1. Title: Deletion of one dollar annual payment (per-Capita) requirements for Chapter

3. Specific change/action proposed: Modify “Revenues” Section to reflect registration fees as income
and delete the
Requirement for Chapters to annual per capita fees. Eliminate Section 3 “Delinquency”
4. Comparison of current situation to desired situation:
4a. Current bylaw wording/situation: Required Chapters to provide CA FED with annual payments for each
member while non-Chapter members are not required to pay the per Capita.
4b. Bylaw wording/situation if resolution is adopted: Please see attached. (*)
5. Reason the resolution should be adopted. Per results of the last National Convention, Federations provide
services/contact for National-Only members. The provisions of services by Federation to non-Chapter members
makes the whole idea of changing only Chapters Per Capita illogical. Federation should reduce the budget
accordingly, or find other methods(s) of funding. A few possibilities: Reduce training activities/raise cost to
participants. Perhaps non-Chapter members should pay more (Discount if you are a CA Chapter member), Reduce
or eliminate the number of District VP’s - Consolidate the CA Federation with NV to achieve some economies of
scale that have been lost with shrinking membership.

ARTICLE IV
FISCAL YEAR AND REVENUE
SECTION 1. FISCAL YEAR

The Fiscal year of this Federation shall be April 1 through March 31 of the ensuing year.
SECTION 2. REVENUES

Revenues of this Federation shall be from an annual payment by each member chapter of
one dollar ($1.00) for each National member in good standing, except Honorary
Members in the chapter as of the end of the past calendar year, from funds received from
the National Association, and from gifts, donations or bequests that may accrue to the
Federations.
The dues for a calendar- year shall become due and payable on the last day of the
calendar-year, as provided for in ARTICLE IV, SECTION 2a, and when paid entitles
the chapter to full participation in the Federation for the succeeding calendar year.
Chapters shall remit their dues to the Federation Treasurer immediately following the
end of the year, with a statement of the number of chapter members in good standing in
both the National Association and the chapter as of December 31.
c. Newly organized chapters are not required to pay dues for any period of the calendaryear in which their charter is dated. However, any new chapter whose charter is dated
between the first day of January and the opening date Convention will be entitled to the
number of convention delegates specified in ARTICLE VI, SECTION 2 of the Bylaws
and will be accorded all the rights and privileges of every affiliated chapter.
SECTION 3 DELINQUENCY
a. Chapters, which have not paid their per capita dues by March 1 of the calendar year
following the due date, shall be considered delinquent and shall forfeit the right of
representation at subsequent statewide Federation functions.

2. Bylaw/Constitution Articles affected: Constitution ARTICLE IV Section 3
Intent: To allow a Federation leadership position expressly directed to inviting persons other than
members of affiliated chapters to Federation activities. Minor editorial changes elsewhere and in
Bylaws may be needed to clarify this exception””
3. Specific changes proposed: Constitution Art IV. Sec. 3, add as last sentence “A person expressly
appointed as liaison with non-affiliated NARFE members need not be a Federation chapter member”
4: Comparison of current situation to desired situation: Currently the Constitution allows only
affiliated chapter members to hold elected or appointed Federation positions. This change allows the
Executive Board to appoint the most capable person to this specific position - Liaison with non
members.
5. Reason the resolution should be adopted: A large number of National Only members reside in
California. When these persons participate in certain federation activities (e.g. grass roots lobbying),
they expand our advocacy for all NARFE members. A Federation liaison with National Only members
will encourage their involvement This position should not be limited to members of affiliated chapters –
rather it should be the person most able to communicate with NARFE members outside our affiliated
chapters. This position could help chapters communicate with non-chapter members in their ZIP codes
for recruiting purposes. . Details of the position will be set in a Federation Policy Letter for all to see

provide support to National Only membership,

1. Title: Elimination of the Federation Per Capita Dues

With the reduction in Chapter membership currently occurring and expected to continue, many
Chapters have insufficient funds to provide information and support to the NARFE members in their
area, reducing their effectiveness in addressing the mission of NARFE. Additionally, they will have some
responsibilities for those new members of the federation in their area who will no longer belong to a
chapter and yet Chapters will receive no income for these "national only" members. Raising Chapter
membership dues will only hasten more members from participating in Chapters. Removal of the per
capita dues requirement should allow local chapters an opportunity to continue to be a local voice for
federal workers and retirees, provide them with the ability to work on recruitment and retention of
members, and to locally address the legislative activities in the congressional and state districts in their
community. The federation should be able to operate successfully without these Chapter monies,
currently approximately $15,000, since it receives funds from all members via the ten percent funds sent
to the Federation from the National membership payments.
3. Specific change/action proposed: Remove the language requiring per capita dues from Article IV,
section 2 and section 3. Section 2 (Revenues) can retain the others sources of income currently stated
and section 3 (Delinquency) can be eliminated.

Situation: Chapters will be able to continue to operate with reduced numbers and they should not have
to raise their dues as quickly to address the loss of members.
5. Reason the resolution should be adopted.
If the Federation is indeed a Federation of Chapters, it needs to find ways to support those Chapters and
keep a local presence in California communities. Moreover, this gesture of financial support will
communicate to Chapters that Chapter members will not be singled out to pay more than "national
only" members of the Federation. Fairness requires the change and may provide incentive for Chapters
to redouble their efforts in their communities to represent and assist federal workers and retirees in
their community.

1. Title: Status of National Members in the Federation
2. Bylaw article affected/Intent of Resolution [Non Constitution/ Bylaw resolutions must be specifically justified in
relation to the NARFE Mission Statement]: Constitution Article III, Membership
3. Specific change/action proposed: Add an additional sentence to Article III recognizing the existence of national-only
NARFE members and encouraging their participation along with chapter members, especially in furthering Federation
objectives.
4. Comparison of current situation to desired situation: Status of National Only members is currently undefined;
adoption of “Optional Chapter Membership” and “One Member-One Vote” in the NARFE National ByLaws obliges the
Federation to define their status.
4a. Current bylaw wording/situation: All regularly chartered chapters of NARFE within the Status of California
shall be eligible for membership, and may retain membership upon payment of dues as provided in the Bylaws.
4b. Bylaw wording/situation if resolution is adopted: All regularly chartered chapters of NARFE within the State
of California shall be eligible for membership, and may retain membership upon payment of dues as provided in the
Bylaws. Other NARFE members within the state, although not belonging to an affiliated chapter, shall be welcome to
maintain contact with Federation Chapters and Officers and to attend meetings and other events, and shall be
encouraged to join with the Federation and its Chapters in promoting the Federation’s legislative objectives.
5. Reason the resolution should be adopted. This additional wording clearly sets forth Federation intentions to
welcome contact with a non chapter member and encourage participation by them, without compromising the
interest of Federation Chapters in maintain a distinction between those who are due-paying chapter members.

Instructions for completing Proposed Bylaw Amendment/Convention Resolution Form
1. Title: In as few words as possible, describe what you are proposing, such as “Raise per capita dues,” or “National
convention delegates,” or “Support revision of California state constitution.” NOTE: Each resolution will be restricted
to a single subject and related changes.
2. Bylaw article affected/Intent of Resolution: If proposing a bylaw change, provide descriptive words as well as the
bylaw reference. For example: “Art I, Sect 1a (Federation officer’s term of office.)” Except for Constitution/ Bylaw
resolutions, all other resolutions must relate specifically to the provisions of the NARFE Mission Statement as stated on
page one (1) of the 2012 NARFE National Bylaws.
3. Specific change/action proposed: Describe the specific action you are proposing, in terms of a motion. For example:
“In sentence 2 delete the words ‘July or the first day’ and ‘whichever comes later,’” or “Go on record to support
caregiver certification in California.”
4. Comparison of current situation to desired situation:
4a. Current bylaw wording/situation: Describe the current situation. For example “Federation officer must wait
several months following the convention before taking office,” or “A person needing a caregiver has no way of
knowing whether or not the caregiver has a clean criminal record.”
4b. Bylaw wording/situation if resolution is adopted: Describe the situation after adoption. For example:
“Federation officers would take office on the first of the month immediately following the convention,” or “Persons
hiring a caregiver would be assured the individual has no criminal record.”
5. Reason the resolution should be adopted. Be as brief as possible , but fully support the proposed action. Use a
second sheet of paper if necessary.
6. Estimated cost: Many actions are administrative only, but some have costs associated with them. Try to estimate the
cost and provide an idea on how the action would be paid for. If you cannot determine the cost, consult with the
Federation Treasurer.
7. Submitted by (name and chapter number): Resolutions submitted by chapters must be certified by the Chapter
President or Secretary.
8. CSFC Executive Board: The Executive Board will assign the resolution to the appropriate convention committee for
further consideration.
9. Committee Recommendation: The committee may amend the resolution, combine it with similar resolutions, or
prepare a substitute. The committee then recommends an action to the convention delegates.
10. Convention Action: The delegates decide and the action is certified by the CSFC President or Secretary. Resolutions
requiring action by a National Convention will be forwarded to the National Secretary for further action.

11. Submitting resolutions: A single copy of the resolution should be forwarded to the Federation Secretary not later
than 75 days prior to the opening date of the Federation Convention, as specified in the convention call letter. The
Federation Secretary will assign an identification number to each resolution received and forward, by email, a copy to
the appropriate convention/standing committee chair for processing. It is the responsibility of that committee to
determine if a resolution meets the submission requirements set by the CSFC Executive Board as specified in these
instructions. The committee chair will notify the Federation Secretary of those resolutions meeting the requirements
within 10 days of receipt of the resolutions. A resolution that does not meet these requirements will be returned to
the originating chapter or committee by the convention/standing committee chair with an explanation of the reason
(s) for non-acceptance.
