VOTING AT THE 2016 VEA CONVENTION
Thursday, April 7, 2016:
Friday, April 8, 2016:
Speeches by Candidates with Opposition – Candidates
with opposition will be given five (5) minutes each to
address the Delegates on Thursday night during the
First General Session of the Delegate Assembly.
8:00 a.m. – 11:30 a.m. – Polls will be open in the
convention center in a separate room monitored by
the VEA Elections and Campaign Practices Committee
for voting by Delegates. The polls close at 11:30 a.m.
on April 8.
9:00 p.m. – 10:30 p.m. – Polls will be open in the
convention center in a separate room monitored by
the VEA Elections and Campaign Practices Committee
for voting by all Delegates.
11:30 a.m. – VEA Elections and Campaign Practices
Committee meets to finalize the report to the Delegate
Assembly.
After consideration of New Business:
 VEA Elections and Campaign Practices Committee
report is presented to Delegates.
 If no one candidate for any office receives a
majority vote, a second ballot will be necessary.
 If a candidate receives a majority vote, the
Delegates adopt the report of the VEA Elections and
Campaign Practices Committee declaring that
candidate elected
Process for Run-Off Balloting (if necessary):
A second ballot will be necessary only if no one candidate receives a majority vote and only if there are three or
more candidates for any office or at-large position. A majority is required to win an election. A majority is
defined as more than 50% of valid votes cast. If a sufficient number of candidates have not received a majority of
the valid votes cast, a runoff election will be held. The runoff ballot will arrange the candidates in decreasing
order of votes received. On the ballot one more candidate than the number of the seats to be filled will be listed.
Friday, April 8, 2016:
1:30 p.m. – 4:00 p.m. – If necessary runoff voting will
take place in the convention center in a separate room
monitored by the VEA Elections and Campaign
Practices Committee for voting by Delegates.
4:00 p.m. – VEA Elections and Campaign Practices
Committee meets to finalize the report to the Delegate
Assembly.
After Consideration of New Business – Report of
the VEA Elections and Campaign Practices
Committee is given to Delegates. Delegates adopt
VEA Elections and Campaign Practices Committee
report.
Prior to Adjournment of the 4th & Final Session –
Any candidate wishing to appeal the report of the
VEA Elections and Campaign Practices Committee
must do so prior to close of business of the fourth
business session. Decision of the VEA Delegate
Assembly is final.
REMINDER: NO CAMPAIGNING IS ALLOWED OUTSIDE THE POLLING ROOM
VOTING AT THE VEA DELEGATE ASSEMBLY
Background – The VEA Bylaws were changed by the Delegates at the 2010 VEA Delegate Assembly to
hold state-wide (VEA President, VEA Vice President, NEA Director, and At-Large positions on VEA Board)
elections at the VEA Delegate Assembly.
Currently, the VEA bylaws allow for a waiver of election if there is only one petitioned candidate for any
office or at-large seat on VEA Board. The candidate(s) are declared elected by the VEA Board.
An election of candidates with opposition will be conducted at the VEA Delegate Assembly. Candidates
with opposition will be given five (5) minutes each to address the Delegates on Thursday night. Voting
will take place at the VEA Delegate Assembly following a process outlined below. If no one candidate
receives a majority vote, a second ballot will be necessary.

Who’s eligible to vote?
Elected Delegates present at the VEA Delegate Assembly and registered by the VEA credentials
deadline.

How are votes cast?
Registered Delegates may electronically cast votes at the designated on-site polling room at the VEA
Delegate Assembly.




When will the report be given to the Delegates?
The VEA Elections and Campaign Practices Committee will meet on Friday, April 8 at 11:30 a.m. to
authenticate the vote count. The report will be given to the Delegates immediately following
consideration of new business.
What if a run-off election is necessary?
If no one candidate receives a majority vote of those voting, a run-off is necessary (applies only when
there are three or more candidates). Polls will be reopened on Friday, April 8 at 1:30 p.m. The run-off
balloting will end at 4:00 p.m. on Friday, April 8. Votes will be electronically cast in the designated onsite polling room.
Who will certify the election?
The Delegates at the convention certify the election by adopting the report of the VEA Elections and
Campaign Practices Committee prior to the adjournment of the final session of the Delegate
Assembly.
How does a candidate appeal the decision?
Any candidate wishing to appeal the report of the VEA Elections and Campaign Practices Committee
must do so to the VEA Executive Director prior to close of business of the fourth business session. The
Delegates at the Assembly will hear the reason for the appeal and vote on whether the election is
valid. The decision of the VEA Delegate Assembly is final.
