Having lived in your flat and this familiar environment for many years, it is understandable if you are feeling a little anxious and uncertain when the Selective En bloc Redevelopment Scheme (SERS), was announced for your block. This guide has been specially prepared to give you the information you should know about SERS in 6 simple pointers and an overview of your rehousing options. Rest assured that our team is here to work with you and your family to ensure that your transition to the new home is smooth and hassle-free. We encourage you to read this booklet and visit the SERS Exhibition to find out more. At the Collector’s Inquiry which will be held soon, you will have another opportunity to meet with the officer-in-charge to discuss the rehousing options and your financial plan. As we have made this guide concise, please also refer to copy of “My SERS Guide” for more detailed information. My SERS Guide a Guide for our Seniors - 2014 Edition 1 1. What is SERS? SERS was launched in August 1995 as part of the Government’s continual effort to renew old housing estates in Singapore. Through SERS, you are offered a unique opportunity to unlock the value of your existing flat and move to a new home while remaining close to old neighbours and familiar surroundings. SERS! In the latest survey in 2013, more than 85% of the households surveyed were happy with SERS and highly satisfied with their new homes! 2. Where will my new flat be? You may choose a 2-, 3-, 4- or 5-room flat (subject to eligibility) in one of the five new housing precincts located in Dawson estate. The five projects comprise a total of 3,700 units of new flats. In and around these desirable precincts are many amenities like the Queenstown MRT Station, Queenstown Community Centre, Queenstown Library, Dawson Place, shops, a brand new hawker centre and supermarket. Do I need to top up cash for a new flat of the same flat- type? You will receive the market value of your existing flat as compensation and some reasonable expenses to help you relocate. The compensation can be used to offset the payment required to buy a new flat at HDB’s subsidised price. Under SERS, eligible flat owners enjoy a $15,000 (singles)/ $30,000 (joint singles/ families) SERS grant for the purchase of the new flat. My SERS Guide Please refer to pages 4 and 5 for details on Compensation. 4 Some of the compensation may be refunded to the CPF Ordinary Account (OA). A portion of this refund will be used to meet the CPF Minimum Sum and Medisave Required Amount for flat owners who have a shortfall. This ensures flat owners of a regular income upon reaching the CPF drawdown age and adequate savings to meet future healthcare expenses. Enjoy your Golden Years with SERS The CPF refund will be made closer to the keys collection date of the new flat. At that time, if you need to use the refunded CPF monies to buy the new flat, you may request HDB to help you apply to the CPF Board on your behalf. Depending on the flat type you choose for your replacement flat, the CPF Board may grant approval for a partial or full use of the refunded CPF monies. We will be able to advise you further on this during the Collector’s Inquiry at the HDB Hub. Generally, flat owners who have fully paid up the housing loan for their existing flat- will not have to top-up cash for a new home of the same flat type. Our SERS team, together with the officer-in-charge of your flat, will assist you in applying for a replacement flat that is affordable and meets your needs. a Guide for our Seniors - 2014 Edition 5 4. What are the rehousing options and benefits? Here are the rehousing options you may consider. Do take your time to consider the options below and talk through the possibilities with your family. 1 Buy a new 30-year* lease 2-room or 3-room flat or 99-year lease 2-, 3-, 4or 5-room flat (if eligible) at Dawson 3 *3 0-year lease flats are available for owner(s) at CPF Drawdown Age or older, at the point of announcement and buying an equivalent or smaller flat type (up to 3-room), subject to HDB’s approval. Speak to your officer-in-charge to find out more I would like to remain in Queenstown 2 I have my own alternative accommodation Receive ex-gratia payment on top of total compensation in place of SERS rehousing benefits OR Sell/ Transfer your SERS flat with rehousing benefits 6 Enjoy your Golden Years with SERS I would like to stay near my children who do not live in Queenstown Apply for a Studio Apartment, 2-, 3-, 4- or 5-room flat (if eligible) elsewhere under Build-To-Order (BTO) or Sale of Balance Flats (SBF) exercise with a 10% priority allocation and enjoy the same rehousing benefits If you meet the qualifying age, you may also be eligible for: i. a Silver Housing Bonus of up to $20,000 when you buy a smaller replacement flat type (up to 3-room) at 99-year lease; or ii. a cash bonus of up to $20,000 when you buy a 2-room or 3-room flat on a 30-year lease at Dawson. Yes, they can. The SERS benefits will be reassessed if the parent/child currently owns a private property, has enjoyed SERS benefits or two HDB housing subsidies before. The officer-in-charge will be happy to explain any implications of the inclusion. You may buy your new flat with your immediate family members (parent or child, if eligible) by including them as co-owners of the new flat. 8 Enjoy your Golden Years with SERS 6. What if the owner passes away before collecting keys to the new flat? Start Is the deceased the sole owner of the flat? No Yes Is the flat held in a joint tenancy? This information can be found in the lease agreement. No Yes The HDB flat will be passed on to the co-owner(s). The application for the new flat can be retained if he/she satisfies HDB’s prevailing eligibility conditions to own a flat and there will be no change to the SERS benefits. The deceased’s estate will be distributed according to his/her Will (if any) or according to the provisions of the Intestate Succession Act. If the deceased’s beneficiaries are eligible and wish to take over the SERS flat, only those who are existing occupiers can retain the existing SERS rehousing benefits. Otherwise, the SERS benefits will be reassessed. a Guide for our Seniors - 2014 Edition 9 What’s Next? Before you meet us, you may wish to prepare by doing the following: #1 Apply for a SingPass This will come in handy to access your CPF account, other Government e-Services and future online applications. Apply online at www.singpass.gov.sg if you do not have one. #2 Find out how much CPF funds you have for the purchase of your new flat Log on to www.cpf.gov.sg or visit a CPF branch with your SingPass for your CPF balance. #3 Check the outstanding loan you have on your current flat (if any) Log on to www.hdb.gov.sg/myhdbpage if you have taken an HDB loan or speak to your bank representative if you have taken a bank loan. #4 Consider whether you want to enhance your retirement funds by right-sizing or buying a shorter-lease flat Discuss with your family members or your officer-in-charge on your rehousing options. 10 Enjoy your Golden Years with SERS Our SERS Team Note: The information contained in this brochure is current at the time of printing.
