1.
SITE
Janet Duke Infant School is located in Laindon which is a suburb to the south west
and 2 miles from the centre of Basildon. The school lies on the east side of
Markham Chase Road. The proposal will be sited to the front of the school by the
entrance onto Markham Chase Road.
There are residential properties to the south of the school on Markhams Chase
Road. Opposite the school on the western side of Markhams Chase Road is a
sports and park area.
2.
PROPOSAL
The application is for the creation of a bin compound, to be surrounded by a 2.2
metre high fence with a gate. The compound will be located at the front of the infant
school which is to the west of the infant school building and adjacent to the front
boundary.

BASILDON DISTRICT COUNCIL – Objects due to the detrimental effect upon street
scene and the environmental implication on the amenity of the street scene.
NATURAL ENVIRONMENT- No objections.
LOCAL MEMBER – Basildon Laindon Park & Fryerns –Any response will be
reported verbally.

REPRESENTATIONS
The application has been advertised on site and in accordance with statutory
requirements, 73 neighbour notification letters were sent out. No representations
have been received.

APPRAISAL
The key issues to be considered when determining the application are:

A.
The need for the development
The design of the compound
Its impact on the visual amenities of the locality and the Street Scene.
NEED
The proposed bin store would be erected to alleviate concerns about the safety of
the present arrangement of the storage of waste within the school buildings. At
present the waste containers are located in a store which is attached to the front of
the school that is considered to be insecure and unsafe. Other locations were
considered, but due to access difficulties the location at the front of the school was
the only option. The present application is considered to provide enhanced safety
to the users by ensuring secure storage of the waste bins within a locked non
combustible enclosure which would be located away from the main school
buildings.
B.
DESIGN:
The design of the fence would 2.2metre high Tornado weld mesh style with double
gates and painted black which will form the basis of the compound. Weld mesh
fencing is regard as an effective means of security. The base of the proposed bin
store would be concrete as this is considered to be hard wearing and impervious to
liquids. The proposed design is considered to comply with Crime prevention aims of
Basildon District Council’s Policy BAS BE24.
C.
IMPACT ON VISUAL AMENITY AND STREET SCENE:
Janet Duke Infant School is located to the east of Markham Chase Road. There are
residential properties to the south of the proposal and these are 50 metres away
and shielded by a tree bank. To the west of the proposed site is an open amenity
area. The front fence of the infant school is a 1.5 metre high black looped topped
fence and there is a proposal for this fence to possibly be replaced by black weld
mesh style fence.
Basildon District council has objected to the proposal on the grounds that this
proposal would have a detrimental effect on the appearance of the street scene and
the function of the bin store would have environmental implications on the amenity
of the street scene. The front boundary of the Infant School is currently a 1.5 metre
black looped topped fence and it is considered that black weld mesh fencing due to
its design of slender weld mesh elements would be unobtrusive behind the existing
fence and therefore would comply with Basildon District Council’s Open Space
Policy BAS BE R1 and Development Control BAS BE12.
7.
CONCLUSION
The proposed bin store is considered to provide a more safe and secure location
and in the absence of harm to the residential and visual amenity and the street
scene, it is considered that the proposal would be acceptable in the proposed
location.

RECOMMENDED
That pursuant to Regulation 3 of the Town and Country Planning General
Regulations 1992, planning permission be granted subject to the following
conditions:
1. The development hereby permitted shall be begun before the expiry of 3 years
from the date of this permission.
The development hereby permitted shall be carried out in accordance with the
details of the application dated 10 January 2008 together with:

Drawing Number JDI/1/REV”0” the location plan,
•
Site plan highlighting position of Bin compound and Layout Plan of Bin
enclosure.

The Tornado Wire Ltd Technical Data and the design and access
statement dated 9 January 2008.
