Delegation from the Selangor State Legislative Assembly, Malaysia On 1 August 2012, I hosted a delegation from the Selangor State Legislative Assembly, Malaysia. The Delegation, which was led by Hon. Dato Teng Chang Kim, Speaker, and Chairperson of Special Select Committee on Competency Accountability and Transparency (SELCAT), took a tour of Parliament House and later a briefing was held, where the Delegation took an interest in the separation of powers: challenges of the independence of the legislature; the effectiveness of checks and balance and challenges of the house committees; the working of the committees; the effective role of the House in the legislative process of the government annual budget outreach program of the legislature; and cooperation between the legislatures. After the Briefing, I invited the Delegation for lunch in the Parliament House Dining Room, which was attended by Members and staff from both the Legislative Council and Legislative Assembly. The Delegation is from Selangor, which is one of the 13 states of Malaysia. The state is also the home of the federal capital, Kuala Lumpur. Selangor is referred to as the richest and most developed state in Malaysia. It has Malaysia’s largest port, Port Klang, and many of the country’s largest industrial operations. It has a diversified economy, with mainstays being rubber, palm oil and tin mining. The Selangor State Legislative Assembly is a unicameral state legislature, composed of 56 members representing constituencies throughout the State. Elections are held no more than five years apart. The Legislative Power is divided between federal (bicameral) and state (unicameral) legislatures. The Federal Parliament comprises the House of Representatives and the Senate. States have their own elected Legislative Assemblies. Malaysia is Western Australia’s 12th largest trading partner. Over the past five years, the value of Western Australia’s imports from Malaysia has exceeded the State’s exports to the country. Crude petroleum and non‐monetary gold feature predominantly in both exports and imports between Malaysia and Western Australia. This reflects the State’s role in refining gold, and Malaysia and Western Australia’s significant petroleum sectors.
