MINUTES OF PROCUREMENT COMMITTEE
A meeting of the Procurement Committee was held on 27.01.2016 for
the bids called upon vide N.I.T No. TC/G-55/ 1775 dated: 14.12.2016. which was
chaired by the Executive Engineer, Provincial Highways Division Larkano /
Chairman Procurement Committee and held in his office while attended by the
following members of the procurement committee.

(25) twenty five Nos. were put in the Tender Box. After scrutinizing, (18) eighteen
Nos. tenders were rejected due to original Call Deposit of the required earnest
money was not furnished with the tender and others. Therefore (07) seven Nos.

Registration with Income Tax Department (NTN Certificates), Income returns should be provided and
copy of C.N.I.C.
The bidder should have Registrations with the Sindh Revenue Board.
Undertaking on Affidavit that the firm is not involved in any litigation or had not abandoned any work
in the Department.
The bidders should submit earnest money as showing against each work in shape of Call Deposit
prepared from any scheduled bank in favour of the undersigned.
Affidavits to the effect that the firm / contractor have not been blacklisted previously by any executing
agency.
Affidavits to the effect that all documents / particulars / information furnished are true and correct. In
case of (togas /Tempered or false information / Certificate is provided by the company / firm shall be
liable to be black listed at any stage.
In case of firm, list of partners / partnership deed, giving full particulars of directors / proprietors or
other connected alongwith power of attorney. In case of being sole proprietors, such undertaking on

Sanction of the Government of Sindh, is hereby accorded to the issuance of
Administrative Approval in respect of scheme sited as subject at the approved estimated
cost of Rs.88.913 (Eighty Eight Million Nine Hundred & Thirteen Thousand Only). The
scheme was approved by the DDWP in its meeting held on 29-09-2016 at Karachi.
Subsequently office Memorandum issued by the W&S Department on 18-11-2016 vide No.
H/2-102/16 (2016-17) AA/ DDWP. The plan period of the scheme is upto three years.
The expenditure involved will be debited to the Head of Account
04-Economics Affairs (Capital) 045-Construction & Transport - 0452 Road Transport-045202
Highways Road and Bridges.
All the required codal formalities as laid down in this regard and Finance
Department's instructions must be followed by the executi

TERMS & CONDITIONS
1, The intended participants can purchase tho blank bid documents on payment of tender foo not refundable from this office for each
work from the date of publication up to 09-01-2017 at 1:00 p.m.
2. The tenders will be received back on 10-01-2017 up to 1.00 p.m. and wit be opened on same date 10-01-2017 at 2:00 p.m. in the
. presence of intending contractors are their authorized representatives.
3. Eligibility condition for intending participants are as under.i. Registration with Pakistan Engineering Council in the relevant field of specialization with the renewal of 2017 of work & the extent
of tender amount of each work.
ii. Bio data of Engineers and technical staff working with the firm along with Engineering Qualification Certificate.
iii. Documentary evidence of works executed/works in progress and certificate of satisfactory completion of works of similar nature
during last 3 years.
iv. List of works in progress Indicating cost of each work and copy of letter of award of work.
:* v. List of machinery and equipment available with documentary evidence of its ownership as required under chapter 4.2 (j) as
SPPRA, certificate of bank showing credit worthiness along with bank statement.
vi. No conditional or telegraphic tender will be entertained.
• vii. In case the tenders remain un-responded, the same will again be issued and opened in the presence of the committee on the
following date.

4. Pakistan Engineering Council license is not mandatory for the works up to 4.00 million.
5, Registration with Income Tax Department (NTN Certificates) Income returns should be provided and copy of N.I.C.
6, The bidders should have Registration with the Sindh Revenue Board.
7. Undertaking on Affidavit that the firm is not involved in any litigation or had not abandoned any work in the Department.
8. The bidders should submit eamest money as shown against each work In shape of call deposit prepared from the scheduled bank
•: in favor of the undersigned.
9. Affidavit to the effect that the Firm/Contractor have not been black listed previously by any executing agency.
10. Affidavit with effect that all documents/particulars/information furnished are truo & correct. In case of Bogus/Tempered or false
• Information/Certificate is provided by the company/firm shalt be liable to be black listed at any stage.
11. In case of firm, list of partners/partnership deed, giving full particulars of director/proprietors of others connected along-with power
of attomey. ln.case of being sole proprietor such undertaking on affidavit be furnished.
12. Details of owner along with CNIC on Judicial Stamp Paper. A representative should have authonty on Judicial Stamp Paper from
owner and participation.
13. Call Deposit (Earnest Money) will be refunded to the unsuccessful bidder(s) after issuance of Letter of Award to the successful
Bidder.
14. The tender should be submitted along with the above required documentation/information, it such lacks the tender will not be consider
. by the procurement committee and no excuse will be consider even if the work is in hand for execution.
15: 'Bid Documents are available on deposition of non refundable price of Rs. 3000/-.
16. Bid validity 90 days.
17. In case of Public Holiday or the undersigned remains out of head quarter, the tenders will be opened on the next working day.
