A Government of India employee / pensioner/ family
pensioner can transfer his/her pension, at any time
before or after retirement / death of employee for life
of the disabled dependent in the family.

What after family caregivers are no more?
Niramaya (Health Insurance Scheme): Upto Rs 1 Lakh
per annum

Enroll with organizations registered with National
Trust Act (‘Seva in Action’ NGO, in Bangalore).
Fee: For persons with family monthly income < Rs
15,000/-, Rs 250 per annum. For persons with family
income > Rs 15,000/-, Rs 500 per annum. BPL
patents need to pay fist time alone.
Gharaunda scheme:

It provides group home and rehabilitation activities
under national trust act. It provides ‘Life long shelter &
care facilities’ by service providers. The scheme ensures
minimum quality of care services on payment basis.

Disability certificate enables a person with disability (PwD)
to avail various benefits like monthly pension, travel benefits,
reservations in employment, scholarships for education, loan
facilities, etc., The certificate can enhance functioning, quality
of life and can help the PwD lead a dignified life. This card can
be issued by any authorised government hospital.
Who is eligible?
Persons with mental retardation and mental illness severe
enough to disable them can avail it. You can discuss with your
doctor to know if you are eligible for the same.
Disability certificate is also issued for various other
conditions like blindness, low vision, leprosy-cured, hearing
impairment, locomotor disability.

Benefits for Persons with Disabilities:
Maintenance Allowance
For those with 40% to 75% disability, pension is ` 500/
month; for those with ≥75% disability it is `1,200 /
month
.
Travel Concession
Bus: Bus concessions are available only for the disabled
person. The bus pass needs to be renewed every year.
Note: A disabled person is required to pay a sum of ` 550/(BMTC) or ` 650/-(KSRTC) through a demand draft
in favour of Divisional Controller. Bus pass can be
availed in District Disability Welfare Officer in your
district with a copy of Disability Certificate. You can
avail this benefit of free bus travel within 100 KMs.
Rail: The person with mental retardation and accompanying
person can avail up to 75% concession.
Note: The Disability certificate along with railway concession
form (available at NIMHANS) can be submitted at the
authorised railway booking counters for availing the
concession.
Air:
There is 25% concession for children and adults and
50% concession for senior citizens with disability
certificate on Indian Government owned airways.
Note: The Disability certificate has to be given along with
filled airfare concession form, while booking the
ticket at airline booking counter.

3% reservation in Government aided educational institutions.
Every year 500 new scholarships are awarded, Under
the Scheme of National Scholarships for Persons with
Disabilities. Students with 40% or more disability & monthly
family income up to ` 15,000/- are eligible for scholarship.

A scholarship of ` 700/- per month to day scholars & `
1,000/- per month to hostellers is available for graduate
and post graduate level technical or professional courses.

Diploma and certificate level professional courses: A
scholarship or ` 400/- per month to day scholars & `
700/- per month to hostellers.

The Government also provides incentives to private
sector employers for providing employment to PwD.

Scheme of financing assistive devices to enhance
the employability or increased opportunity of self
employment of PwDs.

Self Employment Programme
Adhara Scheme

This scheme provides financial assistance to set up
petty business. An amount of ` 20,000/-(Interest
free loan) along with a kiosk worth `15,000/-.


In addition to the scholarship, the students are reimbursed the
course fee subject to a ceiling of ` 10,000/- per year.
The PwD should be above 16 years and have income
below ` 11,500/- per annum for rural persons and
` 24,000 per annum for urban persons as certified by
tahsildar.


Income Tax Deduction (one of the below)

Persons with ≥40% disability can avail a deduction of
` 50,000/- and those with ≥ 80% disability can avail a deduction
of ` 1,00,000/- from their annual income while calculating
their income tax liability under section 80U of the IT act.

Under section 80DD, caregivers can avail income tax
concession of ` 50,000/- (≥ 40% disability) and ` 1,00,000/(≥ 80% disability) from annual income for medical treatment
training and rehabilitation of dependent PwD.

3 % job reservation for Group A & B and 5% job
reservation for Group C & D government jobs
An employee who acquires a disability during his
service cannot be dispensed with; nor can his/her
rank be reduced. Promotion cannot be denied on the
basis of disability.

Vocational Rehabilitation Centres (VRC) /
Manasa Kendras
VRC provides vocational training for PwD with
mental retardation and placement for trainees who
have undergone training.
