I am concerned t h a t t h e Thare*sd cimandel District Council Proposed District Plan (PDP) does not
adequately protect t h e b i s t i c t intrinsic \ialues; these values, ehvironrhental, social and economic, are
appreciated and enjoyed by r e s i d i t s and Visitors alike.
As this plan is likely t o have duration of in excess of 10 years, I think that it is vital that it provide approprfáte
protection of these values for future generations, and t h e Council is charged with this responsibility under the
Resource Management Act 1991.
Specific points t h a t o p p o s e in the plan:
Section 14: It seems t h a t mineral extraction is being
promoted a t t h e expense of any other
industry/development,
Amenity areas are not afforded adequate
protection.
Changes Sought:
Remove requirements to restrict other activities in
preference t o as y e t unknown mineral deposits.
Include Amenity C J yin Policy la,
Section 32: I believe t h a t all mining should be
prohibited in Outstanding Landscape, Amenity
Landscape and Natural Character areas.
Amend Overlay Rules to prohibit all mining activities
in t h e s e areas
c ' i o n 37: This section does n o t adequately protect
many important areas including the Rural or
Conservation areas from surface mining, or the
Rural, Industrial, Conservation, Recreational, Coastal
Living or Residential from underground mining.
Amend Table 3 t o prohibit II surface and
underground mining in th
. areas.
Specific points that I support in the plan
Section 14: I
3: people; property
and t h e environment have a right t o be protected
from contamination and residual risks posed by
mining activities, and TCDC must ensure t h a t this is
clearly reflected throughout the plan.
Suggested Additions:"
People have a right t o b6,pro ted from
contamination and risks (including residual risks).
Section 32:1 s u p p o r t Council prohibiting all mining
in areas that have been identified as significant.

In the Plan, Council have acknowledged that mineral extraction is an important'and signhi

i ofa vule,
[urthc 'rio e,
given the economic ii,iplications,of industrial scale mineral extraction activities for other industries, I coi
that it is in the best interests of the District for broad participation in these decisions. Non-notification in it
If
can create economic uncertainty for development and business investment.
I am concerned that Council have not adequately addressed the issues of biodiversity loss, and are allowing
some clearance of indigenous flora to be a permitted activity. I would like Council to either map all Significant
gNatural
round-truthn
i gAreas (including ground-truthing), or restrict clearance of it
n u s vegetation to enable
to be carried out thereby ensuring that such areas are adequately protected.
