Certain special categories of person may purchase a speciFied quantity of milk at a reduced price which is less than the retail price of milk as supplied by the Jersey Milk Marketing Board. At present the value of milk at a reduced price for those categories as from 1st March, 1987 is as follows - Beneficiaries Quantity of milk per week quahfying for reduced price Amount to be deducted from normal price of milk per pint Children under 5 years of age seven pints 14p Expectant mothers seven pints 14p Persons over 70 years of age four pints 16.5p Persons 65-70 years of age in special categories (paragraph 3(c)) four pints 16.5p 2. The Committee wishes to point out that the benefits of the scheme can only be obtained as a result.first, of making application and then through the purchase of milk. It is not, therefore, a cash benefit as such. The scheme is selective inasmuch as it is concentrated on the health considerations of specific groups. There is no doubt that a daily intake of milk is extremely important and it is probably the best buy nutritiously speaking, for the aged. For those under five and expectant mothers the intake of milk is also of great importance. The scheme continues to make a useful contribution to the well-being of those for whom it is selectively intended. 3. Since 1975, the Committee has reviewed the value of milk at a reduced price towards the end of each year, taking into account any changes that have taken place through the year in the retail price of milk. It remains the policy of the Committee that the burden of any increase in the retail price during the year should be shared equally between those special categories of persons eligible for milk at a reduced price and the general revenue. In accordance with its policy, the Committee has reviewed the Scheme again this year and has noted that there has been an increase since the beginning of 1987 in the retail price of milk of Ip. No further increases are anticipated this year. In accordance with its policy, therefore, the Committee recommends an increase, with effect from Sunday 3rd January, 1988, in the amount to be deducted from the retail price per pint of 0.5p in the case of those over the age of 70 and persons between the age of 65 and 70 years of age in special categories from 16.5p to 17p. 4. In the normal case for expectant mothers and children under the age of five years the increase would be from 14p to 14.5p. However, as the halfpenny is no longer legal tender, the Committee wishes to take the opportunity of removing the 0.5p amount and accordingly recommends an increase from 14p to 15p. 5. So as to avoid the introduction of a possible 0.5p in a future year or years, it will be the intention of the Committee only to recommend increases where there has been an historical increase in the retail price of milk in the preceding year sufficient to grant an increase of Ip or more in the amount to be deducted from the retail price per pint. 6. In summary, therefore, the Committee's proposals are as follows - Beneficiaries Quantity of milk per week qualifying for reduced price Amount to be deducted from normal price of milk per pint Children under 5 years of age seven pints 15p Expectant mothers seven pints 15p Persons over 70 years of age Persons 65-70 years of age in special categories (paragraph 3(c)) four pints four pints 17p 17p 7. The number of persons benefiting from the Scheme continues to remain stable at approximately 10,000, grouped as follows Children under 5 years Expectant mothers Persons over 70 years Persons between 65 and 70 3,618 494 5,771 108 8. The proposals will add about £40,000 to the 1988 cost, making an estimated total of £477,000 for 1988 inclusive of the removal of the 0.5p and all administrative costs. The Committee has sought £477,000 in the 1988 Budget and therefore this proposal, if approved, based on the numbers it is anticipated will claim, should not call for any supplementary vote of credit in that year. 9. The Scheme continues to be administered in close cooperation with the Jersey Milk Marketing Board. It is well covered by full audits every year and the Committee can confirm that the systems in operation are effective and well supported. 10. The purpose of the attached Regulations is to give effect to these proposals. Explanatory Note. The purpose of these Regulations is to increase the amount to be deducted from the normal price of milk per pint for those beneficiaries who are entitled under the Milk (Sale to Special Classes) (Jersey) Regulations, 1986 to receive a weekly quantity of milk at a reduced price. The day of , 198 , THE STATES, by virtue and in exercise of the powers conferred upon them by the Order in Council of the fourteenth day of April, 1884,* have made the following Regulations 1. In the Schedule to the Milk (Sale to Special Classes) (Jersey) Regulations, 1986,^ as amended^ (a) for the expression "14p" in both places where it occurs there shall be substituted the expression "15p"; and (b) for the expression "16.5p" there shall be substituted the expression "17p". 2. -(l) These Regulations may be cited as the Milk (Sale to Special Classes) (Amendment No. 2) (Jersey) Regulations, 198.
