March 2017 HEALTH POLICY PLUS: Madagascar Summary Health Policy Plus (HP+) is a global project funded by the U.S. Agency for International Development (USAID), implemented by a consortium of partners, led by Palladium. The mission of HP+ is to strengthen and advance health policy priorities at global, national, and subnational levels. The project seeks to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy design, implementation, and financing. In Madagascar, through the HP+ project, USAID has committed to supporting the Ministry of Public Health and the Ministry of Water, Sanitation, and Hygiene (WASH) in the areas of policy, advocacy, financing, and governance. HP+ assists the Malagasy government in implementing its priorities in reducing maternal, newborn, and child morbidity and mortality and improving access to potable water via policy and financing. Our Work HP+ Madagascar concentrates on the following program areas: Reinforcing health systems and WASH systems through policy HP+ supports the Ministry of Public Health and Ministry of WASH with development, dissemination, and monitoring the implementation of policies and strategies, based on best practices, to strengthen the systems in these two sectors to achieve established goals. These policies and strategies, developed collaboratively with key stakeholders, will allow service providers and the Malagasy people, including youth, to access services. Specifically, HP+ will assist with: • Designing, disseminating, and monitoring a national health policy • Reviewing and disseminating the national community health policy and developing an implementation strategy • Developing, adopting, and disseminating a WASH sector plan Supporting the development of universal health coverage (UHC) HP+ will support the Ministry of Public Health with implementing its 2015 UHC strategy, which aims to improve access to healthcare, particularly for vulnerable populations. For UHC to be successful, services must be available, accessible, and of good quality, and sociocultural policies and factors should promote an environment where health can flourish. A lack of financial means should not be an obstacle for access to healthcare. To support UHC development activities, HP+ is assisting with: • Developing a standardized action plan for the implementation of UHC • Conducting a health financing system assessment to guide future reforms • Promoting collaboration among relevant stakeholders on a health financing strategy 2 • Building an evidence base to promote health system reforms • Capacity building in health financing, UHC, and health insurance Supporting increased mobilization of sustainable resources for the health and WASH sectors HP+ supports governments and partners in the production, analysis, and use of data that allows them to be effective advocates, mobilize resources, and plan for the future. HP+ will support the government with: • I nstitutionalizing national health accounts to guide annual Ministry of Public Health work plans • Developing an investment case for maternal, newborn, child, adolescent, and reproductive health to ensure that these priorities are financed • Conducting financial flow analysis in these sectors to determine bottlenecks in financial management and opportunities for advocacy • Conducting financing gap analysis for the Costed Implementation Plan (CIP) for Family Planning and modeling health and economic impacts of family planning investments to advocate for the increase or reallocation of resources • Developing strategies to mobilize resources for the WASH sector and family planning services.
