League supports South Tahoe area plan and
opposes Brockway
Tahoe’s regional plan includes measures to protect and
restore important open space, particularly forests and
meadows, which act as natural filters for the Lake.
A complementary tactic of the plan is the redevelopment
of Tahoe’s town centers to remove urban blight, transfer
development from sensitive lands to urban areas, and reduce
the amount that residents and visitors are forced to drive
when getting around Tahoe.
In that spirit, in 2015 the League continued to advocate
for good community planning, supporting the City of South
Lake Tahoe’s Tahoe Valley Area Plan. This new vision for
the South Tahoe “Y” area features a “greenbelt” concept
that mixes inviting outdoor amenities like bike paths with
stormwater pollution management systems.
By contrast, we strongly oppose Brockway, a 550-unit
camping resort proposed for a hard-to-reach area along
the Basin’s northern scenic ridgeline. We detailed our
concerns in a 13-page comment letter, noting how Brockway
would increase traffic-related air pollution by scattering
thousands of visitors across acres of beautiful forest. At our
encouragement, community members used our analysis
when they spoke in opposition, flooding a north shore Tahoe
Regional Planning Agency meeting.

Out-of-Basin projects could harm the Lake
In 2015, developers unveiled plans for a large residential
and commercial complex at Martis Valley West, just outside
the north rim of the Tahoe Basin. To the west, Squaw Valley
developers proposed a sizable expansion of Squaw Village.
Though located outside the Lake Tahoe Basin, both projects,
as proposed, pose threats to the Lake, such as increased
traffic and the associated tailpipe pollution, but how much is
unclear. League staff discovered that the initial environmental
documents for the Squaw and Martis projects completely
dismissed their potential to harm Tahoe’s environment.
Historically, TRPA has primarily focused on projects inside
the Tahoe Basin, the boundaries of the agency’s power to
approve or deny projects. But Tahoe’s Regional Plan Update
requires neighboring jurisdictions to coordinate with TRPA
regarding projects that affect the Lake. Recent years have seen
an increased number of projects proposed just outside the
Basin, some posing threats to Tahoe’s environment. Following
concerns voiced by the League, TRPA enacted a formal policy
to ensure they review such nearby, but “out-of-Basin,” projects.
Protecting Tahoe’s shoreline through an updated
Shorezone program
What will the future of Tahoe’s shoreline look like? In
2016, the League will be deeply engaged in efforts to develop
a comprehensive new Shorezone plan to address boating
access to the Lake for private property owners and the public,
including the construction of piers, buoys, boat ramps and
slips. Absent a good program, there is continued potential
for the placement of illegal boating structures that could
harm habitat and scenic shoreline vistas. Following concerns
expressed by the League and the Tahoe Lakefront Owners
Association in a joint comment letter, TRPA has accelerated
its efforts to bring stakeholders together to produce a plan.
“We have been at this for years,” said Jan Brisco, executive
director with the Tahoe Lakefront Owners Association.
“What’s new is that this collaborative process has the potential
to act as a catalyst for positive change for Lake Tahoe, with
a balancing of property rights and protections for the Lake.
I believe that once we get this new program adopted, we
can move on to enable the programs that will improve Lake
Tahoe for generations to come.”
Working with TLOA and other stakeholders, the League
is optimistic we’ll see progress toward a new Shorezone
program that ensures strong protections for the Lake while
providing clarity for boaters and homeowners who want to
do the right thing.

Data-driven solutions for cleaning Tahoe’s beaches
and communities
After many summer weekends, trash left behind mars
the Lake’s shoreline and nearby neighborhoods. For years,
organizations including the League have led beach and
community cleanups, but some criticized cleanup efforts as a
Band-Aid approach: treating the symptom without educating
the public in way that prevents future littering.
When we hired Marilee Movius in 2014 to manage the
League’s community engagement efforts, she took a different
approach. She led our volunteers to catalog each item of
trash collected and weigh the total haul. The intent was to
establish a baseline of data. Where were the hotspots? What
were the problem items? Most importantly, what could be
done about it?
Under Marilee’s leadership, hundreds of volunteers have
not only cleaned up miles of Tahoe shoreline and many
neighborhoods, they have built a dataset of litter that is
shaping the League’s education and advocacy for solutions.

“Single-use plastics are the top trash item we find,
including water bottles, utensils and straws,” said Marilee.
“Unfortunately, they are resource-intensive to produce and
have poor rates of being recycled. We educate our volunteers
that choosing reusables is the best solution.”
The hard numbers — pounds of trash, numbers of plastic
bottles and bags — attracted media attention, extending our
ability to educate the public. Last year saw further media
intrigue when our volunteers recovered decades-old trash
items exposed by low-water drought conditions.
Two years of data collection has highlighted problems
requiring our attention: for example, League volunteers have
picked up over 26,000 cigarette butts in that time. In the year
ahead, we will partner with local land managers and business
owners to offer a better option than our beaches for cigarette
disposal: canisters at businesses, bus stops and trailheads
sponsored by dedicated community members.
Beach and community cleanups provide not only
opportunities to combat pollution — everything flows to
the Lake — but often serve as an entry point for community
members who wish to get more deeply engaged to Keep
Tahoe Blue. Many of the League’s most dedicated volunteers
initially became involved at a cleanup.
Our cleanup efforts succeed only because of the support
from the League’s members, outstanding partner agencies
and businesses, and our dedicated cleanup volunteers.
Together we will care for Tahoe’s shoreline and communities.

Together, we can Keep Tahoe Blue
Collaborations with Tahoe stakeholders are a part of every
action the League takes to Keep Tahoe Blue. This is especially
true for our actions to combat the biggest threats to Lake
Tahoe: urban stormwater runoff and aquatic invasive species.
Stewards of Stormwater
Throughout the Basin, over 150 pipes collecting stormwater
from neighborhoods dump into the Lake or its tributaries,
often without any filtration. As part of our Stewards of
Stormwater program, last spring the League teamed up with
El Dorado County stormwater coordinator Russ Wigart
and volunteers from SOS Outreach Tahoe. SOS Outreach is
a national youth development nonprofit that fosters selfconfidence, leadership skills and positive decision-making in
underserved youth.
Together, we installed storm drain markers — handsome
medallions with the phrases “No Dumping” and “Keep
Tahoe Blue” — on storm drains throughout the county’s
Montgomery Estates neighborhood. In 2016, we have
commitments from nearly all of Tahoe’s jurisdictions to install
storm drain markers in their neighborhoods, all made possible
by your support.

Partnering to tackle invasive species
Last year we partnered with the Tahoe Keys Property
Owners Association to host a series of Eyes on the Lake
trainings. The trainings empower residents with the skills
needed to identify and report on the location of aquatic
invasive species. (See page nine for more about Eyes on the
Lake).
Looking ahead, League experts will remain engaged in
the development of an integrated weed management plan to
address the substantial aquatic invasive species infestation in
the waters of the Keys, while scheduling regular Eyes on the
Lake trainings all summer at the Keys’ community center.
The AIS Challenge at Lake Tahoe
Before the start of the widely successful boat inspection
program at Lake Tahoe in 2008, nearly 30 non-native aquatic
species had already made their way into the Lake: the tally
includes invasive water weeds, warm water fish, clams, and
the American bullfrog.
While much has been done already to address the threat
of these aquatic invaders, questions remain about how to
prioritize control efforts among these species. Last summer,
the League collaborated with TRPA, the Tahoe Lakefront
Owners Association and the Tahoe Fund to produce a
summary of the Aquatic Invasive Species Challenge at Lake
Tahoe.
The four-page piece distills over 400 pages of peer-reviewed
scientific articles and technical management plans, providing
a frank assessment of what is known and what remains
unknown about one of the greatest threats to Lake Tahoe’s
ecology.
By providing a plain-English resource for the public and
decision-makers, our hope is that an informed public will
support efforts to secure the additional funding needed to
expand and improve the control efforts to protect the Lake.
“AIS, creatures and plants that don’t belong in Lake Tahoe,
are a critical problem,” said Clem Shute, governing board
member with the Tahoe Regional Planning Agency. “The
paper, spearheaded by the League, makes a complex subject
understandable and should help build public support for more
intensive efforts to control this very serious problem.”

Using citizen science to protect the Lake’s clarity
On a rainy day last July, Dan Mendoza knew something
was wrong before he even got to the stormwater pipe
dumping into Ski Run Marina in South Lake Tahoe. Dan
volunteers with Pipe Keepers, the League’s citizen science
program to address the threat of stormwater pollution
entering Lake Tahoe.
“What was weird was the pipe’s flow was so strong that it
was going onto the walkway of the marina,” says Dan, “but
the most notable thing was the putrid smell. I could smell the
stench from 50 feet away.”
He checks the Ski Run pipe whenever it rains or snowmelt
flows. Urban runoff from rain and snowmelt, carried into the
Lake by pipes like the one dumping into Ski Run Marina, is
the largest source of pollution degrading Lake clarity.
Dan dropped off his sample for analysis at the League
office as usual. This sample turned out to be more turbid —
a measurement of cloudiness obtained in the lab by League
staff — than any previously gathered at the Ski Run pipe.
When we shared the news with the City of South Lake
Tahoe’s stormwater program coordinator, Jason Burke, he
invited League experts and Dan to tour the area to help solve
the problem.
Dan’s sample helped the League and the city find the root
of the problem: stormwater infiltration basins had become
clogged with sediment upstream from the pipe. Also, a weir,

which is a water diversion structure, was damaged. The
city promptly replaced the faltering weir and made plans to
remove sediment from the infiltration basins soon thereafter.
Preventing pollution in 2016
We’ll succeed in Keeping Tahoe Blue only with the help of
good science, healthy collaborations and a community that
supports strong protections for the Lake. Pipe Keepers like
Dan, also one of the League’s core volunteers, contribute
critical citizen science data that greatly strengthens our ability
to Keep Tahoe Blue. Lastly, League members like you provide
the support needed to train new volunteers to join Dan and
the resources to analyze the results and advocate for solutions.

EYES ON THE LAKE
You cannot halt the spread of aquatic invasive species,
one of the largest threats to Lake Tahoe’s ecology, without
knowing where they are. That is the concept behind Eyes
on the Lake, the League’s citizen science program to help
prevent the spread of aquatic invaders in Tahoe’s waters.
League staff train volunteers how to identify and report
the presence of aquatic plants found while out enjoying the
Lake. This information is used for early detection of new
infestations, enabling on-the-ground action to stop these
invaders in their tracks. Eyes on the Lake volunteers literally
protect while they play at Lake Tahoe.
Last year, your support made it possible to add new
training locations on the north shore and host the first ever
Lakewide survey day, resulting in over 40 new aquatic plant
surveys. One of these surveys identified a new infestation on
the east shore, prompting plans for control actions in 2016.
Bringing Eyes on the Lake to the front lines
Much like Tahoe’s boat inspection program, marina staff
are the last set of experienced eyes checking a boat before it
enters the Lake. Sometimes, boats have picked up invasive
plants from other parts of Lake Tahoe itself. In May, League
experts provided specialized Eyes on the Lake training to
staff from four marinas that are currently weed-free: North
Tahoe Marina, Sierra Boat Company, Obexer’s Boat Company
and Tahoe City Marina. Now these marinas conduct regular
surveys of their waters to keep them weed-free and educate
boaters how to prevent the spread of invasive weeds around
Lake Tahoe.
“We found the class very informative, especially the hands-
on training with both the invasive and the native species,” said
Darren Kramer of Obexer’s Boat Company. “It’s one of the
most beneficial trainings we’ve had to date.”
Taking citizen science online to protect Tahoe
In 2015, the League partnered with the UC Davis-Tahoe
Environmental Research Center to include our Eyes on the
Lake program in a new smartphone app they developed.
We will further incorporate TERC’s app into our volunteer
trainings in 2016, enabling volunteers to file reports on
aquatic invasive plants from their mobile device. Download it

Tackling invasive species in 2016
Supported by members like you, we will offer specialized
trainings to more marina staff, while expanding our standard
trainings for volunteers. Growing our citizen science efforts
improves our chances that we can tackle aquatic invasives

A former environmental attorney with Earthjustice, League
Board Member Anne C. Harper also holds masters degrees in
nonprofit administration and comparative and international law.
She joined our board in 1999, bringing her extensive experience as
an attorney and nonprofit strategist.
What was your first involvement with the League to
Save Lake Tahoe?
I first became involved with the League during the summer
of 1997, when the League’s then Executive Director Rochelle
Nason asked me to help her prepare for the Presidential
Forum at Lake Tahoe. The Clinton Administration had made
an unprecedented commitment to address the environmental
threats facing Lake Tahoe and sent three Cabinet members,
as well as U.S. EPA Administrator Carol Browner, to host a
series of public workshops on water quality, transportation
and forest health issues.
Then Vice President Gore and President Clinton personally
visited the Lake. And because the League was the only
environmental organization on the planning committee for
the Forum, it was our job to explain what the environmental
threats to Lake Tahoe were and to suggest ways in which the
various government agencies involved could better coordinate
their efforts. I’ll never forget how Vice President Gore used
our language to publicly explain to President Clinton how we
needed to “Keep Tahoe Blue.” That summer was an amazing
introduction to the environmental threats facing Lake Tahoe
and the important role the League plays in helping to shape
policies for its protection.

What is your sense of the current threats and
opportunities for the League?
As an organization, the League is in a terrific place right
now. Darcie has done an amazing job — recruiting great
talent to our staff, strengthening our relationships at the Lake
and building successful programs like Eyes on the Lake and
Pipe Keepers, which train our members to help protect the
Lake by spotting invasive species and tracking water pollution
sources, respectively.
The threats posed by aquatic invasive species and water
pollution are ongoing, however. We’ll have to continue to
work hard to reverse their negative impacts on the Lake.
The good news is that people are working collaboratively
to address these problems. I’d like to see the League continue
to help transform good scientific data into effective public
policies that help protect the Lake.
What are your priorities for the coming years?
Aquatic invasive species continue to pose a serious threat to
the Lake, so we’ll need to respond accordingly. And of course
water quality, particularly water clarity, will continue to be a
priority. While the clarity of the Lake has improved during
the drought (due to reduced stormwater runoff ), we’ll likely
see those gains diminished this year. More storms mean more
traction materials spread out on Tahoe’s roads and those road
sands are the largest source of fine sediment that reduces the
Lake’s clarity. So, while we hope to see an end to the drought,
we’ll have to step up our efforts at reducing stormwater
runoff pollution and improving lake clarity.

Dear Friends,
This report highlights a year of progress made possible by
your extraordinary commitment to protecting and preserving
Lake Tahoe.
We saw the results of your support all around the Tahoe
Basin: we identified a new infestation of aquatic invasive
weeds on the east shore, prompting a rapid response to
control it; residents spoke out against a proposed camping
resort poorly-located on the Basin’s northern ridgeline; the
City of South Lake Tahoe collaborated with one of our Pipe
Keeper volunteers to resolve a polluting storm pipe.
In 2015, we also saw the fruits of our advocacy in
Sacramento and Carson City: funds we helped secure from
both states arrived to bolster efforts by Tahoe agencies to
tackle the threat of aquatic invasive species.
Moving into the second year of our five-year strategic plan,
your support allows us to continue to grow our successful
programs. Having field-tested our citizen science and
education programs on Tahoe’s south shore, we are prepared
to expand them lakewide. Pipe Keeper volunteers will soon
be monitoring pipes all around the Lake, providing data to
better manage stormwater pollution and protect lake clarity.
Eyes on the Lake volunteers will be surveying for invasive
species along all 75 miles of Tahoe’s shoreline. Through
our Keep Tahoe Blue Schools Program, we look forward to
teaching students in every school district in the Basin.

ramp up efforts to educate and engage Tahoe’s residents and
visitors, we will remain steadfast in our advocacy to Keep
Tahoe Blue. The League will be deeply engaged in the fouryear review of the 2012 Regional Plan Update, with special
attention to Tahoe’s transportation needs, while continuing
to ensure development and planning proposals receive the
scrutiny needed to protect the Lake.
Because of your support, we have strengthened the
effectiveness of the League: our team is well-staffed by experts
in science, policy, advocacy and environmental education. I
feel confident we are up to the challenges facing the Lake in
2016 and beyond.

HIGH FASHION, LONG TRADITION
Saks Fifth Avenue Hosts Annual Fashion Show to
Benefit Keep Tahoe Blue
On August 2, with 600 fashion-savvy guests in attendance,
Saks Fifth Avenue hosted the 46th Annual Fashion Show and
Luncheon to benefit the League to Save Lake Tahoe.
“In the League’s nearly 60 years, there has been no greater
effort to secure the financial resources required to accomplish
our mission to ‘Keep Tahoe Blue’ than our partnership
with Saks Fifth Avenue,” said Darcie Goodman Collins, the
League’s executive director.
In 1969, a group of founding League members partnered
with then Saks chairman Jim Ludwig to host a rustic lakefront
fashion show featuring a collection by designer Bill Blass. Saks
Fifth Avenue has maintained their leadership in the fashion
show ever since, supporting the League to this very day. The
event has become a tradition for generations of fashion
leaders and Lake Tahoe supporters.

Arriving to the spectacular grounds of Kern Schumacher’s
lakefront estate, stylish guests enjoyed the scenic vista of
Lake Tahoe’s shoreline and mountain landscape.
Andrew McVinish of Christie’s New York presented a
live auction that raised $284,000 for the League’s programs.
League President Ash Dags joined McVinish on the runway
to encourage guests to raise their paddles to donate funding
to support the League’s Eyes on the Lake program that
addresses the threat of aquatic invasive species. Together
with a generous $25,000 matching gift from the Diana Dollar
Knowles Foundation, they raised $66,000 for the program.
Saks, the event’s sponsors and guests of this year’s Fashion
Show raised a record $892,000 to support the League’s efforts
to protect Lake Tahoe for this and future generations.

CLIMATE RIDE
Last May, Team Keep Tahoe Blue joined over 160 other Climate Riders for a five-day, 320
mile cycling journey from Fortuna to San Francisco, California. Each participant raised
at least $2,800 to generate climate change awareness and support sustainability, active
transportation and environmental causes.

ABOUT THE LEAGUE
The League advocates for reasonable environmental
policy, backed by science. We are committed to community
education and engagement, and working together to Keep
Tahoe Blue. We collaborate to find solutions that address
Tahoe’s environmental challenges. We are a member-based
organization: all of our successes are made possible through
the generous support of our members.
The League is Tahoe’s oldest and largest environmental
organization. Since our founding in 1957, over a million
people have collected one of our Keep Tahoe Blue stickers,
while many more have been inspired to protect and restore
the national treasure that is Lake Tahoe.
