polls open from 9 o ’clo ck in th e foren oon until 1 o ’clock in the
a ftern oon fo r the election, by secret ballot, o f three selectm en,
assessors and overseers o f th e poor, treasurer, collector, school
com m ittee, fire ch ief, roa d com m ssioner a n d tow n clerk.
R egular business will be taken up im m ediately th erea fter.
Unless you are particularly interested in the election o f a
m oderator, it will n ot be necessary to go to the m eeting except
in tim e to ballot before 1 o ’clo ck in the aftern oon , at w hich
tim e the polls w ill close.

m en, I have exam ined the books and accounts o f the selectm en,
treasurer a n d ta x collector fo r the m unicipal year ended F eb­
ruary 25, 1941. T h e results o f this audit are show n in the fo l­
low ing exhibits an d schedules:

Cash am ou n tin g to $1,909.15 was proven from a statem ent
issued by the First N ational B ank o f B elfast, show ing a ch e ck ­
ing a ccou n t balan ce o f $1,752.60, a n d ca sh on h a n d o f $156.55,
w hich is im p ou n d ed . It is to be expected th at one m ore divi­
dend from the City N ational B an k w ill be paid on this
a m o u n t.
T h e u n collected balances o f taxes, ta x liens, and property
acquired by n on -p a y m en t o f taxes, were verified on ly by lists
furn ish ed by the ta x collector, treasurer and selectm en.
T he a ccou n ts receivable, as appear in Schedule 1, were
proven only w ith the con trol a cco u n t. This is also true o f the
A ccou n ts P ayable and Notes Payable as appear in Schedules
3 and 4.
The various trust funds as appear in Schedule 2 were veri­
fied in detail by exam in ation o f the various pass-book s as to
th e interest received and expended, as well as the total re ­
serve and in vestm en t.
In referrin g to Schedule 5, show ing the analysis o f the
change in th e net debt o f the tow n, it is very satisfying to
note th a t th e tow n n ow has a surplus o f $703.51, as com pared
to a net debt last year of $1,894.54.
W ith the above m en tion ed exceptions, th e balance sheet,
to th e best o f m y know ledge and belief, reflect the true fi­
n an cial con d ition o f the tow n as at February 25, 1941.

I h ave asked M iss Edith Leslie, director o f training at the
norm al school, to prepare a report on our grade schools, and
have included her paper in this rep ort.
A survey o f th e h igh sch ool shows th a t we enrolled fo r ty fou r students in Septem ber — tw en ty-six boys and eighteen
girls.
T hey are divided by classes as follow s:
Twelve
freshm en, thirteen sophom ores, ten juniors, eight seniors,
and one special student.
There were three graduates last
June, and several students did n ot return to sch ool after the
sum m er vacation, so that, in spite o f a good-sized Freshm an
class, th e num ber in high sch ool this year is about the same
as last.
Three changes have been m ade on the h igh sch ool facu lty
this year. M r. Lucian Savage was elected to teach the c o m ­
m ercial subjects and M rs. M uriel W ardw ell was elected to
teach English, Latin and F ren ch . Miss Louise H atch, in c o n ­
ju n ction with one o f th e other towns, is m usic supervisor.
These new teachers have readily fitted them selves to their
new positions, and the w ork o f the high sch ool has gone along
very effectively. M r. John Kassay, w hile serving very w ell
as prin cipal o f the school, h as con tin u ed his w ork w ith N.
Y . A . funds, so that repair expenditures have been kept at a
m in im u m .
R ecom m ended appropriations are approxim ately the same
this year as last, except th a t a ll insurance p olicy prem ium s
are due this year. These are now raised as part o f the re ­
pair a ccou n t w h ich m ust be increased to m eet these expenses.

dents have seem ed to show an appreciation o f the efforts that
th e parents and taxpayers have m ade to keep our schools up

TRAIN IN G SCHOOL
At present, 78 children are enrolled in the Castine training
sch ool. Ten ch ild ren have m oved to other localities. G ood
reports have been received con cern in g the w ork o f these ten
ch ild ren . Som e o f them are reported as doing w ork above
the average in larger institutions.
For the past fou r years, the critic teachers have been stress­
ing the tea ch in g o f readin g. We feel th a t it is an im portant
key su b ject. Due to the in trod u ction o f the sub-prim ary
grade, the children in the low er grades have im proved greatly
in m astering the m echan ics o f rea d in g.
Since m aturity, also, is such a strong fa ctor in learning
m athem atics, th e adding o f on e grade m akes it possible to
achieve better results in a rith m etic.

W e regret to lose the services o f Miss Elizabeth Sanborn, but
are pleased w ith the ch oice o f M iss Elizabeth D eShon as critic

D uring the past year the follow in g teach ers have taken a d ­
van ced courses at the U niversity o f M aine and New Y ork U ni­
versity: D irector o f T raining Miss Edith E. Leslie, Miss Laurie
Fish and Miss Elizabeth D eS h on .
T h ere are fou rteen ch ildren in G rade 8, so that we m ay e x ­
p ect a large Freshm an class entering h igh sch ool.

There are no serious physical or m ental h andicaps am ong
the ch ildren . Considerable attention is being paid to the
physical w elfare o f the grade ch ildren through the excellent
service and cooperation o f D r. B abcock, th e cou n ty nurse, Red
Cross, parents and sch ool authorities.
Surplus com m odities and m ilk from th e R ed Cross have been
furnished to the children during part o f the sch ool year. The
noon lunch and playground periods are carefu lly supervised.
We are especially fortunate in Castine because o f the assist­
ance given sch ool ch ildren through the various organizations,
such as the W om a n ’s Club, th e Lions Club, the loca l R ed Cross
and Needlework G uild.
A program is being plan n ed w hereby children needing dental
care ca n be transported to B u cksport. There will be at least
fou r tonsil cases sponsored by the R ed Cross.
The parents o f Castine are taking an interest in the sevenpoint health program planned by the State D epartm ent c
H ealth. In order to qualify for a certificate, a child m ust m eas­
ure up to certain health standards determ ined by physical in ­
spection on the follow ing poin ts: Vision, hearing, teeth, throat,
weight, good postural habits, and birth registration.

NURSE’S REPORT
To the Citizens o f th e Tow n o f Castine:
I herein subm it a brief report o f services rendered the tow n
o f Castine by the H an cock County H ealth Service from F ebru­
ary 1, 1940, to February 1, 1941.
T h irty -th ree visits have been m ade during the sch ool year·
to Castine, and th e sch ools. The visits were m ade during F eb­
ruary, M arch, April, May, June, July, August, Septem ber, O c­
tober, N ovem ber an d D ecem ber, 194Ό, and January, 1941, dur­
in g w h ich tim e classroom in spection was given and a ch eck -u p
m ade o f the seven -p oin t pupils and to give individual in sp ec­
tion to pupils absent at th e tim e the annual inspection was
g iv e n .
D uring A pril all sch ool room s were visited and teachers in ­
terview ed relative to the Early D iagnosis Tuberculosis C am ­
paign, and pam ph lets and posters distributed to the classroom ,
each pam ph let carryin g to the h om e a m essage o f vital im p ort­
a n ce. B ottle caps w ere available to m ilk dealers thus bringing
the m essage o f preven tin g tuberculosis in to every h o m e .
T h e w ork in the schools h a s con tin u ed m u ch th e sam e as
previous years, frequ en t classroom inspections held, w hich
consisted o f th e routine w eigh in g an d m easuring, th e Snellen
test fo r vision, th e w hisper test for hearing, the inspection o f
the teeth, throat, scalp, the skin for rashes and sores, postural
defects a n d personal cleanliness, an d fo r sym ptom s o f in fe c ­
tious diseases. T h e annual ph ysical inspection has been given

all pupils o f the Castine high, gram m ar, and the training
school, w hich includes those o f the sub-prim ary up to an d in ­
cluding the four grades o f h ig h . O f the 126 pupils inspected,
75 were found w ith defects, and 51 were eligible to qualify for
the S even-P oint Pin and C ertificate.
Follow ing are the defects fou n d : D efective vision, 3; inflam ed
eyelids, 4; defective hearing, 2; decayed teeth, 52; inflam ed
gums, 1; abnorm al throat, 1; nasal obstruction, 1; unclean
scalp, 1; 10 per cent or m ore underw eight, 5; 20 per cen t or
m ore overw eight, 12; biting fingernails, 5.
As a result of the previous inspections, the follow -u p visits in
the hom e a n d the n otification slips have been sent to hom es.
'Ine,.e have been five vision, one tonsil and adenoid, one u n ­
derweight, one scalp and forty -fiv e dental correction s.
School projects include the seven -poin t pin activity, health
h a b it charts, and the survey o f school environm ent. T o m a in ­
tain good m outh hygiene, each p re-sch ool child, and children
th iou g h the sch ool age, should visit the dentist three tim es a
year, w hether there is need o f repair or n ot. D istance from a
dentist is a handicap, but we should endeavor th a t each child
m ake at least one visit a year.
At D r. B a b cock ’s advice, the nurse m ade arrangem ents w ith
the Fairfield Sanatorium for an appointm ent, and conveyed
a patient from Castine fo r a chest X -r a y and a physical e x ­
am ination by D r. Cromwell, later returning him to his hom e
with a satisfactory result from the X -r a y re a d in g . M any visits
have been m ade to ch ron ic cases and sh u t-in s.
As we com e to the end o f a period o f service and attem pt to
give you a report o f w hat has been done this year,* we feel it
m ight be well to ask you w hat benefit you have received. We
hope you feel that your nursing service is your “ good n e ig h ­
bor over the w ay,” who is a sym pathetic listener to your
troubles and is anxious to assist y ou . I f you will write us, an
