Introduction This report presents the results of the Level 1 Inspection and Testing for fill placement within Stage 66 of Warralily Estate Armstrong Creek Development. The works were commissioned by Martin O’Hanlon of Newland Developers Pty Ltd (Newland). 2. Project Summary We understand that Newland requires fill placement within Stage 66 of the Warralily Armstrong Creek Development in the areas as shown in Figure 1, to be constructed under Level 1 Inspection and Testing undertaken by a Geotechnical Inspection and Testing Authority (GITA). Level 1 Inspection and Testing, as defined in AS3798-2007 “Guidelines on Earthworks for Commercial and Residential Development,” provides for full time inspection of the construction of controlled fill and field and laboratory testing in accordance with AS1289 “Methods of Testing Soils for Engineering Purposes”. The Level 1 Inspection was undertaken by geotechnical professionals from Coffey over 2 periods from 27 November to 12 December 2013 and the 17 March to 30 April 2015. The earthworks contractor for the project was Winslow Constructors (Winslow). Coffey undertook the compaction control testing in their NATA accredited laboratory, as part of the Level 1 Inspection and Testing process. This report is applicable to fill placed by Winslow within Stage 66 of the Warralily Development in the areas shown in Figure 1, excluded works such as trench backfill, foot paths, landscaping fill or topsoil are noted in section 8 of this report. The filling area encompasses five fill pads as listed below: Eastern Fill Pad - Inclusive of the area within lots #6601 to #6606; Central Pad - Inclusive of the area within lots #6621 to #6638; North / West Fill Pad - Inclusive of the area within lots #6620, #6639 & #6640; Western Fill Pad - Inclusive of the area within lots #6613 to #6619; Southern Fill Pad - Inclusive of the area within lots #6607 to #6612. As part of the Central fill pad, there was an existing dam under allocated lots #6627 to #6632. The sludge was removed down to subgrade, which was approximately 3m in depth. Subgrade was assessed and then ripped, moisture conditioned & proof-rolled prior to the placement of fill in the dam excavation. 3. Specification/work instructions The specification for the project was prepared by SMEC Australia Pty Ltd (SMEC) for Armstrong Creek Development Corporation Pty Ltd under reference number 0557ESB-24. An extract from the specification was provided to Coffey in an email sent by Shane McGlynn from SMEC on 5 October 2012. This extract is provided in Appendix C and a short summary is provided below: All filling in excess of 300mm depth within the building envelope of allotments shall be undertaken to specifications satisfying the requirements of AS 3798-1996 “Guidelines on Earthworks for Commercial and Residential Development”. Coffey GEOTABTF08569AA - BY 5 October 2015 1 Level 1 Inspection and Testing, Stage 66, Warralily Armstrong Creek Development All such filling works shall be undertaken with supervision to the standard detailed as “Level 1 Inspection and Testing” in AS 3798-2007, such that the supervisor will issue a notice detailing that the works comply with the specifications and drawings. Material to be used for fill construction shall satisfy the requirements of AS 3798-2007 Fill to be compacted in near horizontal layers not exceeding 250mm loose thickness Compaction to achieve a dry density ratio of at least 95% Standard; and Moisture content of the fill material is to be within ±3% of the Standard Optimum Moisture Content (SOMC). 4. Fill Material Fill used for the construction of Stage 66 was comprised of locally sourced clay and stockpiled soils sourced from other stages within the Armstrong Creek Development. Previously stockpiled fill on stage 66 Stage 59 Stage 61 Stage 63 Stage 64 2E & 2F Pond 5. Plant The following machinery was used on-site for the earthworks on stage 66. 6. Water-cart Pad-foot roller CAT CP56B Bulldozer CAT D6K-XL Compactor CAT 815F2 Excavator Komatsu PC200 Dump truck CAT B30D Scraper CAT 627H Earthworks The earthworks for this project included stripping of topsoil, assessment, remediation and proof rolling the subgrade, and, placement and compaction of fill to construct engineered fill platforms. Subgrade assessment The subgrade assessment of each fill pad was undertaken on the following dates: Dam Excavation – 16/03/15 Eastern Fill Pad – 19/03/15 Central Pad – 20/03/15 North / West Fill Pad – Previously done under level 1 fill Western Fill Pad – Previously done under level 1 fill Southern Fill Pad – 20/03/15 Subgrade assessment was undertaken by Coffey following the removal of topsoil and before any fill was placed. In these areas the subgrade comprised of natural clay. No soft spots were observed during the subgrade proof rolling. 6.2. Fill construction Fill material was placed generally in loose layers varying in thickness from 200mm to 250mm. Compacted layers were approximately 150mm to 250mm thick. Locally sourced fill from other stages of the Armstrong Creek Development was trucked in and spread with a compactor. A water cart and compactor were present onsite during works for conditioning and compacting. Three scrapers were used for stripping of topsoil and Dump Truck was used for the placement of fill. Excavators were used for some works such as clearing. Coffey’s Level 1 Inspector was on site on a full time basis during the placement, compaction and testing of the fill on the dates noted in Section 1 of this report. 6.3. Survey data and fill thickness Winslow Constructions conducted a survey of the site in two stages as follows: - At subgrade level, prior to the removal of topsoil; - At subgrade level on the pads following the topsoil removal; - At finished level, prior to placement of topsoil; - At finished level, post topsoil placement ; SMS’s survey plan is provided in Appendix B of this report under reference number 0595E-66-WC001 - REV 0, dated 24 July 2015. 6.3.1. Central Fill Pad Based on the survey data, the fill thickness within the Central Pad ranged from 0.3m and up to maximum of 1.2m. The maximum layer thickness is assessed to be approximately 0.2m. This pad was filled with up to 6 layers which provide a total layer thickness consistent with the project specification. The central pad contained a dam that needed to be filled. This area required a fill thickness of 4.4m and contained 16 layers. The first 2 layers resulted in an approximate layer thickness of 0.3m, followed by the remaining layers, approximately 0.25 mm meeting the project layer specifications. Eastern Fill Pad Based on the survey data, the fill thickness varied from 0.2m to 0.8m. The eastern pad comprises of 4 layers which equates to a maximum layer thickness of 0.2m which is consistent with the project layer thickness specifications. 6.3.3. Southern Fill Pad Based on the survey data, the fill thickness within the Southern Pad ranged from 0.4m to 1.2m in the area encompassing Lots 6607 to 6610 which was filled with up to 6 layers. This equated to a maximum layer thickness of 0.2m which is consistent with the project layer thickness specification. 6.3.4. Western Fill Pad Based on the survey data, the fill thickness within the Western Pad ranged from 0.6m to1.5m, this pad was filled with up to 5 layers. Four layers were completed in 2013 as part of Future Stages earthworks whilst the final layer was conducted in 2015. Based on the survey data, a maximum fill thickness of up to 1.5m is present in these areas. This resulted in a maximum layer thickness of 0.3m. The maximum layer thickness is 0.05m thicker than the required thickness as described in the specifications. To confirm the consistency of the layers, Dynamic Cone Penetrometer (DCP) were conducted by Coffey personnel. The results of the DCP tests indicate that the full 1.5 m thickness of fill has been compacted to a similar standard. As such it is considered that the fill was placed in a method which is consistent with the intent of the specifications. These results are discussed in section 7.2. A swale drain located in lot 6613 required backfilling of 0.6m. Three layers were tested within the swale drain producing a maximum layer thickness of 0.2m. 6.3.5. North / Western Fill Pad Based on the survey data, the fill thickness within the north-western pad ranged from 0.9m to 1.3m in the area encompassing Lots 6620, 6639 and 6640 which was filled with up to 5 layers. Four layers were completed in 2013 as “future stages” whilst the final layer was conducted in 2015. Based on the survey data, a maximum fill thickness of up to 1.3m is present in these areas. This resulted in a maximum layer thickness of 0.26m. The maximum layer thickness is 0.01m thicker than the required thickness as described in the specifications. To confirm the consistency of the layers, Dynamic Cone Penetrometer (DCP) were conducted by Coffey personnel. The results of the DCP tests indicate that the full 1.3 m thickness of fill has been compacted to a similar standard. As such it is considered that the fill was placed in a method which is consistent with the intent of the specifications. These results are discussed in section 7.2. 7. Testing and results 7.1. Field Density Tests Field density testing was undertaken progressively on the compacted fill during the period of 17 March 2015 to 7 August 2015. Previous tests were conducted on this stage in the period of 27 November 2013 to 12 December 2013 titled “future stages”. Testing was undertaken under Type 1 Earthworks (large scale operations) as defined in Table 8.1 of the AS 3798-2007. The testing Coffey GEOTABTF08569AA - BY 5 October 2015 4 Level 1 Inspection and Testing, Stage 66, Warralily Armstrong Creek Development 2 3 frequency specified 1 test per material type per layer per 2500m or 1 test per 500m or 3 tests per working lot. An alternate testing frequency specified under Type 4 (Confined operations) as defined in Table 8.1 of 2 the AS 3798 -2007, of 1 test per 2 layers per 50m was adopted where appropriate, during backfilling of the dam located within the central pad and a swale drain located in the western pad. The field density testing was conducted by Coffey and Ground Science and all laboratory testing was performed in their NATA accredited laboratories. A Hilf compaction test was performed for each field density test. A total of 124 field density tests were performed during the earthworks. 17 of the 124 tests did not meet the specified criteria and these areas were subsequently re-worked and re-tested with the exception of test #47 in 2015 and #26 conducted in 2013. The remaining tests results met the specified dry density ratio criteria of 95% Standard and moisture variation of ±3% of the Optimum Moisture Content (OMC). A summary of the test results obtained from the field density testing within Stage 66 fill platforms is provided in a table presented as Figure 5 and Figure 6. The laboratory test reports of the field density tests are presented in Appendix B. 7.2. Dynamic Cone Penetrometer (DCP) tests As discussed in Sections 6.3.4 & 6.3.5, to assist in determining the uniformity and consistency of the fill within the North Western pad and the western Pad where the survey spot levels indicated fill to exceed the expected thicknesses of 0.3m and 0.5m respectively, Coffey’s personnel conducted 12 Dynamic Cone Penetrometer (DCP) tests from the finished fill surface on 24 April 2015 and 06 September 2015. Tests DCP1 to DCP8 were conducted in the North western Pad within Lots 6620, 6639 and 6640. The DCP tests returned results ranging from 2 to 8 blow counts per 0.1m penetration within the uppermost 0.8m below the surface level. Tests DCP9 to DCP12 were conducted in the Western Pad on Lots 6613 to 6619. The DCP tests returned results ranging from 2 to 12 blow counts per 0.1m penetration within 0.8m below the surface level. Based on the DCP test results as shown below in Table 1 and on the observations conducted under the Level 1 monitoring in these two areas, it is considered that the fill has been compacted to a standard that is consistent with the intent of the specifications. The locations of the individual DCP tests are shown in Figure 4. Exclusions Trenches were excavated and backfilled on site for the installation of underground services such as sewers, electrical conduits, water mains etc. Footpaths in the front of the lots were also observed to be excavated and the adjacent areas filled during and after the Level 1 GITA services conducted by Coffey. Uncontrolled fill and topsoil may have been placed as part of the landscaping of the site following the completion of the engineered fill construction. Coffey was not involved in monitoring and testing these works and as such are not included in the Level 1 report. The excluded areas are shown in Figure 1. 9. Statement of compliance Coffey personnel have provided Level 1 Inspection and testing services during the construction of the five engineered fill areas within Stage 66 as shown in Figure 1. A geotechnical professional from Coffey (Level 1 Inspector) was on site on a full time basis during subgrade preparation and fill placement, and observed the construction techniques adopted. Based on observations made by Coffey’s Level 1 Inspector and the results of field and laboratory tests, Coffey consider that the engineered fill areas within Stage 66 constructed by Winslow to the levels indicated in Section 5, as far as we have been able to determine, has been placed in general accordance with the intent of the specification.
