About the Seminar
The Personal Injury / Property Damage (PIPD) Committee of The Law Society of Singapore is pleased
to present this seminar.
This seminar will be discussing on the proposed Pre-Action ADR Scheme for NIMA matters and also
educate both young and senior practitioners on the pitfalls to be wary of in handling PIMA/NIMA cases.
Our speakers will also be sharing and discussing on two recent decisions with regard to commencement
of PI/PD suits and Adverse Inference/Litigation privilege.

2. Discussion on the issue of conflict of interests when dealing with clients
and 3rd parties in PIPD cases

Case Law Updates - Ng Kong Choon v Tang Wee Goh
Mr Anthony Wee – Director, United Legal Alliance
In this session, the speaker will be sharing on the history of the issue behind
Ng Kong Choon v Tang Wee Goh and further discuss on whether Ng Kong
Choon v Tang Wee Goh can be criticized and, if so, what are the factors for
the criticism.
The starting point is the case of Brunsden v Humphrey. The speaker will also
be examining a simple but important point which was perhaps not brought up
and may have made a difference to the case.

Moderator/Speakers’ Profiles
Constance Paglar – Sole Proprietor, C Paglar & Co
Constance has been in practice for more than 15 years and has specialised in
insurance claims since 1999 with experience in both property damage and personal
injury claims on both sides of the fence.
Willy Tay – Partner, Ari, Goh & Partners
Willy Tay is the chairperson of the Law Society PIPD committee since 2016. He has
served as a member of PIPD since its inception. He is one of the founding partners of
Ari, Goh & Partners. He has been involved in commercial litigation work since he was
called to the bar. His practice involved third party bodily injury claims, third party
property damage claims, fatal accident claims, industrial accidents and other road
traffic accident cases, acting mainly for various insurance companies and a major
public transport operator in Singapore.
David Siow – Director, JusEquity Law Corporation
David’s principal areas of practice is in conveyancing, wills, trust and probate, and
litigation & dispute resolution.
David is the director of JusEquity Law Corporation. He has wide range of experience
in various areas of law. He has represented international and local clients in various
matters such as corporate matters in contractual/employment/shareholder disputes in
mediation and litigation proceedings, as well as personal injuries claims, insolvency
and matrimonial proceedings.
David is also active in non-contentious matters. David has over 20 years of experience
in conveyancing and will, trusts & probate practices. He is currently on the panel of
CPF Conveyancing lawyers.

Anthony Wee – Director, United Legal Alliance
Anthony started his legal career in 1997 with the firm Messrs Cooma, Lau & Loh.
Subsequently, he joined Messrs Rajah & Tann in 2001 becoming a partner there in
January 2005. In 2006, Anthony left to form the current firm. His areas of practice
involve all aspects of Insurance Law. During his time in practice Anthony has handled
many high profile and complex cases including those that have set precedent. He was
the founding Chairperson of the Law Society NIMA-PIMA Sub-committee when it was
first formed. He is also a founding member of the Ethics Committee of Alexandra
Hospital (now Khoo Teck Puat Hospital) which was formed 2001. He is also currently
a member of the Transplant Ethics Committee. The Transplant Ethics Committee is
formed under the provisions of the Human Organ Transplant Act. The committee is
under the purview of the Ministry of Health as well as the Director of the Medical
Services. He reads widely and is a great advocate for knowledge management.
Anthony enjoys the seas and is an avid football fan.
Ramesh Appoo – Director, Just Law LLC
Graduated in 1988 from Queen Mary College, University of London with a Bachelor of
Laws, Honours (Second Class, Upper Division) and was called to the Bar (Gray’s Inn)
in 1989. In 1990 obtained a Master of Laws (Commercial and Corporate Law) from
University College London, University of London. Practised in the law firm of S
Narayanan & Partners from August 1992 to December 2001. Joined M/s Brij Rai & RA
Anthony as a partner in January 2002. Presently, a director of Just Law LLC.

The registration fee is due and payable upon registration and must be received prior to the

Payment must be made by the closing date stated. Registration will only be confirmed upon

The Law Society reserves the right to refuse to register or admit any participant, and to cancel
or postpone the course or seminar.

If you are unable to attend, a substitute delegate is welcomed, provided that the Law Society is
notified in writing of the name and particulars of the substitute delegate at least 3 working days
before the seminar.
Cancellation and Refund of Fees

Participant who cancels their registration before the commencement date shall be liable to pay
the percentage of the seminar fee set out as follows:

i.
20 days before commencement date: 25% of seminar fee.
ii.
19 to 8 days before commencement date: 50% of seminar fee.
iii.
7 days or less before commencement date: 100% of seminar fee.
Participant who is unable to attend the seminar due to medical exigencies will be subjected to
a cancellation fee of 50% of seminar fee.
