VI.4 Implementation Plan
If the amendment is to the land use plan only (there is no certified Implementation Plan),
an indication of the zoning measures that will be submitted to carry out the amendment.
This application is to certify amendments to Mendocino Town Coastal Land Use Program, including the
Mendocino Town Plan and Mendocino Town Zoning Code. As stated in Section 1 of this application, .
Introduction of the Mendocino Town Plan, “1.1 Purpose of Town Plan: The purpose of the Mendocino Town Plan is to
recognize and protect the special historical character of the Town and to provide public policy direction and implementation actions
that ensure the continuing preservation of the Town. As part of the County’s Coastal Element of the General Plan and Local
Coastal Program, the Town Plan is also intended to implement the objectives of the Coastal Act within the Mendocino Town
Plan area. The Town Plan boundary is shown in Figure 4.13-1.”
The Exhibit A of the Board of Supervisor’s 14-129 Resolution (provided in Section VI.1of this application)
includes the Mendocino Town Plan. Section 6. Town Plan Implementation (pages 271-273) list 7 implementation
tools: the program, zoning, historic review board, design guidelines, Categorical Exclusion Order E-96-1,
Code Enforcement, and the allocation of VSF rooms. An exhibit therein maps the boundaries of the Town’s
Categorical Exclusion Zones. Throughout the Section 4. Town Plan Policies are identified implementation
actions and Appendix 3 of the Mendocino Town Plan is a table entitled “Mendocino Town Plan Implementation
Program.”
This amendment is not solely a land use plan update. The amended Mendocino Town Zoning Code, a significant
contributor to the County’s implementation program, is provided in Section VI.2 of this application.
Throughout Section VI.3 and Section VI.6 of this application, the County has described adopted policies and
implementation measures.
