Article I: Name,Emblems,Motto, Etc. SectionI: Name The corporatenameof this Fraternityshall be the Cleisthenes Chapterof Alpha Rho Chi Fraternity. SectionII: Emblems The emblemsof this Fraternityshall consistof a badge,a coatof arms,a sisterpin, a recognitionbutton,a pledgepin, a systemof colors,anda flower. SectionIII: Colors The colors of the Alpha Rho Chi Fraternityshall be Sanguine (Maroon)andAzure (Blue). Section[V: Flower The flower of the Alpha Rho Chi Fraternityshall be the White Rose. SectionV: Motto The Motto of the Alpha Rho Chi Fraternityshall be "Fidelitas, Amor, et Artes." SectionVI: Badge,Coatof Arms, andCadencyMark The official forms of the badge,coatof arms,and pledgepin, sister pin, andrecognitionbutton shall be asprescribedin the Ritual. The CadencyMark of this Chaptershall be the Millstone. Article II: Objectivesand Powers SectionI: Objectives The Objectivesof Alpha Rho Chi Fraternityare:to organizeand unitein fellowshipfor the educationandprofessionaldevelopment purposesthe studentsof Architectureand the Allied Arts of this University in orderthat this Fraternitymay promotethe ethical, artistic, scientific, andpracticalproficiency of its membershipand the profession. SectionII: Powers The powersof this Chapterof the Alpha Rho Chi Fraternityare: a. b. c. d. e. Article III: To legislateand administratepursuantto this Chapter ConstitutionandBy-Laws andthe National Constitution and By-Laws of Alpha Rho Chi Fraternityfor the general benefit andwelfare of this Chapterandthis Fraternity. To chargeand collect duesand feesof its Membersand for the National Fraternity. To determine,andto be the solejudge of any disputes, obligations,andresponsibilitiesbetweeneachof its Membersand betweeneachmemberandthe Chapter. To acceptor expelMembersof this ChapterTo perform any otheractsfor the benefit of its Membersor Membership,which arenot inconsistentwith the applicable Federal,State,or Local Laws, Regulationsoandor Ordinances;or the National Constitution,National ByLaws andthe Franchisegrantedto this Chapterby the Alpha Rho Chi Fraternity. Organization, Discipline, and Government SectionI: Organization Delegatesfrom the Alumni Associations,Chapters,and its Officers in Conventionshall assemblethe National Governmentof this Fraternity,and at all othertimes suchshall occur asprescribedby the National Constitutionand Bv-Laws. SectionII: Discipline Robert'sRulesof Order,shallgovernall meetingsof the Fratemity includingConventions,GrandCouncil,Alumni Association, Chapter,andCommitteeMeetings,exceptin suchcaseswhere theserulesconflict with theNationalConstitutionandBy-Lawsof the Fraternity. SectionIII: Government a. b. Article IV: Thoseindividual Memberspossessingthe power and right to vote andthe Meeting Officers shall governthis Chapter during any Regularor SpecialChapterMeeting. At all othertimes by the ChapterExecutiveBoard andthe officers of this Chapterpursuantto and accordingto the power and authorityvestedin them by its Articlep of Incorporation,the ConstitutionandBy-Laws of this Chapter,the National ConstitutionandBy-laws andthe Franchisegrantedto this Chapterby the Alpha Rho Chi Fraternity. OIlicers and ExecutiveBoard SectionI: Officers The officers ofthis Chaptershall consistof a Worthy Architect (President),Worthy AssociateArchitect (Vice President),Worthy Estimator(Treasurer),Worthy Scribe(CorrespondingSecretary), Worthy Clerk (RecordingSecretary),Worthy Superintendent (Superintendent),as electedby the Chapter;Historian,Professional ChairmaraSocialChairrran,PhilanthropicChairman,Pledge Trainer,Recruitnent Co-Chairs,ConventionChair, DesignChair, IntramuralsChair, FundraisingChair, asappointedby the ExecutiveBoard;and CommitteeChairmenor othersas electedor appointed. SectionII: ExecutiveBoard This Chaptershall havean ExecutiveBoard consistingof the Worthy Architect (President),Worthy AssociateArchitect (Vice President),Worthy Estimator(Treasurer),Worthy Scribe (CorrespondingSecretary),Worthy Clerk (RecordingSecretary), and Worthy Superintendent(Superintendent);as electedby the Chapter.The "ExecutiveBoard" as statedin this Chapter Constitutionand By-Laws correspondsto the "Board of Directors" as stated in the Alpha Rho Chi Fraternity National Constitution and By-Laws. Article V: Membership and Associates SectionI: Membership The membership shall be divided into 6 classeswithin this chapter of the Alpha Rho Chi Fraternity, as prescribed by the following. a. Chapter Active: Chapter Active membersshall consist of studentsregisteredin professionalcoursesleading to a Bachelors or Masters Degree from this Universityo who have been Pledged by the Chapter. l. While membershipis encouragedamongstmajors in the fields of Architecture, Planning and the Allied Arts. all students who have a dedicated interest in said fields are welcome and encouraged to join Alpha Rho Chi Fraternity. b. A Chapter Inactive in Good Standing shall have participatory privileges in all Chapter activities but does not retain voting rights. c. Chapter Active in Bad Standing is a member who has broken affiliation with the Chapter, either voluntarily, or by Chapter Law, but is still registered in the University. The Chapter shall report him as inactive on the next monthly report to the National Fraternity. The Chapter may restrict an Active in Bad Standing's participation in Chapter events; he may be excluded from all Chapter Activities. d. Chapter Alumni: ChapterAlumni membershipshall consist ofall graduate and non-graduate chapter active members of this chapter, and may include chapter actives from other chapters of Alpha Rho Chi based on their geographical proximity and desire to join the Alpha Rho Chi. CleisthenesAlumni Association. Chapter X'aculty:ChapterFacultymembersshallconsist of any faculty memberof this University who has participatedin the Chapter'sdevelopmentandhasbeen initiated by the Chapter. Article VI: e. Honorary membersarethoseindividualsrecognizedby the executiveboardand endorsedby the chapter,who have contributedto the goals,missionandvaluesofthe Alpha Rho Chi Fraternityandthe CleisthenesChapter,without having being initiated throughthe customaryrites and rihrals of the chapterand nationalfratemity. f. Affiliates shall consistof an Active Memberof Alpha Rho Chi Fraternitywho hastransferredto and is enrolledat this University asa studentand wishesto affiliate with the Chapter,only upon the approvalof the Chapterand only if he presentsa letter from his ChapterWorthy Architect statinghe is an initiated memberand in goodstandingwith his Chapterwith all duesand feespaid. Amendmentsand Voting SectionI: Amendments Amendmentsto this Constitutionand By-Laws must be proposed in writing, signedby a minimum of two membersandmust be presentedto the Chapterat leastonemeetingbeforethe meetingat which a vote is held. The GrandCouncil of Alpha Rho Chi Fraternitymust approveall Amendmentsto this Constitutionand its By-Laws in uniting. SectionII: Voting An Amendmentto this ConstitutionandBy-Laws must be approvedby a% vote of the membershippresentandvoting, providing thereis a quonrmpresent. Article WI Approval This Constitutionand By-Laws areherebydeclaredthe goveming documentsof this Chapterof Alpha Rho Chi Fraternityand all members shallrespectthemaccordingly. StandingRulesof the CleisthenesChapter of the Alpha Rho Chi Fraternity at the Universitv of Houston-Main Article I. Membership Section1. Active A ChapterActive's membershipstatusshall changeto Mernberin Bad Standingaccordingto the following: a. A ChapterActive with threeunexcusedabsencesfrom a chapter meeting. b. A ChapterActive Memberwho falls morethan one semesterbehindin Chapterdues. c. Any memberwho doesnot meetthe minimum 2.5 GPA on any one semestershall fall on AcademicProbation;a memberon Academic Probationwho fails to meetthe requirementwill be placedin Bad Standing. l. An ExecutiveBoard Memberin Bad Standingshall be removed from office upon vote of the chapter. 3/tof theactivemembership shallvote to allow the officer in questionto retainhisftrerposition. Executiveboardmustreview andmakea recommendationto the chapteron whetherto removethe ExecutiveBoard Memberfrom office, within onemonth of the offrcer falling into bad standing. 2. An AppointedOfficer in Bad Standingshall be removedfrom office upon vote of the chapter.. % of the activemembershipshall voteto allow the offrcerin questionto retainhis/herposition. Executiveboardmust review andmakea recommendationto the chapteron whetherto removethe officer from his/trerposition, within onemonth of the officer falling into bad standing. 3 . A Memberin Bad Standingwill not be eligible to run for any offrce.An eligibility report shall be given by the ExecutiveBoard prior to nominations. Section2,Inactive a. A ChapterActive who choosesto claim Inactivestatusmustsignthe official Declarationof 'Inactive' Statusform. b. A Chapterlnactive may regainActive statusupont/napprovalof the activemembership. 1. The ChapterInactivemust clear any unpaidduesprior to inactivity.If morethana semester's worth of duesareowed,a paymentplan shallbe established. Failureto followthrough with this plan resultsin Bad Standing. 2. The ChapterInactive must statehis/hercase,verbally or in writing, to the chapterprior to vote. c. An idle ChapterActive who hasnot goneInactivebut is no longer paying duesor participatingin any eventwill be reviewedby the ExecutiveBoard,andupon approvalof the Chapter,will be declared Inactive. Article 2. Expenditure ChapterActives arerequiredto attendall Ritual Events.A chapteractive must be presentthroughoutthe entireevent. Section1. Fines a. A ChapterActive absentat a Ritual Event shall be subjectto the following fines: 1. PledgingCeremony:$20.00 2. Initiation:S50.00 3. Alumni Ceremony:$20.00 Section2. Reimbursement a.If an Active Memberspendsmoneyon the chapter,the memberwill be reimbursed,if and only if, the expenditurewas approvedby both the Worthy Architect andthe Worthy Estimatorbeforethat saidexpenditurewasmade. '\--l 5. Interim Officer a. If there is a Worthy Offrcer who cannot firlfill his/her duties due to current circumstancesoutside the fratemity, then the remaining exec board membersmust make a unanimousdecision to place an interirn officer in the position in question. b. The remaining Exec Board memberswill meet with the Worthy Officer in question and discussthe situation. c. The Exec Board will then appoint an appropriateChapter member to tillthe position. The appointeemust meet with the Exec Board in order to discussthe situation and accepttheir nomination. d. The interim officer must then be voted on, via emergencyelection by the Chapter during a regular or specialmeeting. (a vote of % of the Chapter is required) 1. . '\-/ An emergencyelection provides for the discussionand balloting processin one meeting time period. e. After 1 month the Worthy Officer in question must meet with the exec board in order to check on the situation. After 2 months the exec officer must decide on whether to continue with the position or to permanently step down.
