How Do Truckers Measure Productivity?
•  MTOs and other measure productivity by moves
against vessel;
•  Truckers (and BCOs) measure productivity by turns
in a shift / moves to DC;
•  No published or unpublished industry metric on this
visit time;
•  Pier Pass, chassis and misclassification efforts
remain as “related” issues
Genesis of the TMD Study •  Historically, truckers have not had a seat at policy table;
•  Since CTP, industry has become more contracted but more
organized;
•  Turn-Times and Congestion remain the #1 concern of the HTA
•  Misclassification efforts go hand-in-hand
•  Earlier TT studies only counted “in-terminal” times
•  Metric for BCOs and LMCs is different – queue time matters!
TMD Project Summary •  Transparent Metric for Terminal Visit Time
•  Launched by HTA in 2013
•  Aggregates GPS data of nearly 1600 trucks (13
fleets)
•  Collects visit time data including queue time and
in-terminal time at all POLA/POLB terminals
•  Data tracked across all days of week/shifts
•  Monthly report generated showing terminal
averages
