and Leadership, Walden University. Mentor doctoral students working on
their dissertations.
August 2012- current Professor, Department of Educational Technology, College of
Education, University of Hawaii-Manoa. Teach graduate classes in
research and evaluation and technology theory. Mentor masters and
doctoral students. Co-manage a federal grant. Serve on departmental
committees.
2007 – 2012 Dean and Professor, College of Education, University of Hawaii-Mänoa, a top
tier research university (research very high Carnegie classification). Responsible
for all operations of the College (ranked in the top 50 by U.S. News), which
includes overseeing eight academic departments housing 3 undergraduate, 2 post1
baccalaureate, 9 masters and 2 doctoral programs serving approximately 1,800
students as well as two major research centers that bring in over $30 million
annually in contracts and grants. Also oversee support units including,
Technology and Distance Education, Development, and Student Academic
Support. Manage approximately $15 million in general revenue budget in
addition to other resources (foundation accounts, special fund sources, revolving
funds, etc.). Serve as the unit head for NCATE accreditation. By statute and
position, serve as co-chair of the state level Teacher Education Coordinating
Committee, which includes all preparers of teachers both public and private, and
serve on the Hawai’i Teacher Standards Board.
2001 – 2007 Dean and Associate Professor, College of Education, Northern Illinois
University (research high Carnegie classification). (Appointed acting dean for
2001-2002, then became dean in 2002 after a national search.) Responsible for all
operations of the College (one of the top ten producers of teachers in the nation),
which included overseeing six academic departments housing 5 undergraduate, 15
masters and 6 doctoral programs serving approximately 5,000 students. Oversaw
multiple support units (Technology Services, Development, Alumni Relations,
Student Recruitment and Retention, Learning Center, External
Programs/Outreach, Office of Research, Evaluation and Policy Studies,
International Initiatives, Blackwell Museum) and a $16 million general revenue
budget in addition to other resources (foundation accounts, contract and fee
accounts, etc.). Chair College Senate (leadership team), College Council
(personnel committee), College Development Board (fundraising), and College
Alumni Council. Taught, advised and directed dissertations in multiple areas:
Curriculum and Instruction (Curriculum Leadership), Educational Administration,
and Adult and Higher Education. Served as the university certification officer.
2000-2001
Associate Dean for Academic Affairs, College of Education, Northern Illinois
University (Associate professor, tenured). Responsible for all academic aspects of
the college, including overseeing curricular processes, student advising services,
NCATE and program reviews, review of graduate faculty status, dissertation
committee approval, advanced state certification approvals, and course
scheduling. Chaired College Curriculum Committee and College Research
Council. Continued to teach, advise and direct dissertations in Curriculum and
Instruction and Educational Administration.
1999-2000
Assistant Department Chair, Department of Leadership in Educational and
Sport Organizations, Northern, Illinois University. Newly created department
housing masters and doctoral programs in educational administration, curriculum
leadership, school business management and sport management. Responsible for
course scheduling, curriculum development (off-campus degree authority),
accreditation reports and outcomes assessment, admissions, cohort management,
database development, transcript review, technology initiatives and supervising
graduate students. Chaired the curriculum and student services committees.

Announcer/News Director, various radio and television stations in Mississippi,
Texas, and Iowa. Primary responsibilities included delivery of newscasts,
interviewing, writing and editing, on-air personality, developing public service
programming, and supervising and training new employees. Won a state award
(Iowa) for public service programming on mental health.

At University of Hawaii at Manoa
• Encouraged and supported the successful development of an EdD program and its
involvement in the national CPED project.
• Supported the development of and served as a co-PI for a grant to develop a merged
elementary/special education program.
• Successfully managed multiple controversial personnel issues that involved interacting
with legal, union, and faculty bodies.
• Negotiated an agreement involving three unions and a local school board to successfully
resolve a labor relations issue.
• Managed multiple years of major budget cuts while continuing to encourage development
of innovative programs.
• Guided faculty and staff through the deletion of programs and the reconfiguration of
departments.
• Expanded distance programming using multiple media (online, interactive video, virtual
worlds, etc.) and revamped the College’s presence online including webpage redesign,
Facebook and twitter feeds, and a campus in Second Life.
• Supported the revamping of the student services area (OSAS) and the move to much
more technology use in delivery of services which resulted in both state and national
recognition as a leader in this area.
• Developed the Get FIT (Future in Teaching) program targeted to recruiting community
college and lower division undergraduates into teaching that was so successful it led to
the establishment of an entire residence hall devoted to an education living-learning
community.
• Built multiple partnerships with state level agencies, leading to increased visibility to the
College and expanded contracts for services.
• Supported and expanded initiatives targeted to serving Native Hawaiian and indigenous
populations.
• Key developer of a campus-wide prioritization process and served on the campus level
budget workgroup.
• Invited to mentor other deans and system level leaders.
• Successfully led the faculty through an NCATE focused visit, having taken the position
after the initial visit that led to conditions related to standard 2.
At Northern Illinois University
• Primary leader of collaborative efforts that led to the establishment of a P-20 group on
campus composed of deans from five colleges and administrators from the provost and
president’s offices all focused on the improvement of education from preschool to
graduate school. Efforts led to the development of interdisciplinary initiatives and grant
activity.
• Author and PI on Project REAL, a project involving five colleges focused on improving
K-12 student performance in an urban school district.
• Collaborated with the College of Visual and Performing Arts to establish and operate (in
cooperation with the local school district) a professional development school (K-5)
framed around triarchic instruction and the integration of fine arts and technology.
• Developed non-state revenue sources to establish and build two state-of-the-art assistive
technology laboratories and to incorporate technologies into all College of Education
classrooms.
• Created and staffed a development and alumni relations office for the college, engaged in
increased development activity, and revamped all image and public relations materials of

the college. These efforts contributed to more than the number of endowments
(minimum $25,000) in the college and tripling the number of Cornerstone Society
members (those who have designated us in their wills). Also initiated a Retiree’s and
Friends group and established an endowment to support faculty research.
Established a Dean’s grant program to support faculty scholarship and instructional
innovation.
Emphasized the importance of partnerships with school districts in our region,
strengthening our School-University partnership office and establishing formal
partnership agreements (based on NCATE professional development school standards)
with ten school districts (urban, suburban, and rural).
Supported development of a technology-based department management tool (SHARK)
and the implementation of electronic portfolios for all programs.
Supported a year-long faculty orientation program for all new faculty that incorporated
training on the integration of technology into instruction as well as addressing resources
for new faculty success.
Initiated mid-career professional development program (CLEO – College Leadership
Education Opportunity) to develop future faculty leaders.
Authored the proposal that was accepted by the Carnegie Foundation to participate in the
Carnegie Project on the Education Doctorate (CPED) along with 20 other institutions
selected nationally.

UHM EdD in Professional Practice. Was instrumental in guiding the development of a new
Ed.D. degree to serve the needs of the state, and collaborated with both private and public
K-12 agencies to desgn the program.

NIU EC2 (Early Childhood Education Certification) Initiative. Wrote the grant and led the
team that developed a new pathway to prepare bilingual individuals with degrees outside
of education to become early childhood teachers.
NIU LEADR (Leading Educational Administrationn Doctoral Reform). Wrote the proposal
that led to NIU being selected as one of 22 institutions around the U.S. to redesign the
education doctoral as part of the Carnegie Foundations CPED project.
NIU “Grow Your Own” Leadership Initiative. Led the team that developed this program and
the delivery model for an educational specialist degree in administration.
NIU Chicago Urban Master’s Program in Curriculum Leadership. Played a key role in the
development and initiation of the program. Created the delivery model.
ISU New Challenges. Developed the curriculum and taught this course three times before
leaving ISU. Designed to ease the transition of adults returning to college.
