Routeing measures. Traffic separation schemes. Precautionary area. Area to be
avoided.

1.
Due to the increased drilling activities in the oil and gas fields in the Friesland Junction
Precautionary Area and to improve the safety of navigation in the area off the coast of the
Netherlands covered by the routeing system "Off Friesland", the International Maritime
Organization (IMO) has approved new and amended routeing measures to be implemented at
0000 UTC 1 June 2015.
2. TSS West FrieslandThe International Maritime Organization has approved amendments to
the existing traffic separation scheme, TSS West Friesland, and a new traffic flow northbound,
as follows: a. The northeast boundary of the West Friesland separation zone will be modified.
b. A new separation zone in the West Friesland northeast bound traffic lane will be
established, thus adding a northbound lane in the northeast part.
3. TSS North FrieslandThe International Maritime Organization has approved the
establishment of a new traffic separation scheme which replaces the Friesland Junction
Precautionary Area, as follows:a. A new separation zone will be established adjacent to the
Deep Water route.b. A southwest bound traffic lane will be established joining the southwest
bound traffic lane of TSS West Friesland.c. A new separation zone and Area to be Avoided
within this zone will be established north of TSS West Friesland.d. A north bound traffic lane
will be established joining the new north bound traffic lane of TSS West Friesland.e. A new
separation zone and Area to be Avoided within this zone will be established northeast of TSS
West Friesland.f. A south bound traffic lane will be established east of the new separation
zone mentioned in 3.e.g. A new separation zone will be established east of the new traffic lane
mentioned in 3.f.h. A north bound traffic lane will be established east of the new separation
zone mentioned in 3.g.
4. TSS East FrieslandThe International Maritime Organization has approved amendments to
the existing traffic separation scheme,TSS East Friesland, to correspond with the new TSS
North Friesland, as follows:a. The west boundary of the East Friesland separation zone will be
modified to correspond with the new TSS North Friesland.
5. Details of all the above changes are shown on the accompanying diagram.
6. In addition to the above changes, buoyage will be amended and repositioned. The details of
these changes will be published in the relevant NLHO and UKHO publications.Details of the
routeing measures will be included in New Editions of Charts 1632, 1633 and 1423 to be
published in April 2015. These charts will be published with a cautionary note advising
mariners that the existing charts, which will be given an “X” prefix, should be retained and
used until 0000 UTC 1 June 2015. Charts 2182A, 2182B and 4140 will be updated by Notice
to Mariners.Note: Mariners are advised that this is a significant change to IMO routeing in the
"Off Friesland" area. Mariners should familiarise themselves with these changes and ensure
that they have all necessary chart and publication updates in advance of the implementation
date.

to the River Humber.
2. These recommended routes are intended to avoid conflict with commercial traffic using the

To improve the safety of navigation in the area off the coast of the Netherlands between Texel
and North Hinder, the International Maritime Organization has approved extensive new and
amended routeing measures to be implemented at 0000 UTC 1 August 2013.
“TSS Off Texel” (see diagram 1)In the area west of Texel, the International Maritime
Organization has approved amendments to the existing traffic separation scheme, “TSS Off
Texel”, and a new direction of traffic flow southbound, as follows: The north-eastbound
traffic lane of the “TSS Off Texel” will be reorientated and extended south-westward. The
south-westbound traffic lane of the “TSS Off Texel” will be extended south-westward to join
the new recommended direction of traffic flow southbound “Off Breeveertien” leading
through the new precautionary area “Rijnveld”. A new southbound traffic lane at the end of
the existing south-westbound lane of the “TSS Off Texel” will be established for vessels
bound for the new TSSs “Maas North” and “IJmuiden North”.
“West of Rijnveld” (see diagram 2)In the area “West of Rijnveld”, the International
Maritime Organization has approved the establishment of a new precautionary area, a new
direction of traffic flow southbound and a new area to be avoided, as follows:A new
precautionary area “Rijnveld” will be established in order to regulate traffic coming from the
north-eastbound lane of the amended “TSS North Hinder North”, the north-west and southeastbound lanes in and out of the amended “TSS Maas Northwest” and the north and
southbound traffic to and from the new precautionary area “Maas Junction”.A new
recommended direction of traffic flow southbound “Off Breeveertien” will be established
joining the new precautionary area “Rijnveld” and the junction of the amended southwestbound traffic lane “TSS Off Texel”.A new area to be avoided “at De Ruyter” will be
established around the De Ruyter offshore platform.

“In the Approaches to IJmuiden” (see diagram 3)In the approach to IJmuiden, the
International Maritime Organization has approved the establishment of three new traffic
separation schemes and new routeing measures “In the Approaches to IJmuiden” and
amendments to the Deep-water route and Deep-water approach area leading to IJmuiden.
Within the scheme, the following changes will be implemented:Three new TSSs; “TSS
IJmuiden West Outer”, “TSS IJmuiden West Inner” and “TSS IJmuiden North” will be
established. These schemes will regulate traffic in and out of IJmuiden so that inbound
vessels, not confined by their draught, keep south of the route as far inshore as possible whilst
the outbound vessels, not confined by their draught, stay north of it.A precautionary area
“IJmuiden Crossing” will be established at the seaward end of the new “TSS IJmuiden West
Outer” to enable vessels to cross the DW route and the DW approach area.A precautionary
area “IJmuiden Junction” will be established at the junction of the “TSS IJmuiden West Inner”
and “TSS IJmuiden West Outer” and also “TSS IJmuiden North” leading to the amended
“TSS Off Texel”. This will enable inbound vessels from the north to join eastbound vessels in
the approach to IJmuiden.A new area to be avoided “by IJmuiden Northern Approaches” will
be established at the former explosives dumping ground off IJmuiden.The deep-water
approach area will be amended in order to provide more manoeuvring space for deep draught
vessels involved in pilot embarkation or disembarkation. An emergency turning area will be
established at the inner fairway buoy, five miles off the harbour entrance, for deep draught
inbound vessels.
5. “Hook of Holland and at North Hinder” (see diagram 4)In the approaches to Europoort,
the International Maritime Organization has approved amendments to the existing traffic
separation schemes and routeing measures “In the Approaches to Hook of Holland and at
North Hinder”. Within the scheme, the following changes will be implemented:The “TSS
Maas North” will move about 4.5 miles westwards to be in alignment with a new
precautionary area “IJmuiden Crossing”. A new area to be avoided “at Maas North” will be
established within the new separation zone at “TSS Maas North” at the former explosives
dumping ground off Hoek van Holland.The “TSS Maas Northwest” will be moved about 4
miles westwards as a consequence of the amended “TSS Maas North”.The “TSS Maas West
Inner” and “TSS Maas West Outer” will be shortened to fit between the amended
precautionary areas “Maas Centre Precautionary Area” and “North Hinder Junction
Precautionary Area”.The “TSS North Hinder North” will be realigned to take traffic further to
the East of the Horizon platform.To accommodate the amendments to the above traffic
separation schemes, the precautionary areas “Maas Centre”, “Maas Junction” and “North
Hinder Junction” will be amended.The deep-water approach area to the deep-water channel
will be extended for the use of deep draught in-bound vessels from the south-west.The inshore
end of the deep-water channel at the entrance to Europoort will be extended to the
breakwater.Two new emergency turning areas within the deep-water channel will be
established for the use of in-bound vessels.The areas to be avoided “At North Hinder Junction
Point” and “At Maas Centre” will be discontinued.
6. Details of all the above changes are shown on the accompanying Diagrams 1 to 4, including
an overview of all the changes on Diagram 5.
7. In addition to the above changes, Vessel Traffic Service (VTS) rules will be revised and radio
reporting points, pilot stations, radar ranges, buoyage and anchorages will be amended and
repositioned. Details of these changes will be published in the relevant Admiralty
Publications.
8. Details of the new routeing measures will be included in New Editions of Charts 110, 122,
125, 126, 1406, 1408, 1504, 1630, 1631, and 2182A to be published in May and June 2013.
These charts will be published with a cautionary note advising mariners that the existing
charts, which will be given an ‘X’ prefix, should be retained and used until 0000 UTC 1
August 2013. Charts 1546 and 5500 will be updated by Notice to Mariners.Note: Mariners are
advised that this is a significant change to IMO routeing and associated measures in the
southern North Sea and in the approaches to IJmuiden and Europoort. Mariners should
familiarise themselves with these changes and ensure that they have all the necessary chart
and publication updates in advance of the implementation date.

Due to the increased drilling activities in the oil and gas fields in the Friesland Junction
Precautionary Area and to improve the safety of navigation in the area off the coast of the
Netherlands covered by the routeing system "Off Friesland", the International Maritime
Organization (IMO) has approved new and amended routeing measures to be implemented at
0000 UTC 1 June 2015.
TSS West FrieslandThe International Maritime Organization has approved amendments to
the existing traffic separation scheme, TSS West Friesland, and a new traffic flow northbound,
as follows: a. The northeast boundary of the West Friesland separation zone will be modified.

b. A new separation zone in the West Friesland northeast bound traffic lane will be
established, thus adding a northbound lane in the northeast part.
9. TSS North FrieslandThe International Maritime Organization has approved the
establishment of a new traffic separation scheme which replaces the Friesland Junction
Precautionary Area, as follows:a. A new separation zone will be established adjacent to the
Deep Water route.b. A southwest bound traffic lane will be established joining the southwest
bound traffic lane of TSS West Friesland.c. A new separation zone and Area to be Avoided
within this zone will be established north of TSS West Friesland.d. A north bound traffic lane
will be established joining the new north bound traffic lane of TSS West Friesland.e. A new
separation zone and Area to be Avoided within this zone will be established northeast of TSS
West Friesland.f. A south bound traffic lane will be established east of the new separation
zone mentioned in 3.e.g. A new separation zone will be established east of the new traffic lane
mentioned in 3.f.h. A north bound traffic lane will be established east of the new separation
zone mentioned in 3.g.
10. TSS East FrieslandThe International Maritime Organization has approved amendments to
the existing traffic separation scheme,TSS East Friesland, to correspond with the new TSS
North Friesland, as follows:a. The west boundary of the East Friesland separation zone will be
modified to correspond with the new TSS North Friesland.
11. Details of all the above changes are shown on the accompanying diagram.
12. In addition to the above changes, buoyage will be amended and repositioned. The details of
these changes will be published in the relevant NLHO and UKHO publications.Details of the
routeing measures will be included in New Editions of Charts 1632, 1633 and 1423 to be
published in April 2015. These charts will be published with a cautionary note advising
mariners that the existing charts, which will be given an “X” prefix, should be retained and
used until 0000 UTC 1 June 2015. Charts 2182A, 2182B and 4140 will be updated by Notice
to Mariners.Note: Mariners are advised that this is a significant change to IMO routeing in the
"Off Friesland" area. Mariners should familiarise themselves with these changes and ensure
that they have all necessary chart and publication updates in advance of the implementation
date.
