Commissioner Peters called the meeting to order at 10:05 AM. Commissioner Peters led the meeting with the
Pledge of Allegiance and a moment of silence.
1. Approval of the minutes of April 22, 2016. Commissioner Brown made a motion to approve the
minutes of April 22, 2016. Commissioner Peters seconded the motion. Motion carried 2-0.
2. Allen County Civil Service Award – Cheryl Bartnick and Kyle Keuneke. Janette Jacquay, County
HR Director, asked the Commissioners to join her in recognizing Kyle Keuneke, a Case Manager who
works for Allen County Community Corrections and Cheryl Bartnick, a Probation Officer who works for
the Allen County Juvenile Center. The employee recognition program allows county employees to
nominate each other for their dedication to the county and to any constituents.
3. Consider approval of award of Bid Reference #03-16 Arena Entry Plaza & Landscape
Improvements to Mosaic Building Solutions, LLC. Bid - $1,230,600.00. Randy Brown, Exec.
VP/General Mgr. of the Coliseum presented this item. He stated the base bid is $1,120,000 they are
recommending accepting 3 bid alternates. Alternate #2 is additional snow melt areas to the south which is
the sidewalk heading to the new conference for an added cost of $50,000. Alternate #5 is landscaping at a
cost of $2,600. Alternate # 7 is a trench drain with ADA grate which is adjacent to essentially an ADA
area which will be right in front of the Rotunda at a cost of $58,000. This is the lowest and best bid.
There were 2 bids. Commissioner Brown made a motion to approve the award of Bid Reference #03-16
Arena Entry Plaza & Landscape Improvements to Mosaic Building Solutions, LLC. Bid - $1,230,600.00.
Commissioner Peters seconded the motion. Motion carried 2-0.
4. Consider approval of award of Bid Reference #04-16 Ticket Office and Dressing Room Renovation
to Hagerman, Inc. Bid - $645,800.00. Randy Brown, Exec. VP/General Mgr. of the Coliseum presented
this item. He stated there were 2 bidders and Hagerman was the lowest and best bidder. He stated the
base bid is $608,000 and they are recommending accepting Alternate # 2 which is dressing rooms G and
H for an additional $37,800 for a total project cost of $645,800. Commissioner Brown made a motion to
approve the award of of Bid Reference #04-16 Ticket Office and Dressing Room Renovation to
Hagerman, Inc. Bid - $645,800.00. Commissioner Peters seconded the motion. Motion carried 2-0.
5. Consider approval of Supplement # 3 between the Board of Commissioners and Indiana
Department of Transportation for an increase in federal aid for preliminary engineering for Gump
Rd from SR 3 to Coldwater Rd, Project # 03-296. Bill Hartman, Highway Director, presented this
item. He stated this is an increase of $155,680 which brings the total to $1,002,090 which funds this
phase of the project. Commissioner Brown stated this increases the contract costs but doesn’t necessarily
put the burden 100% onto the locals so it is still an 80/20. Commissioner Brown made a motion to
approve Supplement # 3 between the Board of Commissioners and Indiana Department of Transportation
for an increase in federal aid for preliminary engineering for Gump Rd from SR 3 to Coldwater Rd,
Project # 03-296. Commissioner Peters seconded the motion. Motion carried 2-0.
6. Consider approval of Project Coordination Contract between the Board of Commissioners and
Indiana Department of Transportation for an increase in federal aid the right-of-way for Gump Rd
from SR 3 to Coldwater Rd, Project # 03-296. Bill Hartman, Highway Director, stated this brings the
total to $1,040,000. Commissioner Brown made a motion to approve Project Coordination Contract
between the Board of Commissioners and Indiana Department of Transportation for an increase in federal
aid the right-of-way for Gump Rd from SR 3 to Coldwater Rd, Project # 03-296. Commissioner Peters
seconded the motion. Motion carried 2-0.
7. Consider approval of Change Order # 4 and FINAL for Auburn Rd over Becketts Run, Project #
00-343. Cost - $23,172.31 Decrease. Bill Hartman, Highway Director, stated there were variable items
and the quantities are calculated at the end which resulted in this decrease. Commissioner Brown made a
motion to accept the approval of Change Order # 4 and FINAL for Auburn Rd over Becketts Run, Project
# 00-343. Cost - $23,172.31 Decrease. Commissioner Peters seconded the motion. Motion carried 2-0.
8. Consider approval of Project Acceptance for Auburn Rd over Becketts Run, Project # 00-343.
Final Contract Amount - $ 2,666.110.79. Bill Hartman, Highway Director, stated this closes out this
project. Commissioner Brown made a motion to approve Project Acceptance for Auburn Rd over
Becketts Run, Project # 00-343. Commissioner Peters seconded the motion. Motion carried 2-0.
9. Consider approval of Change Order # 1 and FINAL for Tecumseh Street Bridge # 537 over
Maumee River, Project # 0302814. Cost $943.34 Decrease. Bill Hartman, Highway Director, stated
this is a decrease. Commissioner Brown made a motion to approve the Change Order # 1 and FINAL for
Tecumseh Street Bridge. Commissioner Peters seconded the motion. Motion carried 2-0.
10. Consider approval of Project Acceptance for Tecumseh Street Bridge # 537 over Maumee River,
Project # 0302814. Final Contract Amount - $176,518.98. Commissioner Brown made a motion to
approve the Project Acceptance for Tecumseh Street Bridge. Commissioner Peters seconded the motion.
Motion carried 2-0.
11. Consider approval of Contract Renewal for 2016 Pavement Markings on Various Allen County
Roads, Project # 0002716. Cost - $205,030.84. Bill Hartman, Highway Director, stated our contractor,
Three Rivers Barricade, agreed to accept the same price as they had last year and Indiana Code allows for
us to do that. Commissioner Brown made a motion to approve Contract Renewal for 2016 Pavement
Markings on Various Allen County Roads. Commissioner Peters seconded the motion. Motion carried 20.
12. Consider approval of Change Order # 1 and FINAL for Maysville Rd Bridge # 528 over Bullerman
Ditch, Project # 00-020. Cost - $19,468.38 Decrease. Commissioner Brown made a motion to approve
the Change Order # 1 and FINAL for Maysville Rd Bridge. Commissioner Peters seconded the motion.
Motion carried 2-0.
13. Consider approval of Project Acceptance for Maysville Rd Bridge # 528 over Bullerman Ditch,
Project # 00-020. Final Contract Amount - $ 479,468.97. Commissioner Brown made a motion to
approve Project Acceptance for Maysville Rd Bridge #528 over Bullerman Ditch. Commissioner Peters
seconded the motion. Motion carried 2-0.
14. Consider approval of Encroachment Agreements for the Wellhead Protection Area Sign with the
City of Fort Wayne. Bill Hartman, Highway Director, stated that where we have fresh water sources
primarily fire hydrants, water valves, etc., that are in the right of way that might be in danger during an
accident with fuel spill causing contamination of the fresh water, these signs are recommended in the
right of way. Commissioner Brown made a motion to approve Encroachment Agreements for the
Wellhead Protection Area Sign with the City of Fort Wayne. Commissioner Peters seconded the motion.
Motion carried 2-0.
15. Consider approval for Sign Request – No Parking
a. McFadden Way – Bluffton Rd to End
Bill Hartman, Highway Director, stated we have no parking on one side and this would put no parking on
both sides. Commissioner Brown made a motion to approve sign request. Commissioner Peters seconded
the motion. Motion carried 2-0.
16. Consider approval for Sign Request – Speed Limit 35 MPH
a. South Anthony Extended from Dodane Rd to 11900 South Anthony Extended
Bill Hartman stated this was requested by the Sheriff’s Department in conjunction with some of the
construction on 469. Commissioner Brown made a motion to approve sign request. Commissioner Peters
seconded the motion. Motion carried 2-0.
17. Consider approval of addition to the Allen County Code Title 12 (Financial) – Article 216 (SEA 67
Special Distribution Fund). Chris Cloud, Executive Assistant, explained that in this last session of the
General Assembly they decided to do a special distribution of our own income tax money they have been
holding onto and a portion of that must be used for highway projects but then 25% could be used for any
lawful purpose they outline in the bill. The Auditor’s office requested that we segregate the 25% into a
fund that our department administers so we can keep track of the money separately. It will be invested
and receive interest and it will not revert back to the general fund at the end of the year. Commissioner
Brown made a motion to approve the addition to the Allen County Code Title 12 – Article 216.
Commissioner Peters seconded the motion. Motion carried 2-0.
18. Consider approval of resolution supporting the designation of Old Highway US 27 as a national
historic road. Commissioner Brown made a motion to approve the resolution supporting the designation
of Old Hwy. US 27 as a national historic road. Commissioner Peters seconded the motion. Motion
carried 2-0.
19. Consider approval of claims submitted for payment. Commissioner Brown made a motion to approve
the claims as submitted in the amount of $852,303.55. Commissioner Peters seconded the motion.
Motion carried 2-0.
20. Other Business:
21. Approval to waive the 2nd Reading on any matter approved today and for which it may be deemed
necessary for the Legislative Session of April 29, 2016. Commissioner Brown made a motion to
approve the waiving of the 2nd Reading on any matter approved today and for which it may be deemed
necessary for the Legislative Session of April 29, 2016. Commissioner Peters seconded the motion.
Motion carried 2-0.
