The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for
young professionals who wish to obtain practical experience in development assistance. It gives them an
opportunity to acquire professional knowledge in population projects in a developing country.

Content and methodology of supervision:
As part of the UNDP/UNFPA JPO programme overall framework, the JPO will benefit from the following
supervision modalities:








Structured guidance provided by the supervisor, especially in the beginning of the assignment,
with the purpose of gradually increasing the responsibilities of the JPO.
Establishment of a work plan, with clear key results.
Effective supervision through knowledge sharing and performance/development feedback
throughout the assignment.
Easy access to the supervisor.
Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness.
Guidance and advice in relation to learning and training opportunities within the field of expertise.
Completion of the yearly UNDP/UNFPA Results and Competency Assessment (RCA).
If more than one supervisor; clear agreement of the roles and responsibilities between the relevant
parties.

Duties and Responsibilities
Under the direct supervision of the Chief, Addis Ababa Liaison Office, DGM, the Junior Professional Officer
will support the Office in delivering its mandate mainly in strategic positioning of ICPD issues in Africa’s
intergovernmental processes, high level decisions, and regional initiatives and enhancing the
implementation of the ICPD Agenda in the region. Specifically, the JPO will perform the following:














Coordinating preparation of the road map on the Demographic Dividend for the Africa Union and
facilitating, in coordination with the AUC and key delegations in Addis Ababa the preparations
leading to the realization of the 2017 theme of AU, “Demographic Dividend and investments on
youth” and working with key agencies mandated to support AUC for its implementation and
follow up through 2017.
Backstopping the technical process of preparing the follow up and review of the Addis Ababa
Declaration on Population and Development, including facilitating the work of the Africa
Population Experts Committee (APEC) and its ministerial Specialized Technical Committees (STC)
and ensuring the necessary contribution of Regional Offices and Headquarters in this regard.
Provide leadership for the Regional Coordination Mechanism (RCM) cluster on Women and
gender equality and youth empowerment, and ensure that the work of the cluster advances the
demographic dividend and youth agenda in Africa and the implementation of Agenda 2063.
Supporting engagement in political advocacy with member states, multilateral agencies, and
NGOs.
Supporting the promotion of the ICPD agenda and UNFPA positions and policies, in relevant
intergovernmental negotiations.
Representing UNFPA in intergovernmental processes, including in negotiations.
Contribute to analyses of opportunities and ways to advance corporate goals working with the
institutions in Addis Ababa and through intergovernmental processes.
Assist in the preparation of background documentation and notes for senior management for
meetings and conferences.
The JPO will be expected to work closely with the other members of the Division for Governance
and Multilateral Affairs, especially the Geneva LO team.
Draft background documents and briefing notes on various processes in the region to ensure
smooth flow of information with UNFPA Africa-based Regional Offices and the Directorate and
other branches of DGM( in New York).
Maintain updated calendar of events of key ongoing and upcoming inter-governmental processes
and ensure that various relevant units of UNFPA are periodically informed and updated.
Contribute to periodic reporting and planning of the Office on activities related to her/his
assignment.
Perform any other duties as assigned by the Chief of UNFPA Liaison Office.
Qualifications and Experience

Postgraduate degree in social sciences or related fields with specialized knowledge in the field of
population and development, reproductive health, human rights and gender, young people
including adolescent girls;

At least 2 years of experience in programme management, coordination, policy development; and
advocacy, communication, and research. Prior experience in developing countries/Africa is an
asset;
Fluency in English. Knowledge of French is an asset;
Ability to write clearly and concisely;
Initiative, sound judgment and demonstrated ability to work harmoniously with staff members
from different national and cultural backgrounds;
Familiarity in continental and intergovernmental processes in Africa; and
Familiarity with UNFPA mandate/core ICPD issues.

dealing with population and development in general and reproductive health and reproductive
rights, young people (adolescent girls) and gender in particular;
Contribute substantially, to the follow up of different initiatives, programmes and activities with
key stakeholders such as the African Union Commission (AUC) and Economic Commission for
Africa;
Gain understanding of key regional institutions, development partners in Africa and convergence
of their mandates to population and development issues;
Follow up and contribute to intergovernmental processes on population and development fields;
Prepare strategic notes on programmes and initiatives related to ICPD issues; and
Acquaint her/his self with different regional priorities and issues of population and development
(sexual reproductive health and rights; young people; gender).

Background Information
Information on the receiving office:
The UNFPA Liaison Office to the African Union (AU) and Economic Commission for Africa (ECA) is based in
Addis Ababa, Ethiopia. The Office is closely working with key partners in Africa, mainly the Africa Union
Commission, ECA and other regional development partners and CSOs such as the Office of the African
First Ladies (OAFLA), International Planned Parenthood Federation (IPPF) and diplomatic communities
based in Addis Ababa.
The Office has been contributing to enhanced visibility of UNFPA and strategic positioning of ICPD issues
in global and continental intergovernmental processes, high level decisions, and regional initiatives. The
main functions of the Liaison Office include: i) Political scanning, advocacy and outreach to promote the
integration of the ICPD agenda in continental debates, decisions, policies, strategies, and programmes; ii)
Coordination of UNFPA’s financial and technical support to the AUC and other regional institutions, and
iii) Provide strategic guidance to the senior management on different intergovernmental processes taking
place in the region.
The Liaison Office is led by Chief of the Office and other staff include: Policy and Advocacy Specialist;
Liaison and Project Officer; Admin/Finance Associate; Personal Assistant to the Chief; Programme
assistant (Short term consultant) seconded to the African Union Commission; Senior Secretary; and Driver.
Supervised by the Chief, the JPO (Programme Analyst) will be expected to work closely with the Policy and
Advocacy Specialist and the Liaison and Project Officer on substantive matters, and with other staff
members on issues related to administration and operation. Within UNFPA, the JPO will work with
technical specialists from the 3 Regional Offices based in Africa, namely, East and Southern Africa Regional
Office (ESARO); West and Central Africa Regional Office (WCARO); and Arab States Regional Office (ASRO).
As appropriate, the JPO will also need to work with relevant Divisions and units of UNFPA HQ as well as
UNFPA country Offices.

Living conditions at the Duty Station
Addis Ababa is a family duty station.
Ethiopia is a peaceful country to live in and Addis Ababa is one of the least expensive places to live for
expatriates in Africa.
