PARKING IN BUNGENDORE
Prior to 2011, Palerang Council did not actively
enforce parking offences as they were considered
to be a relatively minor problem compared to
other compliance issues being dealt with by
limited resources.
Lately there has been increased public concern
over this issue, particularly around the
Bungendore Public School and in the Bungendore
commercial precinct. A larger population and
more visitors has resulted in pressure on limited
parking spaces and increased safety risks.
Parking patrols have now been initiated in the
Bungendore village centre (commercial and
special uses precincts) and will be extended to
other parts of the Council area as considered
appropriate.
Council recognises that the introduction of active
patrols to enforce parking offences is a change for
Bungendore. As such, there will be an initial
period of several weeks during which a warning
will be issued for a first offence, followed by a fine
for a second offence. A broader education
campaign will also be undertaken through the
local press.
All drivers are reminded of their obligations to
comply with parking rules. The main parking
offences that are applicable in Bungendore and
other Palerang villages are listed below, along
with the current fine amount and relevant rule
number from the Road Rules 2008. In some cases
higher penalties apply in the school zone, as
indicated.

Offences include:
• Disobey no stopping sign $201/258 (r167),
• Disobey no parking sign $86/143 (r168),
• Stop within 10m of an intersection $201
(r170),
• Stop on/near children’s crossing $258/344
(r171),
• Stop in bus zone $201/258 (r183),
• Double park $201/258 (r189),
• Stop on path/strip $86/143 (r197),
• Stop on painted island $143 (r197),
• Obstruct access to ramp/path/passageway

• Stop on/across driveway/other access
to/from land $86/143 (r198),
• Stop heavy/long vehicle longer than 1 hour
$86 (r200),
• Stop in parking area for disabled without

There are also numerous offences related to
parallel and angle parking (r208, r208A, r210),
including not parking in the direction of travel, as
near as practicable to the roadside, or within 1 m
of other vehicles.
Most of the offences as described briefly above
are reasonably self-explanatory. An additional
explanation of some of the offences is provided
on the next page, and the complete details can be
found in the Road Rules 2008 regulation online at
www.legislation.nsw.gov.au.
Council may also take action against a range of
other offences observed during patrols of the
village roads, including unapproved items on
public land (such as advertising signs) and
unrestrained dogs.

Additional information on some parking offences, extracted from the Road Rules 2008
Stop on/near children’s crossing (r171)
A driver must not stop on a children’s crossing, or on the road
within 20 metres before the crossing and 10 metres after the
crossing, unless the driver stops at a place on a length of road,
or in an area, to which a parking control sign applies and the
driver is permitted to stop at that place under these Rules.
Stop on path/strip (r197)
A driver must not stop on a bicycle path, footpath, shared path or dividing strip, or a nature strip
adjacent to a length of road in a built-up area, unless:
(a) the driver stops at a place on a length of road, or in an area, to which a parking control sign applies
and the driver is permitted to stop at that place under the Rules, or
(b) the driver is permitted to stop under another law of this jurisdiction.
footpath means an area open to the public that is designated for, or has as one of its main uses, use by
pedestrians.
nature strip means an area between a road (except a road related area) and adjacent land, but does
not include a bicycle path, footpath or shared path.
Obstruct access to ramp/path/passageway (r198)
A driver must not stop on a road in a position that obstructs access by vehicles or pedestrians to or
from a footpath ramp or a similar way of access to a footpath, or a bicycle path or passageway unless:
(a) the driver is driving a public bus that is dropping off, or picking up, passengers, or
(b) the driver stops in a parking bay and the driver is permitted to stop in the parking bay under the
Rules.
Stop on/across driveway/other access to/from land (r198)
A driver must not stop on or across a driveway or other way of access for vehicles
travelling to or from adjacent land unless:
(a) the driver:
(i) is dropping off, or picking up, passengers, and
(ii) does not leave the vehicle unattended, and
(iii) completes the dropping off, or picking up, of the passengers, and drives on,
as soon as possible and, in any case, within 2 minutes after stopping, or
(b) the driver stops in a parking bay and the driver is permitted to stop in the
parking bay under these Rules.
Stop heavy/long vehicle longer than 1 hour (r200)
The driver of a heavy vehicle, or long vehicle, must not stop on a length of road in a built-up area for
longer than 1 hour, unless the driver is permitted to stop on the length of road for longer than 1 hour
by information on or with a traffic control device, or under subrule (2A), (2A–1) or (2A–2).
Drive/tow vehicle with unsecured load (r292)
A driver must not drive or tow a vehicle if the vehicle is carrying a load that:
(a) is not properly secured to the vehicle, or
(b) is placed on the vehicle in a way that causes the vehicle to be unstable, or
(c) projects from the vehicle in a way that is likely to injure a person, obstruct the path of other
drivers or pedestrians, or damage a vehicle or anything else (for example, the road surface).
