Informal Experts Meeting on Managing for and Communicating about Results 19-20 May 2008 – GTZ House Berlin – Hosted by BMZ Preliminary Agenda Day one: Monday 19 May 2008 8:30 – 9:00 Registration and coffee 9:00 – 9:30 Welcome Welcome and introductory presentation by BMZ and the OECD Development Centre Session I 9:30 – 10:30 What do we mean by development results and what information do we need? This opening session seeks to provide insight into the practical definition of results from different perspectives, with the aim to create common understanding of what results need to be communicated. It focuses on the related question what information is required, and from whom to communicate these results. Three speakers will discuss these questions from the perspective of the public (a member of parliament), a high-level policy maker (Joint Venture delegate from a ministry or agency) and a development communicator. 10:30 – 11:00 The presentations will be followed by a facilitated discussion of the different perspectives. 11:00 – 11:30 Coffee Break Session II What does the Joint Venture on Managing for Development Results (MfDR) do, and how is it relevant for DevCom members? 11:30 – 12:30 This session will provide insight into the work process in the Joint Venture on MfDR (part of the OECD DAC) through presentations by managers from its different work streams. Overview of the Joint Venture Conceptual and Technical Guidance Country Capacity Assessment Tool Agency Effectiveness & Procedures and Incentives in Donor Agencies 12:30 – 13:00 Questions and answers regarding the work of the Joint Venture. First thoughts on links between communication and results based management. 13:00 – 14:00 Light lunch at the GTZ House Session III Breakout groups: in what ways does results based management interlink with communication? 14:00 – 16:00 In this session, there will be three breakout groups. Each group will discuss the same topic: in what way does results based management interlink with communication? Participants will take a closer look at what information is needed, and from whom, and what kind of information can be delivered by results based management. Participants will also consider whether the way results were achieved should also be explained, with budget support as a case in point. Group A Group B Group C Each breakout session will start with a short presentation by a DevCom Member on how they gather information about results for communication, and which challenges they meet. The presentations will be followed by some first thoughts from the MfDR delegates on how results based management interlinks with these challenges. The groups will then brainstorm about steps forward to overcome these challenges. 16:00 – 16:30 Coffee Break Conclusion Entry points identified for communication 16:30 – 17:30 Summary of key elements of each MfDR tool and possible entry points identified during the breakout sessions. 19:30 Conference Dinner in the Potsdamer Platz area Day two: Tuesday 20 May 2008 8:30 – 9:00 Coffee Session IV Summary of day one followed by breakout sessions: Moving forward to concrete action points The session will start with a short summary of the previous day: What were the main conclusions, and how could these be taken forward in concrete action points? 9:00 – 9.15 9:15 – 11.00 Group A Group B Group C In three breakout groups, the entry points that were identified during day one will be used to identify ways forward in three specific domains: The Round Table on MfDR in Accra and Beyond, Individual Agencies, and The DevCom Network Work Programme 2009-2010. Participants will be stimulated to list concrete and realistic action points and take ownership of them. 11:00 – 11:30 Coffee Final Session Reporting back from the breakout sessions and summary of commitments to move forward 11.30 – 12.15 Reporting back from the breakout sessions. Each of the groups will present the action points it has formulated in the breakout sessions. 12:15 – 12:45 Concluding presentations: By a Joint Venture member on how to implement the action points By a DevCom member on how this can be moved forward in the DevCom work programme By a DevCom member on what they will do when they go home 12.45-13.00 Closing remarks
