010. BeREAL addresses directly a problem that has garnered nationwide attention: the plight, and often bleak futures, of children aging out of foster care. National studies have shown that children without a permanent placement when they reach 18 are the fastest growing segment of the homeless population, and twice as likely as the general population to be incarcerated. BeREAL transition services are provided (to children ages 13-25) in the old Bethlehem gym, now a restored BeREAL program facility. With the support and help of community volunteers and mentors, more teens in foster care can experience hopeful futures. Senior Services To age with grace, it becomes increasingly important to have support to manage the transitions that will inevitably occur. As a person’s physical condition changes, the desire to maintain independence, choice, and self worth continues. To this end, Lutheran Social Services operates five retirement communities, an adult day center, and our Care-Connect senior care management program. LSS provides customer-oriented communities and supportive services to meet the needs and desires of the elderly as our society transitions from a country of youth to a nation of maturity. Services include the full range of senior care: Independent Living Copperfield Village, Victoria Kruse Village, Brenham Trinity Place Apartments, Round Rock The Village at Gleannloch Farms, Spring LSS manages four independent living facilities, three assisted living facilities, two skilled nursing facilities, and two adult day care centers that collectively served more than 1,000 persons. Assisted Living Kruse Village LaRoche Manor, Brenham The Village at Gleannloch Farms, Spring Wedgewood South, Lubbock Skilled Nursing, Memory Care Kruse Village, Brenham The Village at Gleannloch Farms, Spring Buena Vida Adult Day Centers Last year, the two Buena Vida Adult Day Centers in El Paso served 240 low-income elderly and disabled persons, nearly half of whom have Alzheimer’s or other dementia-related illnesses. Buena Vida’s services allow participants to live with their families, rather than move to a nursing home. Care-Connect Eldercare issues can be daunting and complex. Through Care-Connect, a Geriatric Care Manager (GCM) helps seniors and their caretakers by making thorough assessments and coordinating medical and home-care services. Established in December 2008, Care-Connect has steadily built its clientele and has served hundreds of seniors throughout Central and East Texas. Care-Connect is expanding into Home Care in Fall 2010. 2 Helping Our Friends In Need Lending assistance during tough times and financial crisis comes down to helping those in need with life’s basics and giving them access to health care. Two LSS-Lubbock ministries serve this population by distributing food and utility vouchers, hygiene products and prescriptions, diapers and baby formula, sack lunches for the homeless, and health services for uninsured patients. Neighborhood House, in its 43rd year, is unique to Lubbock County, providing emergency assistance for those at poverty level or below with food and other necessities of life. Neighborhood House served more than 100,500 individuals in the Lubbock area last year, and distributed more than 62 tons of food and hygiene products. Health for Friends Clinic is a valuable resource for those who would not otherwise have access to health care. Nurses made 11,000+ patient contacts at the clinic and 19 outreach sites this past year, performing health screenings and one-on-one support for clients at risk for chronic health problems such as diabetes. Disaster Response: Rebuilding Communities & Families The Recovery for Ike Survivors Enterprise (RISE) disaster case management program continues to offer help, support, and advocacy for Hurricane Ike victims. RISE has connected more than 7,500 households to an array of available support and assistance―helping survivors achieve their disaster recovery goals as they move toward full recovery from Hurricane Ike. RISE continues to successfully target and serve special needs populations, as we attempt to reach those most vulnerable. In February 2010, Lutheran Social Services Disaster Response (LSSDR) was awarded a $10.7 million Social Services Block Grant (SSBG), funded by the Houston-Galveston Area Council (H-GAC) to provide unmet needs funds for survivors of Hurricane Ike in 10 counties: Austin, Brazoria, Chambers, Fort Bend, Galveston, Liberty, Matagorda, Montgomery, Walker and Waller. Funds from the SSBG grant are being distributed through local long-term recovery committees to address the ongoing needs of Ike survivors. During the hurricane season LSSDR stands ready to respond, to provide both immediate and long-term assistance in Texas and Louisiana as needed. Spiritual Care: Healing Through Faith We believe that for true healing to occur, spiritual needs – as well as physical and emotional needs – must be addressed. Meeting the needs of the most vulnerable in these three areas is the cornerstone of what we do, influencing what we stand for each and every day. The Stephen Ministry program has been introduced at all of our residential programs, offering children, families, older adults, and our volunteers opportunities for increased spiritual growth on a voluntary basis. LSS is the first multi-site organization to implement this renowned program. As a faith-based organization, spiritual care is a fundamental component of our ministry – and hope and spiritual nurturing are integral components of each of our programs. We are privileged to be a spiritual resource for those most in need across Texas and Louisiana. Change a Life at Bokenkamp (October 17, 2009), The 18th Annual Fashion Show & Luncheon at the Omni Bayfront Hotel in Corpus Christi showcased tasty food and the latest fashions, all to benefit our emergency children’s shelter. Make a Difference – “La Vie Nouvelle” (February 13, 2010) The 11th Annual “Make a Difference” gala was held at the Austin Music Hall, and featured a live performance by singer/songwriter Guy Forsyth. (March 25, 2010) This was the 6th Annual celebration of Buena Vida, Texas’s first adult day centers.
