Our funds do amazing work in our communities and this annual report reveals exactly that. While most people in the community know CFOV for its annual Unrestricted Grants Program – now called the Community Impact Fund, the other 154 funds of the Foundation work on a slightly quieter scale. Through these generous gifts, the CFOV was able to make more than $1.1 million in grants and scholarships to the Ohio Valley this year. Our Women’s Giving Circle continues to grow in members. As of this writing, there are now 94 women committed to working together to give and to grant to improve life for women and girls in the region. This past October, the Women’s Giving Circle received a “Spirit of Philanthropy” Award from West Virginia Grantmakers in the category of Critical Impact. This group is quickly becoming a model for philanthropy in the region. The CFOV worked with the Claude Worthington Benedum Foundation to incorporate the Arts into Science, Technology, and Math classrooms throughout our service area this past year. Fourteen schools benefited from these grants that raised the level of creativity in classrooms helping students learn core curriculums in new and exciting ways. In some instances, the students didn’t even realize they were learning math or science through these innovative programs. We are fortunate to be able to continue that work for another year as our partnership with the Benedum Foundation continues. We are also working to capture new wealth in the region from Marcellus Shale and turn it into philanthropy through new funds at the CFOV. There has been some activity among land owners who want to “pay it forward” and give back in the form of scholarships and donor advised funds. It is our hope that we can educate more land owners as well as gas and oil companies on the importance of providing philanthropic support to the region where this work is taking place – and where it is so desperately needed. The Foundation grew in more ways than just assets this year. Upon the close of the fiscal year, CFOV has now merged with the Community Foundation of Jefferson County. We now are proud to be able to serve the people of Jefferson County. We will be working closely with the former board of trustees of the CFJC and their donors to continue their work toward building philanthropy in the area. We also take into account the average value of the fund over the last 12 quarters, which helps to even out any peaks and valleys in the market. Our funds are professionally managed by advisors who report to our Investment Committee. Some may wonder how we meet our expenses. Community foundations generally pay their bills by charging funds an administrative fee. For funds of $1 million or less, our fee is 1% of the value of the fund. For funds $1 million to $5 million, the fee is .75%. Funds over $5 million are charged .5% administrative fee. Ours serves Brooke, Ohio, Marshall, Wetzel and Tyler counties in West Virginia and Belmont and Jefferson counties in Ohio. Community Foundations are independent – there is no national organization. Many community foundations, including ours, belong to a national association called the Council on Foundations. The Council on Foundations provides a voluntary standard of accountability for community foundations. This has been achieved by the Community Foundation for the Ohio Valley. Throughout this past school year, the STEAM grants have provided thousands of students the opportunity to explore the art and science of creating pottery, paper, glass, etchings, clay caricatures, and vibrations. In some schools this was the only art the students participated in all year. For a second year, the CFOV has the opportunity to again administer funding to 15 schools in Marshall and Ohio counties. Again the schools are required to successfully connect one or more community organization with educators to creatively integrate STEAM into the classrooms. The Women’s Giving Circle was recently awarded a Spirit of Philanthropy Some unique projects from the 2011-2012 school year included an in-depth afterschool program at New Martinsville Award by West Virginia Grantmakers in the category of “Critical Impact.” School in Wetzel County. These students created etchings of historical sites in the county and made prints from them. They also made their own paper for scrapbooks, which included their own nature photography. Also in Wetzel County, Shortline School worked with a local potter to study the clay that students dug out of the ground right outside of their school. They then learned how to turn that clay into pottery. It is expected that this program will create a forward thinking, transformational concept that build creative thinking, analysis and problem solving skills– all vital to prepare our future innovators. REPORT TO THE COMMUNITY 2012 12 13 WILLLIAMS FUND 1991 Frances “Pinkie” Williams was a long-time member of the CFOV Board of Trustees. She and her husband, John, established the Williams Fund, a Field of Interest Fund to support children. Specifically the fund is for fulfilling the basic needs of children in the Wheeling area in the nature of emergency food and clothing assistance and other basic needs that will permit a better opportunity for these children to grow and become educated. 1991 WHEELING-NISSHIN FUND Wheeling Nisshin, Inc. of Follansbee established the Wheeling Nisshin Fund at the CFOV to administer the company’s charitable giving. As a Corporate Donor Advised Fund, grants are made annually to Brooke County Schools and other causes important to the company. After a tsunami hit Japan in March 2011, the Wheeling Nisshin Fund made a $50,000 grant to the American Red Cross to support Tsunami relief efforts. 2002 MATT VELEZ SAVE-A-LIFE FUND The Matt Velez Save-A-Life Fund was established by Matt’s mother, Mary Velez, in 2002 when he suffered cardiac arrest during a high school physical education class and died six days later. This fund helps schools and nonprofit organizations to purchase Automated External Defibrillators (AEDs) to help save the lives of others. In the last ten years, the fund has provided for more than 100 AEDs in local schools and other public places in the Northern Panhandle and surrounding areas. There have been five “saves” in the Ohio Valley where the fund was somehow involved by either purchasing the AED, providing assistance to set up the AED Program, or an update on the unit. WHEELING MIDDLE SCHOOL BOOSTER CLUB FUND 1995 The Wheeling Middle School Booster Club Fund was established by Betty June Wymer, mother of two students of Wheeling Middle School. The funds were raised from 25 years of Bingo for the benefit of the school. The fund distributes income on an annual basis for academic, athletic, and cultural programs for the benefit of the students. The fund is used for such things as band uniforms, wrestling uniforms, Future City competitions, Forensics competitions, and more. ST. CLAIRSVILLE LIBRARY FUND 2003 The St. Clairsville Library created an Endowment Fund at the Community Foundation for the Ohio Valley in 2003 as a way to help ensure long-term viability. The CFOV provides stewardship of their endowment, alleviating library staff and board of the day-to-day administration and oversight of investment management. The staff and board of the St. Clairsville Library work hard to encourage supporters of the library to annually give to the endowment fund. The Community Foundation’s individual funds do amazing work. As you can see by thESE EXAMPLES, a fund can be as unique as the person or organization establishing it. 2005 N. ELIZABETH ELBIN SCHOLARSHIP FUND Elizabeth Elbin was a dedicated teacher for many years at Cameron Elementary School. She had an undergraduate degree from Oberlin College and a Master's Degree in Education from the University of Pittsburgh. Following college, she returned home, dedicating her career to the people and the children of Cameron. She sought out gifted children and helped to give them opportunities. She was a very optimistic and accepting person who loved teaching as much as she loved the people of Cameron. When she passed away in 2004, she left a large portion of her estate to the Community Foundation for the benefit of worthy and deserving graduates of Cameron High School. Each year, four students are chosen to receive her scholarship in the amount of $1,250 per year, renewable for a maximum of $5,000. 14 ROBERT W. SCHRAMM WEST LIBERTY SCIENCE FAIR FUND 2007 Dr. Robert Schramm is a retired professor at West Liberty University. He believes that encouraging children to appreciate science at an early age is critical. Dr. Schramm established the Robert W. Schramm West Liberty Science Fair Fund in 2007 to annually support the Science Fair held each spring at West Liberty University for students in grades 6 - 12. Students from Hancock, Brooke, Ohio, Marshall, Tyler and Wetzel counties in West Virginia and Belmont and Jefferson counties in Ohio are eligible to participate in the West Liberty Science Fair.
