Culture and Democracy IV: The Role of Cultural Policies in the Context of the Refugee Crisis 15th Assembly of Experts of the Council of Europe / ERICarts Compendium of Cultural Policies & Trends in Europe St. Julian (Malta), 17-18 October 2016 The Conference is hosted by the Arts Council Malta Discussion Panel on the 19th October 2016, held in the framework of the 7th IFACCA World Summit on Arts and Culture and the Council of Europe's CultureWatchEurope initiative The 2016 Compendium Experts' Assembly in Malta The 2016 Experts’ Assembly of the Compendium of Cultural Policies & Trends in Europe marks the 18th anniversary of this unique information and monitoring platform, which started in 1998 under the auspices of the Culture Committee of the Council of Europe – at the time as an experiment with 7 country profiles. Today, nearly all countries subscribing to the 1954 European Cultural Convention are part of the Compendium 'community of practice', with the last few missing expected to join shortly. The Assembly will be held on 17-18 October in St. Julian (Malta) in the wider framework of the 7th IFACCA World Summit on Arts and Culture (18-21 October 2016). With its focus on a human rights approach to cultural policies, including issues such as equal access to the arts and heritage and related tasks of democratic policy making to assure participation of all population groups, the event contributes to the follow-up of the 2013 Council of Europe Conference of Ministers of Culture (Moscow). In addition, it confirms Recommendation 1990 of the Parliamentary Assembly of the Council of Europe on "The right of everyone to take part in cultural life", where this right has been identified as "pivotal to the system of human rights" (January 2012). Debates in Malta will extend from identifying sustainable governance models for the Compendium system instruments, enhancing culture’s contribution to the Council of Europe’s Secretary General’s report on Human Rights, Democracy and the Rule of Law to discussing new challenges among cultural policy makers, experts and cultural practitioners, including controversial issues such as potential conflicts between different human rights (e.g. freedom of expression and religious rights), while considering the role of public authorities and of cultural policies in securing equitable access to services in the arts, heritage and media. The results of the internal Compendium Assembly, which will bring together specialists from some 40 countries, will be fed back into current work processes of the Council of Europe on culture and democracy. In addition to Compendium Experts, interested government specialists – including members of the Council of Europe’s Steering Committee for Culture, Heritage and Landscape / CDCPP – are welcome to attend the Malta event and contribute to the deliberations in their capacity as policy makers. Recently, a Committee of the Parliamentary Assembly of the Council of Europe has called on governments and civil society to ensure the "dignity and rights" of refugees and migrants, whose protection "is part of our common duty to humanity"1 (2015). As underlined in the new Handbook "Culture and Human Rights: The Wroclaw Commentaries" (2016), culturerelated human rights of migrants and other vulnerable groups are not just a political option; rather they are guaranteed by international treaties. Therefore, the host countries should promote a socio-cultural environment "characterized by tolerance, mutual understanding and appreciation for cultural diversities."2 In that context, the Council of Europe and the ERICarts Institute (editors of the Compendium) are hosting a discussion featuring a good practice database on arts and culture-related projects which target specifically the inclusion of migrants and refugees inviting Summit participants to reflect on these issues and share good-practice examples from around the world.
