Daryl V. Atkinson is the first Second Chance Fellow for U.S. Department of Justice. While at the
Justice Department, Mr. Atkinson will be an advisor to the Second Chance portfolio of the
Bureau of Justice Assistance, a member of the Federal Interagency Reentry Council, and a
conduit to the broader justice-involved population to ensure that Department is hearing from all
stakeholders when developing reentry policy. Prior to joining the Justice Department, Mr.
Atkinson was a senior attorney at the Southern Coalition for Social Justice where he focused on
criminal justice reform issues, particularly removing the barriers triggered by contact with the
justice system through policy reform and direct legal services in the form of expungements,
certificates of relief, and representation before occupational licensing boards. Mr. Atkinson has
a bachelor’s degree in political science from Benedict College, Columbia, S.C., and earned his
law degree from the University of St. Thomas School of Law, Minneapolis, Minn.

Jenny Kim is the Deputy General Counsel – Political Law and Public Policy for Koch Companies
Public Sector, LLC, which provides services to Koch Industries, Inc. and its affiliates. Based in
Wichita, Kan., Koch Industries, Inc. is one of the largest private companies in America with
annual revenues of about $115 billion, according to Forbes. It owns a diverse group of
companies involved in refining, chemicals, grain processing and biofuels; forest and consumer
products; fertilizers; polymers and fibers; process and pollution control equipment and
technologies; electronic components; commodity trading; minerals; energy; ranching; glass; and
investments, Ms. Kim manages political law and public policy issues, including developing and
implementing compliance programs across Koch companies. She also serves as the chair of
the board of directors for the Coalition for Public Safety, and on the board of US Justice Action
Network, organizations that advocate for criminal justice reform. Before joining Koch in 2008,
Ms. Kim was a senior associate at Miller & Chevalier Chartered, and an associate with Crowell
& Moring, LLP. Previously, she was a presidential management fellow at The White House
Office of Counsel to the President and Department of Defense, Missile Defense Agency. Ms.
Kim earned a juris doctorate from Boston College Law School and a bachelor’s degree from
New York University. She is a member of the bar in New York, Massachusetts, and the District
of Columbia.

Senator Pugh was elected to the Maryland’s Senate in 2006 and serves as the Senate Majority
Leader. She is a member of the Finance Committee and chair of the Health Subcommittee. She
is president of the National Black Caucus of State Legislators. She served five years on the
Baltimore City Council and is the Democratic Nominee for Baltimore City Mayor. Senator Pugh
has been a banker, corporate director, business developer, television news reporter, talk show
host, dean and director of Strayer Business College and an instructor at Morgan State. She
founded the Baltimore Marathon, the Fish Out of Water Project and the Need to Read
Campaign. Senator Pugh has served on more than 23 community boards, including the
University of Maryland Medical Systems. Among awards, she has received the United States
Small Business Advocate of the Year and the NAACP Legislator of the Year. Senator Pugh is a
member of NCSL’s Legislative Effectiveness Committee and the Communications, Financial
Services and Interstate Commerce Committee. Senator Pugh holds a master’s degree in
business administration from Morgan State University, and has received qualification from the
University of California as an economic development specialist.

Senator Craig Tieszen of Rapid City, South Dakota, has represented Senate District 34 since
2008. He is the chair of the Senate Judiciary Committee and serves on the State Affairs
Committee. Senator Tieszen served on a criminal justice reform work group that resulted in the
Legislature enacting significant reforms in 2013; and his legislative interests include supporting
reentry of former prisoners back into society. He retired after a 32-year career in law
enforcement with the Rapid City, South Dakota Police Department, including the last seven as
the city’s police chief. Senator Tieszen also spent four years serving in the Peace Corps in
Kenya. He holds a bachelor’s degree in chemical engineering and a master’s degree in criminal
justice.
